(Clearwisdom.net) On February 24, 2004, Minghui [the Chinese version of Clearwisdom.net] reported that Dabei Prison Administration Bureau in Shenyang City, Liaoning Province recently sent out a document with an order to completely recall all of the Falun Gong practitioners who are on so-called "medical parole." Family members who refuse to cooperate will be sent to prison for committing the crime of "aiding a criminal." This is more evidence of the crimes being committed in the internationally notorious prison run by Jiang's followers.

Extorting a large sum of money under the pretense of granting "medical parole"

"Medical parole" from Dabei Prison Administration Bureau is, in fact, the excuse that the prison has used to extort money from Falun Gong practitioners' family members when the detained practitioners, during the persecution, lost significant body weight and were on the verge of death. To save the practitioners' lives, some of their family members had no choice but to pay a high price to pass through layer upon layer of bureaucracy, spending more than 100,000 Yuan, and in some severe cases, several hundred thousand yuan. Because of this, some families have used up all their financial resources. Even so, Dabei Prison still made the practitioners' family members sign their names as "guarantors." Family members were threatened that if they did not cooperate, they would recall the Falun Gong practitioners and send the family members to prison.

For the Falun Gong practitioners whose family members refused to pay the high prices, the prison would withhold the "medical parole." These practitioners were detained in the so-called "hospital" inside the prison. So it was preferable to the prison administration to let the Falun Gong practitioners die inside the prison rather than release a single one. Facing such barbarous extortion and persecution, the practitioners' family members, who were eager to save the practitioners' lives, wanted to ensure their safety and did not want their loved ones to suffer inside the prison, so they silently endured the persecution.

Using "hiding a criminal" to threaten the family members to further the persecution

Now Dabei Prison has started to force the practitioners' family members to send the practitioners back to the prison. The prison used the excuse of needing to perform a "physical examination" to put the practitioners back in the prison. Family members were told they would be "punished according to law;" that is, they will be put into prison for committing the crime of "aiding criminals," if they didn't comply.

Using a large amount of money to build a persecution base

While following Jiang's group of criminals in persecuting Falun Gong, Liaoning Province, where Dabei Prison is located, is not only notoriously known for its brutal tortures and vicious treatment, it also leads the country in deceiving the public and showing off its achievements. Liaoning has spent a huge amount of money persecuting Falun Gong.

International human rights organizations have confirmed that by November 16, 2003, as many as 92 Falun Gong practitioners in Liaoning Province were killed during the persecution. Liaoning Province ranked No. 4 in the country in this category.

A high-ranking official from the Liaoning Province Department of Justice said during a Masanjia Forced Labor Camp ceremony releasing inmates who had finished their terms: "The financial cost for dealing with Falun Gong has already exceeded the cost of a war." The Second Female Institution director Su Jing in Masanjia Forced Labor Camp was rewarded 50,000 Yuan for her "achievements" in persecuting Falun Gong. Just at the end of 2001, Longshan Forced Labor Camp received a reward of 400,000 Yuan for its "achievements" in persecuting Falun Gong, and Zhangshi Forced Labor Camp received 500,000 Yuan. These numbers just scratch the surface.

The Chinese government propaganda stated that Liaoning Province invested 1 billion yuan in restructuring the prisons in the province. In just one location, that is, Masanjia of Yuhong District in Shenyang City, over 500 million Yuan was invested. So in 2003, in Masanjia, the first prison city in China was built, which occupies 2,000 mu [329 acres]. Dabei Prison and Dabei Female Prison will be moved there. The Chinese government propaganda also claimed that over 10,000 inmates were detained in this modern prison city. This prison city is equipped with its own supermarket, bank, and other facilities. Part of the city is open to the public. The new prisons do not have the iron-barred gates in the hallways, and are used to show off the Chinese government's humanitarian concerns and lead foreign countries to believe the human right status in Chinese prisons is good.

The huge investment of 1 billion Yuan has caught the attention of the public. For Liaoning Province, where the total market value of the economic activities only ranks seventh in China, and a huge number of workers have become unemployed, how significant is this investment to the people's lives? The government propaganda said that this investment reflects the government's humanitarian concerns, and that opening certain parts of the prison city to the public will help foreign countries understand Chinese humanism and the human rights status of Chinese prisons. Is this true?

