At about 9 p.m. on July 15, 2009, police from Loudi City broke into the homes of many Falun Gong practitioners and arrested many of them. The arrested included Mr. Cao Gongxun; Mr. Liu Xinping; Mr. Zhou Qingfeng; Mr. Ouyang Zhong and his wife, Ms. Yuan Qiudi; Ms. Deng Lianzhen and her husband, Jiang Mogui; and Ms. Li Yuxia.
On July 20, 2009, police from Loudi City arrested Ms. Li Zaiying and her husband, Mr. Zhen Jian, and Ms. Xie Guirong at their home. On September 9, 2009, Mr. He Jinlin was arrested outside the city.
On February 4, 2010, authorities from Loudi City initiated the prosecution of nine local practitioners. Liu Gang, prosecutor with the Procuratorate in the Louxing District in Loudi City, submitted the prosecution document to the Louxing District court. The practitioners named in the document were Mr. Cao Gongxun, Mr. Liu Xinping, Mr. Zhou Qingfeng, Mr. Ouyang Zhong, Mr. He Jinlin, Ms. Deng Lianzhen, Ms. Li Zaiying, Ms. Xie Guirong, and Ms. Yan Qiudi.
On February 8, 2010, the Louxing District court issued an official "Notice to the court judges," in which they stated that they would try the nine practitioners publicly on March 12, 2010, in the first adjudication division. The chief judge would be Zhou Min, the assistant judges Tan Xiaogui and Tan Jinmei, and the court recorder Jin Xueceng.
Currently, Mr. Cao Gongxun, Mr. Liu Xinping, and Mr. He Jinlin are being held in the First Detention Center in Loudi City, while Mr. Ouyang Zhong and Mr. Zhou Qingfeng are in the Second Detention Center. Ms. Deng Lianzhen, Ms. Li Zaiying, and Ms. Xie Guirong are awaiting trial, and Ms. Yuan Qiudi is under house arrest.
Mr. Cao Gongxun was born on January 5, 1952, in Taojiang County, Yiyang City, Hunan Province. He was employed by the Lianyuan Steel Cooperation of Loudi City but was fired because he practices Falun Gong. On March 29, 2002, he was sentenced to two years of forced labor by authorities from Yiyang City.
Mr. Liu Xinping was born on March 5, 1972, in Hetian City, Xinjiang Uighur Autonomous Region. He was a police officer at the Hetian City Prison but was fired for practicing Falun Gong and arrested and mistreated. On the night of July 15, 2009, police pried his door open and broke into a dormitory that he shared with Mr. Cao Gongxun, who was employed by the Lianshao Mineral Bureau in the Louxing District, Loudi City. He and Mr. Cao were arrested at the same time.
Mr. Zhou Qingfeng, born on June 18, 1974, is a employee of the crane workshop of Lianyuan Steel Cooperation of Loudi City. He was arrested on January 26, 2002, when he was distributing Falun Gong printed materials. The police also ransacked his home and took away his printer. Later he was fired from his post and taken to the Second Detention Center of Loudi City, where he endured all kinds of mistreatment for nearly one year. He was later sentenced to seven years of imprisonment and was held in the Jinshi Work Farm for Reeducation of Prisoners in Changde City, Hunan Province. He was then transfered to the 2nd subsection of the 1st section of Wuling Prison in Changde City. His father's health deteriorated rapidly after he learned about his son's arrest, and he passed away from grief. On January 26, 2009, Mr. Zhou was released but, after seven years of torture in the prison, he had become very emaciated. He led a hard life by doing part-time work while taking care of his elderly mother. On July 15, 2009, police broke into his home and arrested him again. His mother endeavored to prevent the police from arresting him but failed.
Mr. Ouyang Zhong, born on January 12, 1950, in Fuquan City, Guizhou Province, belongs to the Dong minority group. He has a private clinic in Lianbinxi Street in Loudi City. His wife, Ms. Yuan Qiudi, was born on November 19, 1985 in Ketou Town, Xinhua County, Loudi City. They have three children, two of whom are still very young.
Ms. Deng Lianzhen, born on December 14, 1939, is retired from the Lianyuan Steel Cooperation of Loudi City. In their 70s, both Ms. Deng and her husband, Mr. Jiang Mogui, suffered from many diseases before they were introduced to Falun Gong. Ms. Deng suffered from lymphoma and a swollen throat and often vomited blood. She also had very poor eyesight. Mr. Jiang had extremely poor eyesight. He also suffered from sciatica and became paralyzed. They resorted to medical treatment in many hospitals but to no avail. After they started to practice Falun Gong, all their illnesses disappeared. They have not needed to go to a hospital for 10 years. Since July 1999, they have been harassed, intimidated, and arrested many times by local police and 610 Office agents.
Mr. He Jinlin, born on March 8, 1977, lives in Juhua Village, Hongshandian Town, Shuangfeng County, Loudi City. He used to work in Guangdong Province but had come home to Loudi City to take care of his wife, whose baby was due in October. On September 9, 2009, when he was at his job as a motorcycle taxi driver, a police officer asked him to drive him to a fishing place. When they arrived at a place far from the city, a police car appeared, and Mr. He was arrested and taken directly to the First Detention Center of Loudi City.
Ms. Li Zaiying, born on February 27, 1942, is retired employee from the Public Transportation Company of Loudi City.
Ms. Xie Guirong, born on June 26, 1936, lives in the residential area of the Commerce Bureau of Loudi City.
