(Clearwisdom.net) (By a correspondent in Liaoning Province) Jiang Cheng is in his 40s. He has been the head of the Domestic Security Division of Yi County Police Department since 2006.
The following list gives detailed information about 34 cases involving 43 Falun Gong practitioners who have been arrested. It does not include cases where practitioners have been harassed without being arrested. Jiang Cheng was involved in all these cases, and this record will serve as evidence of his crimes in persecuting Falun Gong practitioners.

Among the above 43 arrested practitioners, Zuo Lizhi was sentenced to prison. The following 14 practitioners were sent to forced labor camps: Li Fengtian, Wang Furui, Cai Jixiang, Guo Guixiang, Liu Cheng, Cui Guohua, Li Shijun, Tian Baoli, Fan Baorong, Cui Fengying, Xu Shaogang, Xu Zhihua, Zhao Xia and Ma Yanquan. Those who are currently at the Masanjia Forced Labor Camp are: Cui Guohua, Cui Fengying, Xu Shaogang, Xu Zhihua, Zhao Xia and Ma Yanquan. Jiang Yanling is being detained at the Fourth Detention Center of Jinzhou City.
Below is a partial record of what Jiang Cheng has done to persecute practitioners.
1. Jiang is present at most arrest sites, directing the police to carry out the arrest.
From August 1 to September 11, 2007, to arrest practitioner Shi Baosheng from Daqian Village, Dayushubao Town of Yi County, Jiang dispatched police from the Domestic Security Division three times.
The first time was on August 1. Jiang led the police to break into Mr. Shi's home while he was not there. The police ransacked the house and took away Mr. Shi's wife, Zhao Baojun, who is not a practitioner. They detained her at Yi County Detention Center.
The second time was around noon on September 11. Jiang led the police to arrest Mr. Shi, but he managed to escape.
The third time was at midnight on September 11. Jiang led the police and broke into Mr. Shi's house through the front door. The neighbors heard the noise and came over to see what had happened. The villagers surrounded the police. Jiang was afraid and led his people away. Mr. Shi had to leave his home to avoid further persecution.
On the afternoon of June 3, 2008, Jiang led police from the Domestic Security Division and the Chengguanxiang Police Station to arrest practitioner Mr. Li Shijun. They sent Mr. Li directly to Jinzhou City Forced Labor Camp.
2. Motivation to persecute Falun Gong practitioners: extorting money
One of Jiang Cheng's main purposes in persecuting Falun Gong practitioners is that he can extort money from them. Jiang has said that it is very easy to get money from practitioners, so he is quick to take every opportunity to do so.
On the evening of November 25, 2008, when two practitioners were arrested and detained at the Yi County Detention Center, Jiang sent out a message saying that the Falun Gong cases are political and that the practitioners would be sent to forced labor camps or be sentenced unless their families sent in more money. The local police station in the two practitioners' area collaborated with Jiang. The police told the practitioners' families what they had to do to get their loved ones out of detention. The families were scared and did what they were told. The police released the practitioners a week after they received 20,000 yuan from each practitioner's family.
On January 21, 2009, the Domestic Security Division arrested four practitioners, and Jiang extorted 32,000 yuan from the practitioners' families without issuing a receipt.
Of the above 43 practitioners, two were rejected by the forced labor camp and sent back their homes, six managed to escape, fourteen were sent to forced labor camps and the rest were victims of financial extortion.
What Jiang Cheng has done has brought great harm and agony to both the practitioners and their families.
