(Clearwisdom.net) Since November 1999, Falun Gong practitioners from throughout Hebei Province have been illegally detained at the Shijiazhuang City Forced Labor Camp. In the past five years, Hebei Province's 610 Office has directed the persecution. Countless practitioners were tortured, disabled and suffered severe mental trauma at the labor camp. Because of the strict information blockade, only a few cases have been exposed.
Summary of Prison Officers' Brutality in Section Four of Shijiazhuang Forced Labor Camp Crimes Committed by Prison Officer Chen Jianguo
As reported in the Hebei Province Yanzhao Evening Paper on November 27, Chen Jianguo, Director of the Section Four administrative office of Shijiazhuang Forced Labor Camp, was recently nominated as one of the candidates for the so-called "Ten Best Administrative Officers." In fact, ever since the camp began detaining Falun Gong practitioners in 1999, Chen Jianguo was one of the chief perpetrators in persecuting Falun Gong practitioners in Section Four. Encouraged by former section head Shang Changming and the present section head Li Yong, Chen Jianguo participated in the constant beating and brainwashing of Falun Gong practitioners. The methods used in the persecution were inhuman. At present, Section Four of Shijiazhuang Forced Labor Camp is still detaining and persecuting Falun Gong practitioners.
The following are just a small number of cases disclosed after breaking through the Internet blockade:
1. Section Four of the forced labor camp detained the most Falun Dafa practitioners in 2000. It was also the cruelest section in persecuting practitioners. The prison guards incited the criminal inmates to cruelly beat and torture Dafa practitioners, and even participated in the abuse themselves. Chen Jianguo was one of the prison officers who beat people violently.
At the beginning of March 2000, Chen Jianguo and Geng Xingjun used the torture method of Tying the Ropes (1) on many Falun Gong practitioners who resisted the persecution and refused to renounce Falun Dafa. For example, practitioner Ms. Zheng Baohua, 22 years of age, a student in Huabei Oilfield Education College, was subjected to this torture twice. When they tied the ropes on her the first time, they said they weren't tight enough. Then they untied the ropes and tied them again. The prison guards tied the rope very tightly. Zheng Baohua's arms became completely numb after being tied up for over ten minutes. Her whole body was covered with bruises and wounds. It took her a long time to recover.
On March 26, 2000, Chen Jianguo and Geng Xingjun ordered many Falun Gong practitioners to the office, taking turns to beat their hips very hard, as many as twenty or more times. They did not miss anyone, beating Falun Gong practitioners until they were covered with wounds. They also forced the practitioners to continue doing military drills in the afternoon. Zhu Shuling, Zhao Yingmin, and Tian Lei were so severely beaten that they looked pale, felt dizzy and nauseated, and could not stand up properly.
Facing the intensified persecution in April 2000, Falun Gong practitioner Bai Lili shouted out, "Don't beat people!" Her action caused her to be cruelly beaten by Chen Jianguo. Chen Jianguo pulled Bai Lili's hair and dragged her to the office, shouting loudly, "Who allowed you to shout out 'no beating people!' You shouting out 'no beating people' is against the law!" After Chen Jianguo dragged Bai Lili to the office, he slapped her in the face three times and she fell to the ground unconscious. Chen Jianguo made her wake up and then slapped her in the face another three times. She fainted again. In this way, Chen Jianguo beat her for three rounds in succession.
On November 1, 2000, Falun Gong practitioner Liu Suxiang, over 50 years of age and from Fucheng County, Hengshui District, was beaten and kicked by Chen Jianguo for participating in group practice of Falun Gong exercises. She fell to the ground and was left with a bump on her head. She suffered pain in her legs, headaches, and dizziness for two days.
2. In May 2001, all the prison guards ganged up and cruelly persecuted Falun Gong practitioners, trying to force them to "transform." Chen Jianguo continued to play the chief role in persecuting Falun Dafa practitioners.
At the beginning of April 2001, the practitioners began a hunger strike to protest the illegal persecution. The prison guards intensified the persecution by using brutal force-feeding and cruel beating. The canteen room was filled with prison guards when they force-fed Falun Gong practitioner Li Xiumin. Prison guard Li Jianguo ruthlessly kicked Li Xiumin once. Geng Xingjun and another prison guard held her up high, then dropped her heavily on a desk. Then, Chen Jianguo and others held her head and four limbs on the desk, and viciously force-fed her. They pulled out the feeding tube from practitioner Wang Daling's stomach and pushed it in again. They cursed and slapped Yi Zhengyan in the face when they could not insert the tube because her mouth and esophagus were so swollen.
