Description: tall, heavy set with a long, sad face; an alcoholic, sways when walking; very corrupt and greedy; using power to apply pressure on people, a well-known offender; infamous in the area and hated by everyone.

2. Tu Yongshen, Male, around 40 years of age, lives in the complex for District Committee of Weifang District, Weifang City, current secretary of the Yuhe Political and Legal Committee.

Description: medium frame, long face, wears glasses; morally corrupted, "praised" by his classmates and colleagues as "animal"; frequently beats people nearly to death after he gets drunk, and asserts very bad influence.

3. Chen Longshan, Male, around 25 years of age, address: A7 Zhang Village, Yuhe Town, Weifang district, Weifang City; currently he is the operator/messenger.

Description: Short in stature; flattering in front of his bosses, and cocky in front of his colleagues; likes to get involved in things that have nothing to do with him. "Performed proactively" during each beating. He loses his humanity when he is in the middle of beating. Everyone hates him.

4. Chen Yonghua, Male, around 30 years of age; address: Guajiao Village, Yuhe Town, Weifang District, Weifang City; currently he is the Director of the Office of Unified Management for the town.

Description: tall and thin, talks with a smirk on his face, very slippery and cruel. People call him "the laughing tiger"; in front of his superiors, he nods like a servant. In front of the people, he is as cocky as can be. He has been promoted for his outstanding performance while beating practitioners.

5. Guo Xinyue, Male, around 40 years of age, lives in the committee complex of Yuhe town, Weifang district, Weifang City; currently he is the Minister of Culture and Organization.

Description: medium frame, a little on the heavy side, well known for his ability to "flip his lips" to persecute people. He plots to get rid of people behind their backs after he gets drunk.

5. Evil Acts:

1. June 1999, before Falun Gong was banned, some practitioners wanted to go to Beijing to appeal because the Zhongnanhai Incident was not resolved clearly. They were arrested and sent back without proper reasons. Led by Wang Xinmin, the authorities forced Zhang Zhiyou and Li Linyun to pay 2000 yuan (approx. USD250) and Gao Jifang, Gao Jirong and Li Aiying to pay 500 yuan as fines. No receipt was issued for the fines remitted. All the money went into the guards' pockets.

2. Since July 21, 99, Falun Gong practitioners started going to Beijing to appeal because the government declared that Falun Gong was an illegal organization:

1. Chen Jin and his wife (Wang Shunyan), Meng Qinhua, Guo Yulan, Chen Shubin, Yang, and approximately 9 other people were stopped by plainclothes policemen at Le Shang, and subsequently sent back for so-called "transformation", physical abuse, fines, and coercion to sign a written guarantee not to practice Falun Gong.
2. Guo Lanfen, Ding Xuehua and their daughter were severely beaten after they had been sent back from Tianjin. Li Wenzhong secretly coerced Guo Lanfen to pay 1000 yuan in fines and put it into his own pocket. Gao Jishen, Ding Xuehua's husband, was at home during this period. Yet he was blamed for not monitoring his wife well, and was dragged downtown and severely beaten. Afterwards, he was fined 2000 yuan.
3. Zhang Zhiyou and Li Lingyun also endured severe beatings after they were sent back from Beijing. They were forced to pledge not to practice Falun Gong. They were also fined 2000 yuan.
4. Li Aiying was arrested while she was practicing the exercises at home. Two stun sticks were used during her interrogation, which lasted for more than 1 hour. The interrogation didn't stop until the stun sticks ran out of electricity. Li's mouth swelled so large that she could hardly talk.
5. Zhang Huaixiang, Zhang Shucai, Li Longqian were also taken downtown and beaten severely because they practiced the exercises at home. They were struck with such force that the wooden nightsticks with which they were beaten broke on several occasions. They were also beaten with broomsticks, many of which were also broken. They were bleeding from their mouths and other parts of the bodies. They were bruised all over. The wife of Wang Youjian was beaten so severely that she had to be hospitalized. She has yet to fully recover.
6. While physically torturing practitioners, the guards also forced all practitioners to attend meetings condemning Falun Gong. They forced practitioners to read newspapers, to lie to reporters, to slander Teacher and Dafa. The guards also forced practitioners to give up their books.

