The 610 Office in Guangan City, Sichuan Province, Set Up a Brainwashing Center in the Countryside

(Clearwisdom.net) Before the Olympic Games in 2008, the 610 Office in Guangan City, Sichuan Province, working with public security and politics and law committees from all levels, participated in the persecution of Falun Gong practitioners in the entire city. They arrested practitioners and then transferred them to a remote mountain location, the Tianchi Professional School, in Huaying City. Practitioners were detained there for as long as a month, until the Olympic games were over. At that time, thugs patrolled outside and threatened the practitioners with large, green, wooden clubs.

In 2009, with the support of the Guangan 610 Office, they set up a permanent location in Feilong Town, Wusheng County, known as the “Law Education Base,” which was used to persecute practitioners. This location was put into use in August 2010. The nearby villagers dare not disclose the local name. The base was built far away from the village itself. It is a two-story building, and from the main entrance, you can go directly upstairs. Two hallways are located on each side and on both levels. Both sides of the hallways have doors with monitoring equipment installed. Dorms are located in front and back. Staff members involved in persecuting practitioners live upstairs. Those referred to as “assistant educators,” who were transferred from different government departments and work units, live downstairs, as do the detained practitioners. The gate surrounding the area is made of iron and is locked after dinner each day. Night and day, a security team of seven guards take turns guarding the gate. The guards act as prison heads and take turns being on watch. They restrict practitioners from leaving their cells. At mealtime, two “assistant educators” take turns eating, then allow the practitioners to eat. Practitioners must use the restroom and wash their clothes all inside their cells. The “assistant educators” then hang up the wet, washed clothes on the second floor corridor to dry. Practitioners are not allowed to talk to each other or even walk close to each other.

The base has several sections, including an education team, confrontation team, medical team (there are municipal mental hospital doctors), and security team. Key people who participate in the persecution are Du Yueping and Jiang Bo, members of the city's 610 Office; Zhang Taiqiang, a so-called “psychologist” who was formerly an agency staff member; and those referred to as “assistant educators.”

In early September 2011, the city 610 Office ordered all levels of Party offices, police stations, residential committee offices, and village leaders to use deception and brute force to arrest Falun Gong practitioners and take them to the brainwashing location.

The term “Law Education” is, in fact, an attempt to totally destroy all freedom of thought. They mainly drum into the practitioners the slanderous CDs produced by the evil CCP media in 2002 and the lies framing Falun Gong written by Shen Jie, Jia Yuecheng, and several other staff members of the 610 Office of Sichuan Province. All kinds of low-level, unethical tactics are used, and practitioners are pressured to write the three statements promising to give up their practice. Practitioners are isolated and detained in solitary cells for long periods of time. The persecutors take turns using different methods to try to deceive and trick them. They abuse practitioners both verbally and physically, often beating them and depriving them of food. One day, Zhang Taiqiang, the so-called psychologist, along with several “assistant educators” abused Mr. Li Zhenghai by surrounding him, slapping his face, hitting him with boots, and then tying him up with ropes, not allowing him to make a sound. They also withheld meals and only allowed Mr. Li Zhenghai, Li Dayuan, and other practitioners who persisted in their beliefs one steamed bun for breakfast each day. For lunch and dinner they were only given a bowl half-filled with rice. This lasted for more than ten days. They thought it was okay as long as the practitioners didn't die of hunger.

With no legal protocol, practitioner Ms. Peng Qingling from Huaying City, who had just finished her term in the women's forced labor camp, was transferred to the brainwashing center. Practitioner Pan Jianqiong from Huaying (over 70 years old) who was visiting relatives in Chengdu (or Jiangsu) was arrested and taken to the brainwashing center. More than 14 practitioners have been persecuted at the center.

Every month each staff member working at the brainwashing center is paid 800 yuan by the CCP for his or her living expenses. Their original work unit also gives each “assistant educator” 50 yuan each day as a subsidy. On holidays, they get a bonus of 200 yuan. Government leaders from the city and county also visit these people and often give them gifts as encouragement to continue their work of persecuting Falun Gong practitioners.

As Party and government officials, those who participate in persecuting Falun Gong practitioners enjoy the taxpayer's money. These people are morally corrupt, which is evident when they talk, often using profanity. They have no virtue. They detain practitioners and torture them mentally and physically. Proper legal procedures are ignored.

When not actually tormenting practitioners, these people often gamble, day and night, and some leave to visit prostitutes. Many have stolen tangerines from nearby orchards. According to some reports, they stole over a dozen pounds of tangerines each day. They not only stole tangerines to eat, but also enough to take home when they were not working. They paid no attention to the local villagers who complained to them and just continued to behave poorly.

The setup of this so-called “Law Education Base” did not adhere to any legal procedures. Practitioners were arrested and deprived of all personal freedoms. The 610 Office brainwashing center follows no legal procedures, and the detention time is not revealed. Practitioners are detained as long as those in charge desire. Practitioners who persist in their belief are sent to mental hospitals or forced labor camps. It is customary for inmates to talk to each other, but here, practitioners do not have this freedom.