Li Aiguo, Deputy Administrator of the forced labor camp, ordered the prison guards to beat and kick Li Xiumin and other Falun Gong practitioners. Chen Jianguo, Zhou Lilin, and Geng Xingjun used a rubber baton to beat them and force them to put on the labor camp uniforms and to write the Guarantee Statement. After being viciously beaten up, Yi Zhengyan could not get down off the bed for over ten days. Wang Daling felt pressure in his chest and dizziness for two months. Over 100 Falun Gong practitioners were beaten up, shocked with electric batons, tied up, and handcuffed. No practitioner was spared this abuse.
3. Under orders from the head office of the forced labor camp, and Shang Changming, the head of Section Four, Chen Jianguo and others went outside the labor camp to carry out more atrocities against Falun Gong practitioners.
In May 2001, Falun Dafa practitioner Kou Lirong from Shijiazhuang City left the forced labor camp with righteous thoughts. At 11:00 p.m. on May 6, in conjunction with the Hedong Police Station, Chen Jianguo and other prison guards headed by Shang Changming, abducted Pang Fengqin from her home and took her to the office of the Jianmingsan Neighborhood Community. Chen Jianguo and many other prison guards handcuffed Pang Fengqin, slapped her in the face, shocked her with electric batons, beat her, and verbally abused her for five hours. Pang Fengqin's face was swollen due to the beatings and her legs were covered with bruises because of being kicked. Her arms were also swollen and turned blue because of being twisted. The authorities did not get anything from her and finally left.
Prison guards from Shijiazhuang Forced Labor Camp, in collusion with policeman Zhang Jianhong from the Yudong Police Station, broke into Falun Gong practitioner Liang Huiling's home at midnight and illegally searched the home. Liang Huiling held them off, refusing to budge for nine hours. In addition, they broke into the homes of many other Falun Gong practitioners, beating people and searching the homes, but didn't get the information the information they were seeking.
The Crimes Committed by Li Yong, Head of Section Four of Shijiazhuang Forced Labor Camp
Li Yong, former head of Section One of Shijiazhuang Forced Labor Camp, was suspended for investigation because he beat Falun Gong practitioner Wu Jianqiang and damaged his kidney. In 2002, the forced labor camp assigned him to be the head of Section Four, with the purpose of covering up his crimes. The following is a summary of some of the crimes verified to have been committed by Li Yong.
1. As head of Section One, Li Yong directed his subordinates to use torture methods such as Tying the Ropes, beating with leather belts, and burning practitioners with hot water to "transform" them.
In March 2001, in order to reach their "transformation" quota, Li Yong devised various cruel torture methods to persecute Falun Gong practitioners. He gathered all the prison guards together and encouraged them to abuse practitioners, enticing the guards with promises of merit points, drinks and food. The prison guards tortured Falun Gong practitioners on each floor of the building. Deputy Brigade Leader Wang Limin was the main accomplice in this round of persecution. Li Yong and Wang Limin directed prison guards Han (also known as "Han Yisheng"), Yin Hanjiang, and Wang Xiaofeng to use sticks, electric batons, ropes, and handcuffs to cruelly persecute Falun Dafa practitioners. The torture of Li Hongwen from Chengde District was an example of this kind of abuse. Prison guard Han directed the five most vicious prisoners in the brigade to beat and kick Li Hongwen. With their heavy shoes, they kicked Mr. Li with full force in the head, the face, and all over his body for more than two hours. This caused Li Hongwen's ears to fester and he could not bend his back even slightly for over 30 days. When the prison guards directed the prisoners to beat up Yu Baoyi from Yuanshi County, they even broke a leg of the stool he was sitting on. Yu Baoyi's hips were still badly bruised even several months after the beating.
In May and June, 2001, all the male Falun Dafa practitioners detained in Section One declared as a group that any Guarantee Statement they wrote was done so under pressure and against their will, and was therefore void and null. In order to maintain the transformation quota, Li Yong and other prison guards isolated most of the Falun Dafa practitioners and tortured them by tying them up, beating them with leather belts, and burning them with hot water. Every Falun Dafa practitioner had marks of such torture on his body.
In July 2001, Li Yong forced several female practitioners to walk for hours under the summer sun every day. Even the older women were subjected to this abuse. Other practitioners were handcuffed to a bench or to the radiator in the prison guards' office during the daytime, and at night when there were no people around, they were tied up, handcuffed and hung up, and shocked with electric batons. The bitter cries of the practitioners could often be heard throughout the night. For months, the prison guards refused to let steadfast Falun Dafa practitioners sleep in bed, and instead handcuffed them in the office day and night.
2. The cruel persecution caused Falun Dafa practitioner Liu Tao to fall from a building. Li Yong covered for the perpetrator, Yin Hanjiang.
