1. The Police are in Fear of Falun Dafa Practitioners Spreading the Truth and Have Quickly Intensified the Persecution of Practitioners
The director of Dalian City Police Dept., Sun Guangtian raved during a conference call: "Beginning on November 21, 2000, the entire city is entering the winter 'strike-hard' campaign against Falun Dafa. This campaign will last 80 days." The so-called "strike-hard" campaign has some objectives. One of these plans, the third one, was to "prohibit distribution of Falun Gong materials," which aimed at Dafa practitioners distributing any materials spreading the true facts about Falun Gong. From this we can tell that the persecutors are fearful of the act of distribution of all materials spreading the truth. The demons therefore attempted to utilize all kinds of brutal methods to prevent the common people from knowing the truth, to further fool the common people, and satisfy their selfish desire for power.
Another message we wish to let the world know is that, we have information that a possible female labor re-education center has been built in Dalian City. In the future, it's possible that a lot of Dafa practitioners will be sent there for "re-education".
In Dalian City's Jinzhou Development District, members of government and of the police department came up with new ways to persecute Dafa practitioners: to offer large monetary rewards to those citizens who report any information about Dafa practitioners.
Members of the police department at Dalian City had called the persons in authority of all the big firms in the area for a meeting. They planned to utilize some unaware citizens to report and denounce Dafa practitioners who distribute the materials explaining the true facts. Those evil ones want to prevent Dafa practitioners from going to Beijing to appeal. They planned to announce this resolution publicly on television. In this regard, on the evening of Nov. 29th, the TV station in Jinzhou District announced its first news item in accordance with the new policy; that Falun Gong practitioners Ms. Wang of Dongshan Street, Jinzhou District was reported by two residents while distributing materials spreading the true facts. She was sent to the local police office. For giving the information, the police rewarded the two local spies with 3,000 Yuan. After watching this horrible news, all kind-hearted people said: "These two people without a conscience have taken the dirty money. They will have to go to hell."
Dafa practitioners' purpose for making the materials containing the true facts available to the public is to let all people know the truth about Falun Gong; to let people know that all Falun Dafa practitioners are good people and it is wrong, shameful and illegal for the local and national governments of China to prevent these innocent, good people from spreading the Great Law by using such despicable methods such as defamation. We hope the common people would not unintentionally do evil thing to support a tyrant, and be dragged down by those evil beings into the bottomless abyss, therefore causing unrecoverable loss for their lives.
The police in Dalian City's Development District had also hired thugs to inform the authorities of any Dafa practitioners distributing the materials on the streets. The misguided, evil police then rewarded the informants with a lot of money. They used the ill-gotten money they have stolen from their citizens to suppress the virtuous and promote the evil thus further destroying the morality of the society.
We've also heard that the police in Jinzhou District have sent a female spy to contact practitioners in rural villages, pretending that she wanted to learn the exercises. She was found out and did not succeed.
2. Dalian City 621 Center is also Known as the Notorious "Forced-Transformation Center and Concentration Camp for Dafa Practitioners' Persecution".
The concentration camp is located in the back yard of the forced labor re-education formerly "drug rehabilitation center" (near Beitaihan Water Purifying Field in Xinghai Bay) of Dalian City Justice Department. The numbers 621 and 610 etc. represent the evil groups established to suppress Falun Gong even before the large scale arrest on July 20th, 1999.
The so-called "Transformation Center" has 7 floors. The first floor is reserved for the leisure activities of the team leaders; the third level is for "Experience Sharing". These sessions are lead by director Zhang XX and a despicable female policewoman, first class officer Yu Ping.
There were three "small cells" for detaining Dafa practitioners. Each cell is only big enough to allow for a piece of Astroturf to be placed on the floor. It's enclosed in all directions; there are no windows. The only air inlet in there is a half-foot square piece of iron mesh in the ceiling.
The fourth, fifth, and sixth floors were all used for detaining Dafa practitioners. Steel doors and metal mesh lock up every floor. Clothes have to be passed in through here. Only the direct relatives who are not practicing Dafa are allowed to visit.
The seventh floor was for hosting the higher-ranking officials. The setup was very luxurious. Whenever higher-level officials arrived, practitioners were notified and verbally abused in front of these officials.
The more than 20 captains in the transformation teams came from the city police, major prisons and drug rehabilitation centers.
Two male captains (together with one cruel, brutal young "beater" who was especially vicious and cruel when he tortured the practitioners) were on duty 24 hours a day.
Two female captains were on duty 24 hours a day.
The captains said: "One must be transformed here, otherwise one would be sent to Masanjia labor camp." You can tell from that statement how evil and inhumane the Masanjia labor camp must be.