1. At the beginning of December 1999, a few perverts, led by Wang Xinmin, started another round of torture against Falun Gong practitioners.

They first took Zhang Fengyin, Li Longqian, Chen Jinxue, Li Aiyin, Chen Wenli, etc downtown, and used monetary fines and physical abuses to threaten them to give up Falun Gong. Later, they also arrested other practitioners and forced over 50 people who continued to practice to pay 600 yuan each. If they didn't pay up, they would be detained and beaten without exception and then ordered again to remit money. The fines extorted from these innocent practitioners were kept by Wang Xinmin and his gang for their personal use. They spend lavishly with the hard-earned money of these innocent practitioners on meals and entertainment. Wang Xinmin used these funds to pay back a debt of tens of thousands of yuan.

2. At the beginning of December of 1999, Meng Qinhua, and Li Linyun went to Beijing to appeal, and were sent back to Weifang City Bus terminal. That same night, they were tied to trees outside the detention center and left until the following morning. They were left for over 4 hours in the freezing temperature of -3 or -4 C (27 F). Their bodies lost sensation due to the freezing cold. After this, they were beaten nearly to death. Because prison authorities suspected that Zhang Zhiyou, Chen Jinxue, Chen Wenli, and Li Aiying, the wife of Chen Jinxue had association with the two practitioners, they were also severely beaten. The guards even asked these people to beat each other in addition to charging them 1000 yuan as fines.

3. In January 2000, Li Longqian was taken to the town committee because he went to Beijing to appeal. After treating themselves to a satisfying meal, the perverts led by Wang Xinmin conducted a cruel torture on Li: among other equipment, they used stun sticks, and rubber rods to keep beating him for over an hour. They lost control and broke many veins in his thighs. Blood was all over. Even this didn't make them stop the beating. When one guard, Chen Liguo, didn't have the heart to beat him further, Wang Xinmin kicked him, his fellow guard. Every time Li passed out, they poured cold water on him and continued with the beating. Finally, he was beaten so badly that the guards couldn't revive him. He was then sent to the hospital for emergency treatment. There were 4 hours when he had no pulse. Even the doctors were concerned that they could not save him. Only after being on oxygen for a long time did his condition stabilize. At the same time, they refused to allow family members visit him, and told them that unless they paid 5000 yuan they would not release him. They took the same Fascist approach toward the practitioners Li Jiangan, Sun Keyun, Yu Yanqing and one other. They beat them up with the intention of making money.

4. In February 2000, a worse pervert, Tu Yongshen, was transferred in to assume the position of Wang Xinmin. He gave an immediate order to Falun Gong practitioners: if practice continues, or appealing to Beijing offices resumes, every member of the family would be arrested and abused as long as he/she can endure beating or has money to pay for fines. The wardens would break their legs and arms before they were released. This man is vicious and evil without parallel.

5. In April 2000, in order to validate the Fa, Dafa practitioner Zhang Huaixiang walked to Beijing to appeal. Without any money on him, in the cold winter and strong wind, he fainted many times and got up again and again. He walked 120 li (approx. 37 miles) everyday. It took him 9 days to arrive in Beijing. He went through a lot of hardships and overcame many difficulties. His sole purpose for undertaking this arduous journey was to speak the truth and help uphold justice. Yet what was ahead of him was the cruel torture of the gang led by Tu Yongshen: they made him crawl on the ground and hit him with rubber and wooden sticks. It was not enough for them. Wang Xinmin pressed thumbtacks into his nails. Tu Yongshen burned the back of Zhang's hands with cigarettes. The guards beat him three or four times a day continuously. His skin turned purple and swelled up. After they were tired of beating, the guards sent him for detention. After he finished detention, they started to beat him again.

