Crimes Committed by the Qingzhou Fertilizer Factory in Shandong Province in Persecuting Falun Gong Practitioners

Qingzhou Fertilizer Factory in Shandong Province has been notorious for illegally detaining and torturing Falun Gong practitioners. They also instigated the employees to have animosity towards Falun Gong practitioners by deceiving those who do not know the truth.

In February 2000, for the purpose of "transformation," Hou Chuntao, the factory manager, Chang Chenshu, the party secretary, and Yu Jiangsheng, the factory security chief locked Xian Chunwei, a Falun Gong practitioner from the urea department, into a cold garage with the windows nailed. Every two hours, Xian would be checked under a flashlight. For every meal, he was served only one small piece of steamed bread and cold water. He was not even allowed to use the bathroom outside. After escaping, Xian Chunwei went to Beijing to appeal to the central government but was arrested and detained by the Tiananmen police station. As they escorted Xian back to Qingzhou, Chang and Yu tried to extort money from Xian but were refused. (They had already extorted1,000 yuan (about two months' salary of an average worker in the cities of China) from Xian's family in December 1999.) Annoyed by the refusal, they sent Xian to the Qingzhou Road Police Station. They abetted the police Chief Li Xin, Kang XX, Zhang Shouzhi, and Wang Bo in handcuffing Xian and hanging him from a tree with only his tiptoes touching the ground for more than 10 hours, and also beating him. Xian was detained for a month. The new factory manager, Du Zhenchang, and Secretary Chang Chengshu also reprimanded and fired those in charge of guarding Xian.

After being released from the jail, Xian was again illegally detained by the factory as instructed by the Qingzhou Economic Committee and was tortured. Seeing no hope of being freed after one month, Xian went on a hunger strike. Du and Chang asked others to tie him up on a bed and force-feed him using a tube. The sympathetic guards refused to cooperate; Du and Yu then did it themselves relentlessly. Xian was released in May.

In June, Chang and Yu repeated their crimes. Having suffered enough, Xian resisted with his life and was sent to a hospital for emergency treatment. Fearing that the news would leak, Chang ordered the ward to be guarded and visitors were not allowed. They also transferred him twice so that his family wouldn't be able to find him. Xian went on another hunger strike and, while strapped to a bed, was force-fed by Yu and Zhao Zhiguang. Xian was held for 13 days on the bed without even changing position. Later the factory stopped paying Xian, saying that his salary was to be used for his medical expenses.

In October 2000, the factory wanted to detain Xian again, but Xian ran away and disappeared.
