[Editors' Note: In both Western and Chinese culture, the principle of karmic retribution, that is, being held ultimately accountable for one's own actions, is widely accepted. The fundamental teaching of Falun Gong is the characteristic of the universe, "Truthfulness-Compassion-Forbearance." The universe will reward actions that are in harmony with this principle, while actions such as beating, torturing and murdering people will incur karmic retribution. Stated another way, good deeds will be rewarded with good, while evildoings will meet due retribution. Gao Guoyi lives in Congsheng Village at Jinjia Town, Changtu County, Liaoning Province. Since July 20, 1999, he has been misled by the slanderous propaganda against Falun Gong and has worked for village officials to monitor Falun Gong practitioners.

On the evening of February 3, 2002, Gao Guoyi and others discovered some Falun Dafa practitioners, including Ms. Zhai Shuzhen, distributing truth-clarifying materials and hanging banners around Congsheng Village, which they reported to officers at the Jinjia Town Police Station. Feng Bailin, director of the police station, and Hou Wenge, deputy head, as well as some other officers, drove all the way to Bianjia Village in Daxing Township where they beat the practitioners, breaking four of Ms. Zhai Shuzhen's ribs, almost killing her.

Gao eventually received retribution for turning in the practitioners to the police. In the spring of 2004, Gao's family was building a new home. One day he drove a three-wheeled vehicle to Jinjia Town to get some paneling. On his way back home, the frame of the vehicle suddenly fell apart, and the paneling fell over. Gao suffered severe injuries as he was slammed onto the steering wheel. His family sent him to a hospital in Shenyang City. He needed an intravenous drip for several days after being checked out of the hospital. The medical costs ran up to thousands of yuan before his condition was stabilized. In the end, Gao still completely lost sight in one eye and was physically disabled.