At the same time, Chen Jinxue and his wife, Chen Jinxin, Chen Wenli and Zhang Jiming were dragged downtown during the middle of a night because they were suspected of having association with Zhang Huaixiang. The same vicious methods were used on them. All of the practitioners were forced to pay 2000 yuan. Since Zhang Huaixiang was not able to come up with the money, he was forced to work at the Town Hall every day. During the same period, Li Linyun, Li Aiying, Chen Shubin walked 12 days and reached Tianjin. They were detained 15 days and sent back to the Town Committee. Same vicious methods again were applied to them. They were beaten at least 2 or 3 times a day for 3 or 4 days in a row. Li Linyun was so severely beaten that she fell down and passed out every time she tried to walk. Big blisters appeared on her buttocks, which were oozing blood mixed with pus. She had to be carried home. Chen Shubin, who originally belonged to the district of Cheng Guan, was dragged into the Town Hall for "supervision". This way a fine of 1000 to 2000 yuan could be pocketed by the guards. Because Zhang Zhiyou didn't report that his wife also went to appeal, he was also dragged downtown and beaten. After they were finished, the guards forced him to pay 2000 yuan in fines.

6. In June 2000, this group of guards arrested a few practitioners. Chen Jinxue and Wang Shunyan were dragged to the Town Hall and asked to pay 500 yuan in fine. They were told if they didn't pay, they would be detained. At the end, they paid 50 yuan. As those animals were turning around, Tu Yongshe said to Wang Xinmin: "We have money for drinks again". Thus their evil nature was exposed. Wang Guifeng, together with Yu Xiuhua and Xu Shuzhen from Chenguan were arrested at Cang Zhou during their walk to the City of Beijing. They were also beaten almost to death. They were doused with cold water after they passed out and then shocked with stun sticks. Wang Guifeng nearly died and had to be hospitalized for emergency treatment. Every practitioner was also fined for 2000 yuan. A so-called "Transformation Class" at Yuhe collaborated with the District Office of Chenguan (where Chen Zixiu was beaten to death) and pocketed a good amount of money. Three senior citizens over 60 years old were beaten until they paid.

7. Starting June 2000, Tu and his gang took Chen Jinxue, Zhang Fenying, Zhang Jiming, Li Longqian, Chen Wenli, etc into custody. They forced them to work more than 10 days. During the latter 3 days, they had a break. They did not release Chen Wenli because his superior had a deal with Tu and wanted to persecute Tu. They used a water hose to shoot water at him while he was being beaten. At the same time, Chen Hongyu and Wang were asked to pay 5000 yuan each after they were sent back from Beijing. Before Wang arrived home, his color TV had already been confiscated. Guard Li Wenzhong also secretly hid Chen Hongyu in a women's room, asking for 2000 yuan behind Tu's back. They were competing and deceiving each other to oppress the people for their own gain. Sun Yunxia received the same ill treatment. These criminals extorted 5000 yuan from her husband.

8. Beginning in October 5, 2000, the gang led by Wang Xinmin and Tu Yongshe commenced another round of persecution of Falun Gong practitioners. Such cruelty has been rarely seen in Weifang or anywhere in the country. The impact was unprecedented. Within 9 days, 2 Dafa practitioners died, 10 practitioners repeatedly lost consciousness during beatings, and 1 practitioner had to be hospitalized. Practitioners were detained for long periods of time and fined large sums of money (10,000, 5,000 and 3,000 yuan).