Whenever new practitioners arrived, or whenever a new method of punishment came out, Yu Ping, the female police officer, would lead the evil police (with the last names of Wang, Xing, Zhuang, and Yuan), to hit and kick practitioners and pull practitioners' ears. They forced the practitioners to read "The Basic Standards for Transformation" which was written on the wall. If anyone refused to read, he would be punished with the electric stun batons, or asked to do "back flying" (note: whereby a person is forced to stand bending over with both hands extended high above the back behind for long hours), or that person would be handcuffed with both hands above his head, or with both hands in front of the toes, or forced to stand and face the wall with the tip of the nose pressed against it and toes touching the wall.
One captain by the last name of Yong used brutal methods to force the practitioners to transform. From insider's information we learned that this is the police employees' way to gain promotions and to earn extra money. Until mid October this year, this transformation center, which was founded last year (1999), has performed brainwashing and transformation brutality on more than 1,000 Dafa practitioners (however the rate of transformation is not high). Once, they have detained more than 100 practitioners from Zhuanghe City. Some practitioners were even arrested while cooking at home, wearing only slippers on their feet and taken to the police van.
During the brutal torture, practitioners who could not tolerate the torture would be released right after writing a guarantee letter, promising to give up their practice. All others were to be sent to the infamous, cruel and inhuman Masanjia labor camp. A tall and strong practitioner, who was a driver for the Zhuanghe Materials System Company, was beaten to death by Zhuanghe police.
During the month-long detention, the captains and director Zhang talked with practitioners several times to determine their degree of "mind transformation". He would forward the information to local police stations. The local police would decide what to do next.
A 15 year-old student went to Beijing to validate Dafa after October 1, 2000. He was caught and sent back. In the evening, the police threatened and at the same time tempted him. They even tortured his mother and grandfather in front of him. This young practitioner was courageously determined. Even though the captain kept threatening him, he said that Falun Dafa was good and he benefited from practicing Falun Gong. Later, the police were afraid that the other practitioners would hear the young practitioner's voice and therefore kept him in a separate room while questioning him.
There was another practitioner, a woman, who was just brought back from Beijing. She did not sleep well during her trip. During the day, when she felt asleep sitting on the folding stool, an evil policeman shocked her with an electric stick and made sparks appear on her face. He did not allow her to sleep.
There was another form of physical punishment called "soldier's stand". The one who was punished had to stand still for more than an hour under the burning sun during the hot summer.
Every morning, all practitioners were forced to listen to the news broadcast, and sit on the folding stool, keeping their hands on their back from 6:30 AM until 9:30 PM. Each day they were forced to sit like this, all day long, for 13-14 hours, except for 10~20 minutes for mealtime. Talking was prohibited. The one who was found talking would be forced to stand facing the wall.
The contents of the "re-education" classes were government propaganda claiming group suicide and other lies. The persecutors viciously attacked Falun Gong and cheated Falun Gong practitioners.
3. List of Sentenced and Jailed Practitioners of Jinzhou District of Dalian City
In September 1999, Liu Qingtao, male, went to Beijing. Since October 1999, simply because he picked up some practitioners who went to appeal in Beijing and helped them to find lodgings, he has been held in Jinzhou District Detention Center. He was suspected to be an organizer. This innocent man has been held illegally to this day, over one year. The demonic authorities will neither release him nor sentence him. His family members tried many times to get him released but their efforts were in vain. According to law, this outrageous, illegal detention equals a prison term of more than one year for him.
In September 1999, Yuan Yuchun, female, went to Beijing to appeal on behalf of Falun Dafa. In late October of 1999, she was caught and arrested for attending the news conference in Beijing and speaking out about the truth. She has been illegally arrested and detained for more than 6 months at the Jinzhou District Detention Center. She was released on bail, after an 18-day hunger strike while in custody. Shortly afterwards she was sentenced to 3 years imprisonment with 3 years reprieve. Recently she was caught again for distributing materials containing the true facts.
Liu Chunying, female, is the former assistant of the Jinzhou District Falun Dafa Assistance Center. She was caught shortly after she went to Dalian for petitioning with other practitioners and was released on bail after 3 months of criminal detention. On the eve of the New Year Festival, she organized a conference for local practitioners. She was again arrested after being denounced to the authorities by someone. She was transferred to Masanjia labor camp for 2 years imprisonments soon after.
Lu Huimin, female, went to Beijing three times between September last year and February this year. The third time she went she was caught and sentenced to one year imprisonment for attending a conference. She then was sent to Masanjia labor camp.
