Case Description:
Mr. Gao Youhai worked at the Shandong Lianmeng Chemical Group Co., Ltd. in Shouguang, Shandong Province. Before practicing Falun Gong, Mr. Gao was partially paralyzed and often was unable to take care of himself. He lived with his wife, who was unemployed, and their two children, on very limited means. After Mr. Gao started practicing Falun Gong in 1996, he regained his health and was able to return to work. His wife also started practicing Falun Gong in 1998. While Mr. Gao's health and his family's lives were improving, however, a full-scale suppression and persecution of Falun Gong by the Chinese Communist Party (CCP), led by the Jiang Zemin regime and Luo Gan, began in July 1999.

Liu Jixing, Security Section chief from the Shandong Lianmeng Chemical Group, orchestrated severe persecution against Mr. Gao's family. He led teams to ransack Mr. Gao's home several times, threatened to drive the family out of the company-owned one-room studio apartment, and frequently came to their home to harass and berate them. He also led the efforts in illegally arresting and sentencing Mr. Gao to three years of forced labor in 2001.

At the Cangle Men's Forced Labor Camp in Weifang, Shandong Province, the Second Section guards ordered former practitioners, who gave up the practice and became collaborators while under persecution, along with criminal inmates, to take turns brutally beating Mr. Gao. The guards ordered the inmates to beat him yet again just prior to his release. He became mentally disoriented due to the torture.

After Mr. Gao returned home, Liu Jixing led officers to Mr. Gao's home every few days to continually threaten him. He also spread rumors that Mr. Gao had become insane after practicing Falun Gong. Liu also secretly installed a monitoring system at Mr. Gao's home.

The continuous harassment and financial strain resulting from the persecution completely wore out Mr. Gao's wife, Ms. Sun Lianzhen. She passed away on March 26, 2008, at the age of 46, a day after being harassed by Liu Jixing and his officers.

On May 18 of the same year, Mr. Gao Youhai, 50, also passed away.