1. Xuan Chenxi, who used to belong to the district of Beiguan, was dragged to Yuhe district office and severely beaten because he was involved in distributing information about Falun Gong. Seven or eight people surrounded him like wild animals, stripped his clothing off, and beat him with various implements until he passed out. After they poured water on him, they had a satisfying meal, then continued with another 2 hours of torture until Xuan died. Xuan Chenxi was an old man, over 60 years old, yet he was beaten to death by these evil people. These despicable people had a secret meeting with the district of Beiguan to falsify Xuan's death as suicide. They forced the cremation through without notifying his family members, who were threatened not to talk to anyone. Yet the killers are still at large, and continuing their evil acts.
2. Li Linyun and her husband Zhang Zhiyou went to Beijing to appeal. They were taken to Cang Zhou by force. Since Zhang Zhiyou had already been severely beaten many times by the perverts in the Town Hall, , he decided to risk jumping off the train instead of facing more torture. Unfortunately lost his life.. Even though Li Linyun lost her husband, they still didn't let her go. She is still being detained at the Town Hall, until she agrees to pay a 5,000 yuan fine.
3. Li Aiying and her husband went to Beijing to visit relatives. It happened to be at a sensitive time. They were stopped in Bing Zhou. Her husband is not a practitioner, yet they didn't let him go. They beat him up severely until his body turned purple. They then started to beat Li Aiying. Tu used rubber sticks and other things to hit her all over, and at the same time kept asking her whether she would continue to practice. She didn't answer. The beating escalated. Her teeth were loosened. Her eyes were black and blue from kicking. She had many purple blisters on her head from the electric shocks. Her body was bruised and swollen. They sprayed water to wake her up after she passed out, and resumed with the beating, 3 or 4 times consecutively. Words cannot describe the viciousness of the acts.
4. Other detained practitioners, Li Qinfen and Yang, were beaten to the point of incontinence. Her husband was pressured to pay a5,000 yuan fine. Li Longqian was beaten until he urinated blood, and it was very painful for him to urinate and defecate. A few of Zhang Fenyin's teeth were knocked out, she also lost ability to urinate and defecate. When the pain became too hard to endure, Gao Jishen hit his head against the wall. The bleeding couldn't stop. He was then handcuffed to a chair. Meng Qinhua was beaten so severely that he couldn't even stand up. He had to crawl back to his cell. Gao Jirong, Chen Hongyin, Wang Guifeng, Wang Guilan, Chen Lehe were all severely beaten. They had welts and bruises all over their bodies. Because she didn't report that her husband went to Beijing, Ding Xuehua was taken away by Li Yunzhong and Wang Shiming. She had to be hospitalized. Chen Jinxue, Zhang Jimin, Zhang Huaixiang, Guo Lanfeng and Chen Hongyu were also tortured.

As of now, Li Longqiang, Li Aiying, Zhang Fengyin and Li Linyun are still being detained. They are being tortured continuously. In addition, they have to work and remit money. The words have gone out that if each one of them doesn't pay at least 10,000 yuan, they will continue to be held in labor camp.

Justice will prevail. The evidence is mounting; and no one will allow universal principles to be ignored in this way. Your criminal acts have been exposed to people all over the world. You have been seen criminals all over the world. Your crime is being exposed under the international spotlight, and you will ultimately being judged by the world! Facing the truth, do you, these so-called leaders, still possess conscience? As government officials, you should serve the people, always bearing people's needs in your minds, and you should treat people well. Yet on the contrary, you treat the people as enemies, regarding good people as bad people, and ignoring the corrupted officials, thieves and swindlers, always arresting those kind-hearted people. What is the difference between yourselves and animals? The Dafa practitioners who had been tortured are all over 50 or even 60 years old. All they wanted to say was just a few words for truth and justice. All they wanted to do was to make the practice of Falun Gong legal. In addition, all of them have personally experienced the true understanding of cultivation practice. They have benefited physically and spiritually. However, you are going to war with them, wasting money and manpower, trying to eradicate these innocent people. Tell us, are you still human? Don't you have parents, relatives or friends? Which law have they violated, that you to beat them up and penalize them like this? Yet, they do not hate you a bit. Instead, they advise you not to listen to rumors and urge you to believe in the truth. Can't you be touched by that? If not, you will be condemned by people in the world and will be judged!