Yu Shaohua, female, was caught and detained for 15 days after her return from Beijing. She was arrested again after the New Year Festival while practicing at her former practice site. She was sentenced to a one-year imprisonment term at Masanjia, for attending the conference during the Spring Festival this year. She has been divorced for many years; her child in high school is left uncared-for.
Zhao Fei, male, was caught and detained after returning from Beijing in September 1999. Shortly after his release, he went to Beijing for the second time and was caught again on the way back. He was being held in local custody, was sentenced to one year of labor re-education around November 1999 and was sent to Dalian Labor Camp.
Wang Chuang, male, went to Beijing to appeal in October 1999. Local police arrested him as he returned home in December 1999. In January of 2000, he was sentenced to one-year labor re-education and sent to Dalian Labor Camp. After being released in September this year, he went to Beijing once again on Oct 1. By the end of October, he was once more held in local custody to this day.
Wang Guiying, female, went to Beijing to appeal in November 1999 and was detained for 15 days. She is now being held for attending the Falun Dafa conference during the Spring Festival this year. Unfortunately, she was sentenced to one-year labor re-education in Masanjia Labor Camp.
Li Wenyan, female, went to Beijing to appeal in October 1999 and was detained 15 days afterwards. She is now being held for attending the conference during the Spring Festival this year, and was sentenced to one-year labor re-education in Masanjia Labor Camp.
Wang Lian, female, went to Beijing in October last year, was sentenced to 1.5 years of labor "re-education" and sent to Masanjia Labor Camp.
Yin Baolan, female, went to Beijing in September last year and was held in local custody when being caught back in October. Shortly afterward, she was sentenced to one year of labor re-education and sent to Masanjia Labor Camp, where she is remaining even after her release date had come up. Her term at Masanjia has been extended without due cause.
Qin Yulan, female, went to Beijing twice, on April 25 and July 20, 1999. She was caught on the train to Tangshan city when she went to Beijing the third time. Shortly afterward, she was sentenced to one-year labor re-education at Masanjia Labor Camp. She is still being held after her release date came up. Her imprisonment term was extended without explanation or due cause.
Fang Ming, female, went to Beijing twice in October last year (1999) and February this year. She was twice detained by local police for 15 consecutive days, without cause, and was sentenced to 1.5 years at Masanjia Labor Camp.
Gong Ruihua, female, went to Beijing in June this year. She was sent to Masanjia Labor Camp shortly after being caught.
Luo Yuzhi, female, went to Beijing in June this year. She was sent to Masanjia Labor Camp shortly after being caught.
Liu Yongguo, male, went to Beijing at the beginning of this year. He was detained 15 days after being caught. He was arrested again for attending the conference during the Spring Festival and has been sent to Masanjia Labor Camp.
Cong Jinrong, female. In July of 2000, she was arrested at home, without cause, by local police. She was at first held in local custody and then sent to Masanjia Labor Camp.
Zhu Lanxiang, female, went to Beijing in October last year (1999), was caught and held in local custody. She insisted to practice at home after her release. She was again taken into custody by local policemen in July this year and sent to Masanjia Labor Camp shortly afterward.
Qi Xuming, female, went to Beijing to appeal once, was detained after being caught. As a result, she was deprived of her party membership and her job. In July, she was arrested at home twice and sent to Masanjia Labor Camp afterward.
Miao Limin, female, went to Beijing once and was consequently detained after being caught. She was released after two months' imprisonment. Her husband, an army man, was forced by the army to divorce her while Miao was in prison. She is not allowed to come back to their army residence. The local police transferred her registered permanent residence to her hometown and did not allow her to live in the town where the army resides. She did not follow the evil policemen's illegal requirement and rented a house in town with another practitioner who was in the same situation. In July of this year, she was forcibly taken away from her home and sent to Masanjia Labor Camp.
Zhang Yanfang, female, was detained after she went to Beijing to appeal. After her release she was arrested at home and sent to Masanjia Labor Camp without due cause.
Qu Ping, female, was detained after going to Beijing to appeal. After her release, she was arrested at home and sent to Masanjia Labor Camp without due cause.
Cao Zhongwei, male, was arrested while distributing truth materials in September this year. He was sentenced to 1-year labor re-education and could possibly be sent to Masanjia Labor Camp.