On May 10, 2001, Falun Dafa practitioner Ms. Liu Tao, originally detained in Section Five, was transferred to Section One for further persecution. The cruelest prison guard, Yin Hanjiang, tortured Ms. Liu day and night without stop, shocking her whole body with several high voltage electric batons, beating her up, and using other torture methods on her, included "Tying the Ropes." He taped her mouth shut so as to prevent her from making a sound during the torture.
The prison guard ordered the most evil group leader "Han Yisheng" to tie the rope on Liu Tao. He tied the rope six times in succession. In addition, he put a lunch box under Liu Tao's arm to increase the pain. During the daytime, the prison guards hung her up on the iron door with her toes just touching the ground for several hours. Liu Tao was forced to jump down from the fourth floor. Li Yong was responsible for Liu Tao's falling down from the fourth floor and for the persecution against her. However, Li Yong later covered up the crimes committed by Yin Hanjiang, who is still at large, viciously persecuting Falun Dafa practitioners.
3. As a result of being subjected to brainwashing, Falun Dafa practitioner Liu Jianming became mentally unstable.
A strictly monitored group was set up for steadfast practitioners in Section One. Li Yong directed his subordinates to monitor the practitioners and torture them mentally. Practitioners were not allowed to talk to each other, and they could only go to the bathroom at a certain time. During the daytime, the prison guards would bombard them with theories that distorted the facts about Falun Gong. At night, the collaborators would surround them and not allow them to sleep.
After a long period of this oppression, Falun Dafa practitioner Liu Jianming from Congzhou was left mentally unstable. Prison guard Wang Xiaofeng directed prisoner Liu Changsheng, Li Jianhua, and Li Yaocai (collaborator) to beat and kick Liu Jianming day and night until Liu Jianming was released from the forced labor camp.
4. Because of cruel torture, Falun Dafa practitioner Wu Jianqiang received injury to his kidney and could not get out of bed for months.
In November 2001, Li Yong and Wang Xiaofeng directed prison guard Han ("Han Yisheng") to torture Wu Jianqiang. After being beaten for more them three hours, Li Jianqing was severely injured in the heart and kidney. He could not relieve himself and lost consciousness. He was on the verge of death. After Mr. Wu was sent to the hospital for treatment, he could not get out of bed for several months.
Prison guard Han was later imprisoned, and so was Zhao Kai, director of Principal Checking Department of Shijiazhuang Forced Labor Camp. Li Yong, head of Section One, was removed from his position and was investigated. However, he was later reassigned to Section Four to continue persecuting Falun Dafa practitioners.
5. Li Yong tortured Falun Gong practitioner Ms. Li Huiqi to disability then shifted the responsibility

On February 2, 2002, while Li Yong was the head of Section Four, Ms. Li Huiqi (38 years of age, a former employee of Hebei Shijiazhuang Oil Paint Plant) was abducted and taken to the forced labor camp and detained in Section Four for one year of forced labor. During this time, she was persecuted to the point of death several times. The prison guards prevented her family members from visiting Ms. Li and only sent her to the hospital when it was clear that she was on the point of death. While in the hospital, Ms. Li suffered a complication in the medical treatment that caused her to become paralyzed.
On the morning of December 12, 2002, an officer from the forced labor camp, in collusion with Li Yong and Zhou Lilin, came to the No. 3 Hospital in Hebei Province and absolved the labor camp from responsibility for Ms. Li's disability, using the excuse that Li Huiqi's term was over and she should be released from the forced labor camp. They stopped her medical treatment and forcefully sent Li Huiqi home to her family. Ms. Li Huiqi remains paralyzed and bedridden, living pain.
At present, the persecution against Falun Dafa practitioners in Shijiazhuang Forced Labor Camp has included mental brainwashing using deception, physical punishment, sleep deprivation, and long periods of trying to instill hatred for Dafa. What has changed is that the persecution has become more secretive and bankrupt. Afraid of exposure, the prison guards have turned a blind eye, in order to encourage prisoners to commit crimes against Falun Dafa practitioners. Chen Jianguo and Lin Yong, as chief persecutors against Dafa practitioners in Section Four of Shijiazhuang Forced Labor Camp, have not shown any sign of remorse yet.
Chen Jianguo and Li Yong, although having committed obvious crimes during this persecution, are only hired thugs. The worst criminals are chief persecutors Jiang Zemin, Luo Gan, and others in the government who are following Jiang and actively persecuting Falun Gong. On the local level, the chief persons accountable are: Zhao Yunlong, Director of Shijiazhuang Forced Labor Camp who has been in charge of persecuting Falun Gong; the former Director Wu Yuliang and former administrator of the forced labor camp; Zhang Guojun and Ji Tingyu, Director of the Hebei 610 Office; and Wan Yongzhi, former Director of the Hebei 610 Office.
