In December 2000, Liu Chang, a practitioner from Shulan City, Jilin Province, went to Beijing to appeal for justice for Falun Gong. She was arrested and sent back to her home province. Reporters from the China Central TV followed up her story and interviewed her father, Mr. Liu, who is struggling through the late stages of cancer. Mr Liu was interviewed the presence of government officials, the director of the local mining factory, and police officers. People present at the interview were brought to tears upon seeing Mr. Liu's tragic family situation and his illness. A reporter asked Mr. Liu if he had any last wishes in his remaining days. Mr. Liu said that he would like to see his daughter once before he passed away. Reporters and government officials present at the interview granted his wish (The TV Program mentioned this).
Several days later, a local policeman named Li Hai went to Mr. Liu's home and said that the police station would need 1500 Yuan (about three months salary for an average city worker in China) in order to release his daughter. Workers from his work unit have not been paid for over eight months. With the extra medical expenses, Mr. Liu's life is miserable. He was eager to see his daughter one last time, but where could he borrow the money? His neighbors were saddened and upset by his plight.
An old lady in the neighborhood could not stand it any more. She went to borrow 1000 Yuan from a few local shops, and handed the money over to the policeman. The policeman said it was not enough and demanded another 500 Yuan. It seemed hopeless. Finally the brother of Ms. Liu Chang was able to borrow 500 Yuan from somewhere else and handed the money to policeman Li Hai. After receiving all the money, policeman Li Hai said that Ms. Liu Chang would be released in a day or two. However, over half a month has passed, and there is still no news on the release. Mr. Liu has not had a chance to see his daughter yet. Ms. Liu Chang was sentenced to one year of forced labor, and sent to Heizuizi Detention Center.
