Ms. Jiang Xiulan is a Falun Gong practitioner in the Xinli District, Dawa County, Panjin City, Liaoning Province. She left home three years ago to avoid further persecution. On July 12, 2005, the Xinli Police Substation in Dawa County illegally arrested her. On the same day, the police returned to Ms. Jiang's home to arrest her husband, Mr. Liu Yuqi, who did not practice Falun Gong. The police even slapped Ms. Jiang's 14-year-old daughter on the face twice. Now Ms. Jiang and her husband are being held in the Dawa County Detention Center.

Ms. Jiang left home three years ago to avoid being arrested and persecuted. On the morning of July 12, 2005, the Xinli Police Subdivision of Dawa County located her and arrested her on the street. Liu Huanzhang, the police chief of the subdivision, and officer Bian Kai searched Ms. Jiang's residence and confiscated 980 yuan and other personal property, including several Dafa books. They interrogated Ms. Jiang as to her whereabouts for the past three years. Since Ms. Jiang refused to answer any of their questions, Liu and Bian beat her with a rubber pipe. The beating left bruises all over her body. As a result, Ms. Jiang could hardly sit or lie down.

Ms. Jiang went on a hunger strike to protest the persecution. Eight days later, the police forcibly injected her with three shots. They also administered two bottles of unknown drugs through an IV. On the ninth day, Liu Huanzhang, Bian Kai, and others force-fed her in the Xinli Clinic. They used a plastic square to pry open her mouth. This torture lasted for a whole day.

After they arrested Ms. Jiang, Liu sent the police to search her house and confiscate her personal property. They also took some Dafa books that they found there. Ms. Jiang's thirteen-year-old daughter was home. They slapped her face twice. Then they came back at noon and arrested Ms. Jiang's husband, Liu Yuqu. Her husband and her daughter are not practitioners.

One of Ms. Jiang's relatives asked Liu, "Why do you persecute Falun Gong practitioners? Ms. Jiang needs to take care of her young daughter." Liu retorted, "What did she do in the three years when she was away from home? She'll simply follow Liu Dejun's path (a practitioner who was persecuted to death) if she continues her hunger strike." This relative then asked, "Her husband is not a practitioner. Why did you arrest him?" Liu replied maliciously, "He is her accomplice. Your appeal is useless. Their young daughter is tough!"

The police issued a receipt for the money they confiscated from Ms. Jiang. During her hunger strike, Ms. Jiang managed to pass the receipt to another practitioner, and asked her to take it out of the detention center. At 8 a.m. on July 22, a man approached that practitioner and claimed he was also a practitioner, and he would give the receipt to Jiang's family. He then took the receipt and disappeared.

Ms. Jiang's non-practitioner relatives have also suffered from the persecution. Her husband has been arrested several times. After Ms. Jiang left her home in 2002, Liu detained her husband, sister, sister-in-law, and her eldest daughter who was just 15 years old at that time.
