At the beginning of October 1999, she was taken to Yi County Detention Center by Shi Kunlai (male), the director of the Chengguan Township Police Station, and officer Chai Guoying (male). The Chengguan Township Police Station sent her to the Yi County Detention Center, where she was detained for one hundred and sixty days. During her detention, she suffered inhumane treatment. She was later released.
In October of 2000, she went to Beijing to clarify the truth. On her way to Beijing she was taken into custody and brought back to Yi County. Ms. Luo was sent to the Masanjia Forced Labor Camp by the Political Security Section of the Yi County Police Department, where she served an eight-month sentence.