The organization "Reporters without Borders," headquartered in Paris, issued a statement on February 20, 2004, denouncing Chongqing City for giving five- to 14-year prison sentences to five Falun Gong practitioners who had published on the Internet the news that a graduate student, who is also a Falun Gong practitioner, was raped in a prison. The organization stated, "These five practitioners were sentenced for sending the information to the Internet, and human rights organizations already know that Falun Gong practitioners are being systematically tortured in prisons."

Using a false image to cover their crime

In fact, since the persecution of Falun Gong started, Jiang's followers have been trying their best to hide the truth of the persecution, and present a false image to deceive people.

In October 2000, Masanjia Forced Labor Camp stripped 18 female Falun Gong practitioners and threw them into male prison cells. After the vicious case was exposed internationally, they invited foreign reporters, and presented a scene that showed Masanjia had no male prisoners. The lie was later exposed by the investigation of international journalists.

In the United Nation's 2002 human rights report, there are quite a few cases of Falun Gong practitioners tortured to death, several hundred cases of violence to female Falun Gong practitioners, and over 400 cases of torture. A special human-rights representative in charge of torture cases in the United Nations requested to do fact finding, but the Chinese government responded that he could only visit a few specified jails. The representative rejected the restriction.

Behind the propaganda of "displaying humanitarian care" is the persecution of brutal brainwashing. No. 2 Jail in Prison City colluded with the court and procurator's office in Shenyang, allowing the prison to have over 20 "normal" death cases. The policemen aggressively torture the practitioners who refuse to give up their belief.

According to a report on Clearwisdom.net on December 27, 2003, Falun Gong practitioner Wu Yuan, a mathematics teacher in Beilu Township Middle School in Lingyuan City, was killed in the No. 2 Jail in Dabei Prison City in Shenyang on December 10. Wu Yuan's wife saw his body in the funeral home. His body was emaciated, his chest was still warm, his entire lower abdomen was covered with bruises, his back was covered with pink spots, and his nose and ears were stuffed with cotton balls.

A recent document from Dabei Jail Administration Bureau showed that not only the escalated persecution of Falun Gong practitioners in the jails, but also extension of the persecution to those practitioners who were released because they were about to die in the jail.

During World War II, the German Nazis hid their persecution of the Jews from the international community. After World War II, when evidence of the persecution's detailed principles, implementation and responsible people were exposed, the propaganda of covering up the crime became evidence too, and is still displayed in museums in New York and Washington D.C.

International investigation and lawsuits

On December 18, 2003, based on their thorough investigation, the World Organization to Investigate the Persecution of Falun Gong announced an investigation of nine officials in Liaoning Province who participated in the persecution of Falun Gong. The nine officials included the party chairman of the province, Wen Shizhen; province governor Bo Xilai; deputy party chairman of the province, Zhang Xingxiang; director of the commission for inspecting discipline, Wang Weizhong; director of the department of policy and law, Ding Shifa; director of the province public security bureau, Li Feng; and the province 610 Office's director, Song Shanyun; deputy director, Zhang Changshun; and Li Wei. The announcement listed the articles in the mainland Chinese media, and related internal speeches, which proved that the people being investigated had participated and organized the persecution against the local Falun Gong practitioners. Announcements were immediately sent to governments and public security departments in the related areas.

Jiang Zemin has been sued in many countries for the crimes of torture, crimes against humanity and more. Xia Deren followed and executed the persecution of Falun Gong when he was the deputy province governor in Shenyang. He was sued when he visited the United States for monitoring the torture of Falun Gong practitioners with the former Beijing mayor and current Party chairman in Beijing, Liu Qi. The U.S. court found them guilty.

According to a report on February 11, 2004, on Clearwisdom, the Royal Canadian Mounted Police filed a list of 45 people to be monitored, including Jiang Zemin, Li Lanqing, Luo Gan, Wang Maolin, Liu Jing, and other Chinese Communist Party officials, "610 Office" directors, government officials and criminals in the labor camps. Bo Xilai, Wen Shizhen, and Sujing from the Masanjia Labor Camp are also included. If these people try to enter Canada, they will be investigated immediately, which may result in their being rejected for an entrance visa, being prevented from entering the country, and being sued in Canada for their crimes against humanity.
