1. [Linyi City, Shandong Province] Persecution of Falun Dafa Practitioner Chen Xuekai
Mr. Chen Xuekai, 48, is from Zhengshan Village, Zhengshan Town in Linshu County, Linyi City. In 2000, he was unlawfully sentenced and held in the No. 11 Brigade at the Wangcun Forced Labor Camp (located in the Guanzhuang area, Jinan City). While serving his term, Mr. Chen and fellow Falun Dafa practitioner, Chu Liuwen, were placed under "strict supervision" in the No. 11 Brigade. The police stretched his arms and legs out with handcuffs because of his firm belief in Truthfulness-Benevolence-Forbearance. For over thirty days, Mr. Chen was deprived of regular meals. Sometimes he had to eat and pass waste in the stretched position. [This method of torture is typically known as the "Dead Person's Bed." The four limbs of the practitioner are stretched out and tied to the four corners of an icy-cold metal bed. The practitioner cannot move at all. Neither is he allowed to get up to eat, drink, or go to the bathroom. This type of cruel torture causes severe mental and physical damage to the practitioner, and contrary to this case, rarely lasts more than a dozen days.] He was also forced to work for over sixteen hours each day. However, none of the torture has affected his firm belief in the Teacher of Falun Gong. In 2003, Mr. Chen was released upon expiration of his three-year forced labor term.
On September 23, 2003, while Mr. Chen was working in the fields, members of the Linshu "610 Office" [an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems] abducted him and took him to the Linyi City Brainwashing Center. While in detention he upheld righteous thoughts and carried out righteous deeds by clarifying the truth about Falun Gong to everyone he encountered. The brainwashing center staff viciously resorted to lifting and dropping him, in order to force him to step on the portrait of the founder of Falun Gong. The staff also scribbled words on his body that slandered the Teacher of Falun Gong. Regardless of threat or enticement, Mr. Chen's determination in cultivating Falun Dafa could not be altered.
2. [Shandong Province] Persecution of Shandong Falun Dafa Practitioners
Ms. Zheng Xuying, about 50, from Rizhaou City, was unlawfully sent to a forced labor camp prior to October 1, 2003, and her home was ransacked.
Mr. Zhang Jianyong, about 30, from Rizhao City, was unlawfully arrested two months ago, and his home was ransacked. Current information about him is not available.
Mr. Xu Zengheng worked at Linli City Knitting Factory. He was unlawfully sentenced to three years of forced labor in 2000. After his release in July 2003, Mr. Xu was subsequently abducted and taken to a brainwashing center in September. He was also extorted out of 2,000 Yuan. [The average monthly income for an urban worker in China is 500 Yuan.]
Ms. Ma Shouyun, around 30, is from Junan County. She was unlawfully taken to the Linyi City Detention Center on October 9, 2003 and transferred to the city's brainwashing center on October 14.
Ms. Gong Min, around 38, also from Junan County, has been abducted and brought to the brainwashing center.

3. [Shijiazhuang City, Hebei Province] Party Committee in Tazhong Village Persecutes Falun Dafa Practitioners
Whenever articles attacking Falun Dafa are aired on TV or radio, the Party Committee at Tazhong Village loudly broadcasts them through a public address system.

4. [Zanhuang County, Hebei Province] Zanhuang County "610 Office" and Police Continue to Persecute Falun Dafa Practitioners
In October 2003, the Zanhuang County "610 Office" and police launched a new campaign persecuting Falun Dafa practitioners, by unlawfully placing them under surveillance. Falun Dafa practitioner Ms. Chen was arrested for no reason. On October 22, her husband, Falun Dafa practitioner Mr. Chen Geng, was also arrested for no reason.

