Mr. Li Zhongyi, 76 years old, is a retired police officer of the Chicheng County Public Security Bureau in Hebei Province. His severe illnesses disappeared after he started practicing Falun Gong in December 1994. His wife's tumor also disappeared.

After July 20, 1999, Mr. Li and his wife went to Beijing to appeal on behalf of Falun Gong. As a result, they were illegally arrested and taken back to their home county. They were detained at a local hotel and monitored by six policemen day and night. After 10 days of detention, they had 1,500 yuan extorted from them before being released. At home, they were still closely monitored every day and lost their personal freedom.

Since July 20, 1999, their home has been illegally searched several times by the local police. On December 26, 2001, agents from the Chicheng County Public Security Bureau, the Yazhuang Town Police Station in Zhangjiakou City, the Yazhuang Town's Communist Party Committee Secretary Zhang Jianjun, and a dozen of local policemen broke into Mr. Li's home. They ransacked it and confiscated all of his Falun Gong books, a picture of Teacher and all electrical appliances. They also arrested both Mr. Li and his wife and took them to the Yazhuang Town Police Station and detained them for a whole day. The police extorted 5,000 yuan from the couple's daughter before releasing them.

One day in November 2002, after 1:00 a.m., the local police along with 10 officers from the provincial level and the public security bureau broke into and ransacked Mr. Li's daughter's home. He was arrested again and detained in the local police station.

In July of 1999, Mr. Li's identification card was confiscated by his work unit. For over seven years, he has asked his work unit to return his ID card, but was refused each time. As a result, it makes it inconvenient for Mr. Li to go out of town, withdraw money from his bank account, get paid, or receive postal packages. After suffering more than seven years of persecution by the Chinese Communist regime, Mr. Li Zhongyi's physical and mental health have deteriorated tremendously and he is currently very weak.
