A Spanish-based branch of a [Chinese spiritual] group on Monday warned a Chinese government minister it would call for his arrest on human rights charges if he takes part in an upcoming visit to Spain.

Ahead of a November 14 and 15 visit by Chinese President Hu Jintao and other senior government figures the Spanish branch of the Falun Gong [spiritual] group, [...] said it would ask Spanish authorities to arrest Trade Minister Bo Xilai under a new law.

Falun Gong, which is also known as Falun Dafa, says that as the long-time governor of Liaoning province, Bo was responsible for the deaths in custody of hundreds of its supporters. The Falun Dafa website on Monday was listing the total of such deaths as standing at 2,747.

"Universal justice is applicable in cases of genocide and Spanish jurisdiction is competent according to the recent Constitutional Court verdict in the case of Guatamela.

"Therefore we will ask the judge for the immediate detention of Bo Xilai if he enters Spanish territory," a spokesman for the group said in a statement.

Bo is due to accompany Hu and the remainder of the Chinese delegation on Hu's European tour which begins Tuesday with a visit to Britain.

The group said the recent decision by Spain's Constitutional Court to allow Spanish jurisdiction over genocide and crimes against humanity committed outside the country, whatever the victims' nationality, could allow a Spanish action against Bo.

On Tuesday the Spanish high court is due to hear a case brought by 15 people who say they are victims of Chinese repression against Falun Gong.