5. [Xinji City, Hebei Province] Xinji Authorities Screen Each and Every Person to Persecute Residents
Authorities in Xinji City are carrying out the persecution against Falun Dafa by harassing each and every resident. All current and retired employees in the city have to be screened, one by one. Those that have never practiced Falun Gong have to sign "the three statements." [Created by the "610 Office," the three statements consist of a letter of denouncement of Falun Gong, a guarantee to never practice Falun Gong, and a list of names and addresses of all family members, friends and acquaintances who are practitioners.] Those who once practiced Falun Gong also have to write "the four statements." [Practitioners are coerced under brainwashing and torture to write these as proof that they have given up their belief. The fourth statement additionally expresses repentance.] Anyone who does not comply is reported to the police.
6. [China] Over Ninety Hydrogen Balloons Carrying Truth-Clarifying Banners Successfully Released by Falun Dafa Practitioners
In the early morning of October 1, 2003, area Falun Dafa practitioners carried out righteous deeds with righteous thoughts. They successfully released over ninety hydrogen-filled balloons with banners that clarified the facts about Falun Gong. All participants have returned home safely. On the night of October 3, they unfurled over eighty banners in another area, and distributed other truth-clarifying materials, some of which were printed on self-adhesive stickers. One banner stretched out for over four meters, reading "Falun Gong practitioners worldwide have sued Jiang for genocide, inhumane torture and crimes against humanity." A police vehicle was seen parked under the banner that had been hung over a major street, and officers were conflicted over how to handle the incident.
7. [Jidong County, Heilongjiang Province] Xie Guizhen and Other Falun Dafa Practitioners Unlawfully Arrested
On November 2, 2003, Jidong County Falun Dafa practitioners Ms. Xie Guizhen, Ms. He Xiaocen, Ms. Liu Jinxia and Ms. Bai Shuqin were unlawfully arrested while distributing truth-clarifying materials.
8. [Xinxiang City, Henan Province] Falun Dafa Practitioner Xue Qingfang Is Unlawfully Arrested
Ms. Xue Qingfang, 50, is a Falun Dafa practitioner in the Beizhan District of Xinxiang City, who was unlawfully arrested during the New Year's season of 2003. She has remained in custody ever since. It has been reported that the authorities are planning to illegally sentence her to prison.
9. [Xinxiang City, Henan Province] Falun Dafa Practitioner Chen Youqing and His Wife, Zhao Chunhua, under Persecution
Xinxiang Falun Dafa practitioner Ms. Zhao Chunhua, a 29-year-old Hangzhou University graduate, twice went to Beijing to file appeals on behalf of Falun Gong in 1999 and 2000. She has been unlawfully detained, "fined" huge amounts of money (which was actually extortion), and then forced to leave home and move from place to place in order to avoid further persecution. Two months ago, she and her husband, 31-year-old university graduate Chen Youqing, were unlawfully arrested by the police while clarifying the facts about Falun Gong in another town. Their child was with them when they were arrested. They were first held at the Hua County Detention Center. Ms. Zhao was later sent to the Shibalihe Women's Forced Labor Camp to serve a two-year term, while Mr. Chen was unlawfully sentenced to approximately six years in prison (the exact number of years to be verified later). He remains under persecution at the Hua County Detention Center (in the jurisdiction of Anyang City).
10. [Shantou City, Guangdong Province] Falun Dafa Practitioner Xie Chunfeng Is Missing after Expiration of Unlawful Forced Labor Term
Mr. Xie Chunfeng worked at the Intermediary Court in Shantou City. He was twice unlawfully sent to the Sanshui Forced Labor Camp, and also to a mental hospital. His term matured in September of this year and the intermediary court sent him back to the forced labor camp. To date, his whereabouts remain unknown.
11. [Chenghai City, Guangdong Province] Falun Dafa Practitioner Wang Shaofen Sent to Forced Labor Camp Again
In October 2003, Ms. Wang Shaofen, a Chenghai City Falun Dafa practitioner, was once again unlawfully sent to the Sanshui Forced Labor Camp in Guangdong Province; this time, to serve a two-year term for distributing Falun Gong truth-clarifying materials.
12. [Guiyang City, Guizhou Province] Several Falun Dafa Practitioners Held in Custody at the Guiyang City Public Security Hospital
Falun Dafa practitioner Mr. Liu Bo is a veteran and a cadre at the Construction Bank in Guiyang City. In December 2001, he was abducted and taken to the so-called "Guizhou Province Legal School," a brainwashing facility located within the Zhongba Forced Labor Camp in Guiyang City. Mr. Liu refused to give up his belief in Truthfulness-Benevolence-Forbearance and was sent directly to a forced labor camp from the brainwashing center. To protest the brutal persecution against him, as well as the persecution of all other Falun Dafa practitioners, Mr. Liu has been on a hunger strike. He is now being held at the Guiyang City Public Security Hospital and remains in critical condition. Several other Falun Dafa practitioners are also being held in custody at the same hospital.
