July 22, 1999, before the Chinese communist central government made a specific decision to persecute Falun Gong practitioners, the government of Laishui County, Hebei Province had already imprisoned more than 100 Falun Gong practitioners illegally, seven of whom were arrested openly. Seven Falun Gong practitioners were expelled from the communist party, and one was discharged from public employment.

September 23, 1999, 5 Falun Gong practitioners (of whom, four male practitioners' heads were shaved) and 80 real criminals (murderers, robbers, rapists, etc.) were forced to parade through the streets with signs hanging on their necks: criminal suspect XXX.

October to November 15, 1999 the Laishui County Government held a so-called "transformation class." More than 60 Dafa practitioners were locked up. They received treatments similar to those in Nazi concentration camps, such as being hung on iron wires and beaten up, tied to a Laohu bench, an instrument of torture similar to a "rack" (a medieval torture device), and forced to write a "written pledge" denouncing Falun Gong and promising to stop practicing.

April 2000, the "transformation class" was held again at the communist party school's concentration camp for violent reform, where over 60 practitioners were tortured.

August 10, 2000, as many as 53 Falun Gong practitioners from Laishui County went to appeal peacefully at Tiananmen Square. They were illegally arrested and locked up in the "transformation class,".

December 27, 2000, 28 Falun Gong practitioners were openly arrested and put on trial with signs hanging on their necks: XXX (practitioner's name) of XX (slanderous phrase referring o Dafa). They were forced to wear prison uniforms, handcuffed, and had ropes tied around their necks which would be tightened if they yelled things like, "Falun Dafa is good." Among them, two female practitioners were shackled as capital prisoners because they refused to wear criminal clothes. Two female practitioners' mouths were taped because they yelled: "We are not criminals, we are good people!" When the sentence was pronounced, the shackled female practitioner, Liu Jinying (a former communist party member and vice department head of the county's Office of Appeals, who twice went to Beijing and was arrested three times), disputed with court officials based on laws and decrees. The members of the audience all raised their thumbs to show their respect. The so-called crime she was convicted of was: "Damaging the enforcement of the law by taking advantage of XX organization."

Since October 2000, this small county has sentenced four practitioners to labor camp. Among those sentenced to prison are female practitioner Liu Jinying (sentenced to 5 years) and female practitioner Chen Cheng (also sentenced to 5 years).

The county's vice party secretary, Sun Guijie, beat female practitioners himself with his shoes, constantly cursing them. Even a 12-year-old girl, whose mother was sent to labor camp, was not spared a beating by Sun Guijie. Recently, some practitioners in Laishui County were illegally sent to labor reeducation, twenty practitioners were put in lockups, and eighteen were put in a detention center together with capital prisoners.
