A Report on the Crimes Committed Against Falun Gong Practitioner at the "Xinbu Transformation Center" in Weifang City, Shandong Province

1. Names of those who have physically assaulted Falun Gong practitioners at the center:

Wang Chenfang, Wang Jinku, Zhuang Xiangdong, Yang Guoliang, Qin Zhigang, Yu Kuisheng, Wang Yousheng, Liu Jiating, Song Xiwu, Liu Huixin, Ci Shuwu, the head of the Land Commission with the surname of Ji, and a person with the surname of Zhang from the Zhang Village.

All the people listed above work for the local government in the township of Xinbu. Under the leadership of Wang Chenfeng, the general secretary of the local Politics and Law Commission, they have beaten and abused many local practitioners.2. Names of practitioners who have been forced to pay large fines:

Liu Haobin, Liu Yuxiang, Chen Xiangzhi, Chen Suizhi, Yu Rong, Yu Cuihong, Li Xiulan, Di Mengyun, Yang Meihua, Xia Shangzhi, Cao Qingmei, Dao Lanmei, Bi Guangzu, Chen Ruoguang, among others.

Each was ordered to pay a large fine ranging from 1,000 Yuan to 4,000 Yuan (Chinese dollars, the monthly salary of an average worker in cities of China is about 500 yuan).3. Names of practitioners who have been physically beaten and abused:

Li Xiulan, Liu Shufeng, Ding Mengyun, Liu Haobing, Liu Yuxiang, Chen Xiangzhi, Bi Guangzu, Yang Meihua, Yu Rong, Yu Cuihong, Wang Cuixiang, Cao Qingmei, Dao Lanmei, Yu Xiuxiang, Yu Suilin, among others.4. Methods used to abuse practitioners

Beating with a leather whip, electrocuting with an electric baton, and hitting with heels of leather shoes.

Scare tactics, making up lies, pitting people against one another, denying food and water, imposing large fines, forcing practitioners to sit outside in below-freezing temperature with no clothes on, and forcing practitioners to curse Master Li and Falun Gong.5. Examples of the suffering of practitioners

Seven or eight goons surrounded practitioner Liu Haobin to beat him and electrocute him with electric batons. After being abused in such a fashion for several days continuously, Liu had no choice but to hit his head against the wall in protest.

Practitioner Yu Aihong suffered a mental breakdown after being beaten by several people led by Wang Jinkui, the head of the local law enforcement office. Even after her mental breakdown, Wang still refused to release her. Instead she was brought to the local police station, where she was repeatedly electrocuted with electric batons.

Liu Huiqin, who works in the local population control office, took off the high-heeled shoes that she was wearing, and used them to hit the head and face of practitioner Yang Meihua more than 20 times. She kept on asking Yang with each hit whether she would continue to practice Falun Gong. Yang was beaten so badly that she was seeing stars, and she almost became blind in one eye. She felt a great deal of pain in her eyes for a long period of time afterwards.

After going to Beijing to appeal for Falun Gong, practitioner Liu Yuxiang was beaten four nights in a row. Every night several people beat him for two or three hours. They then locked him up, where in 9 days he was only given a total of less than one pound of bread. Wang Yousheng, who works in the town's police station, used the steel tip of his shoes to kick Liu viciously on the chin several times and then threw two cups of boiling water on his head.

Liu Yuxiang and Liu Haobing each has been illegally arrested and detained by the local government more than ten times since July of 1999. The longest term of their detention was 81 days (15 days in the local detention center, and then at another location afterwards when the detention term was up). They have been forced to leave their homes and do not dare to return. Supposedly the police are planning to send them to the labor camps.

In an effort to prevent practitioners from going to Beijing to appeal for Falun Gong, the police from the township of Xinbu joined forces with police from the township of Yuhe in setting up roadblocks on major roads leading to Beijing. All the buses heading westbound (on the way to Beijing) were stopped at those roadblocks. The police boarded the buses and forced each passenger to curse Master Li and Falun Gong. Anyone who refused to do so was dragged off the bus, severely beaten, and then thrown into the local police station for further interrogation. The passengers hated being harassed in such a manner but did not dare to say anything.

There are many such checkpoints in Weifang. In a stretch of 40 kilometers (around 20 miles) from Weifang to Shouguang, there are a total of 4 checkpoints.

In the city of Zhucheng, the local TV station has announced the names of eleven practitioners who have been sent to the labor camps, they are:

Female: Xian Fengju, Xie Yubin, Zhuang Yufeng, Liu Shuhua, Zhang Zelan, Wang Yulan, Zhong Lihua, and Ms. Yang

Male: Zhu Zhenhua, Liu Peilang, and Liu Peihong
