The truth is that such Hooliganism is deliberate and institutionalized policy under the Chinese Communist system'. This says it clearly and to the point. However, He Xuejian is not the only rapist. After Lui Jizhi and Han Yuzhi had been raped physically, they suffered mental rape by staff from the local police station.

What does 3,000 yuan represent for a village family in China? According to China's official statistics "Report on National Economy and Social Development of Hebei Province in 2004:" The average annual net income for an individual in Hebei Province in 2004 was less than 3,200 yuan.

They earn a bundle from the persecution, given the secret order "ruin [practitioners'] reputation, bankrupt [practitioners] financially, and destroy [practitioners] physically." Whenever they need funds, they will arrest Falun Gong practitioners, confiscate their property, and extort a lot of money in the form of "fines." As for the police station in Hebei province, they extorted almost an entire year's income after they tolerate the rape of innocent women by their policemen. This vicious inhumanity is unprecedented in ancient and modern China, as well as in the entire world.
From this entire incident, people saw policeman He Xuejian's depraved nature, and a local organization's evil doings.