Ma Aihua, the couple Sun Bin and Wang Chuang and their parents, Zhao Guizhi, Li Hui, Li Xuan, Zhang Yuehua sisters, Han Yuxia, Wang Yongbao, Zhang Jun, Zhang Yongju, Qin Shulan, Qin Shumei, Dong Jingyue, Li Caiwen, Yang Meiyue, Wang Li, Duan Lili, Wang Xiaoxiao, Xiao Fang, Wang Meilian, Wang Long'e, Wang Yanfeng, Liu Jiqing, Sun Guilan, Zhang Yi, Yu Lan, Li Ailing, Zhuo Huiming, Wu Jiying, Zhang Huimin, Zhu Fang, Huang Wenzhong, Wang Dawei, Xia Xiulan, Zhong Xiuhuan, Pan Deting, Sun Dexi, Cui Fengqi, Bi Xiuling, Wang Jichang.
The names of the following are not sure:
Si xx, Zhang xx, Sun xx, Liu xx, Luu xx, Feng xx, Miao xx; many others practitioners are in detention but their names are not known.
The only reason that the majority of these practitioners were arrested recently is because of their righteous efforts for Falun Dafa and their appeals in Beijing. They have been in detention since then. Some of them were arrested because of distributing Dafa materials. Some of them might have been detained for a long time. We hope the kindhearted people of the international communities raise concerns about this outrage and will do anything they can to help and save these innocent Falun Dafa practitioners from further brutality and illegal persecution.
5. List of Practitioners Sent for Labor Re-education in Development District In Dalian City
Li Zhongmin, male, went to appeal in Beijing many times and was arrested many times. As a result, he was sent to Dalian Labor Camp for 2.5 years.
Zhou Haiyan, female, went to appeal in Beijing and was arrested. She was originally detained in the Drug Rehabilitation Center in Dalian City. Later, she was sentenced to 2-year labor re-education and subjected to having her house searched. The Shenyang Road police confiscated all her Dafa books.
Chen Yong, male, went to appeal in Beijing in October 1999 and was detained at the Development District Detention Center. After his release, his working unit fired him. This year in June, he was arrested twice without due cause. The first time he was fined 5,000 Yuan. He was sent to Dalian Drug Rehabilitation Center twice and was detained there for 2 months. After that, he was sent to the Detention Center in the Development District. Before long, he was sent to Dalian Labor Camp for 2-year labor re-education.
Li Jisheng, male, went to appeal once in Beijing. He was then arrested at home by the Haiqing Street police in the Development District. In addition, he was detained many times. He was fined 5,000 Yuan and sent to Dalian Drug Rehabilitation Center for 2 months. After that, he was sentenced to 2 years of labor re-education.
Li Na (daughter of Li Jisheng), went to appeal once in Beijing. After being released, she was arrested and detained many times, without due cause, by the Haiqing Street police. She was sentenced to labor re-education (we don't know her term) and is imprisoned in Masanjia Labor Camp now.
Fan xx (wife of Li Jisheng), went to appeal once in Beijing and was sentenced to 1 year labor re-education. She is now in Masanjia Labor Camp.
Zhang Lixin, male, was sentenced to 3 years of labor re-education for copying Dafa materials.
Lin Gang, male, was arrested from home, without due cause, by Baoshui District police. He was then detained in Development District Detention Center. He went on hunger strike while custody. Subsequently, he was sentenced to 1 year of labor re-education. His wife just gave birth to a child. They have no income now.
Li Yumei, female, went to appeal in Beijing in October last year and was sent back to her hometown. Later, she was taken from her home many times and brought to the police station, without due cause. Because she insisted on practicing Falun Dafa, she was sentenced for 3 years of labor re-education.
Liu Juan, female, went to appeal in Beijing and was sentenced for labor re-education (we don't know her term).
Yu Xiaoli, female, went to appeal in Beijing in October of last year and was sent back to her hometown for detention. This year, she was arrested while doing exercise outdoor. She was then detained for months. After being released, she was soon forcefully taken away from home and sent to Masanjia Labor Camp for 1 year labor re-education.
6. List of Practitioners Detained in the Development District
Zhang Jun was detained in theDevelopment District Detention Center because he was on the Internet and was detected by spies. His home was searched. His wife just gave birth to a child; their life became very difficult.
Sun Xiujun was arrested because of distributing Falun Gong materials and was detained in Development District Detention Center.
Sun Wei and Shen Xiuming were detained in Development District Detention Center because of distributing Dafa materials.
Hu Shuzhen, female, a professor of Dalian University and a member of the Political Consultative Committee, was detained in Dalian Drug Rehabilitation Center because she was firmly determined to practice Falun Dafa.
Liu Xiuyu is now detained in the Development District Detention Center because of distributing truth material.
Wu Yuchun is detained in the Development District Detention Center because of distributing materials about the truth of Falun Gong.
Many other practitioners are detained here; however, we don't know their names.
