Falun Gong practitioner Ms. Zhang Guiqin from Qiqihar City, Heilongjiang Province died on December 4, 2006. Two other practitioners, also from Qiqihar City, Ms. Qi Dawei and Ms. An Jingtao are still detained in Hepingchang Hospital. Officials ignore the fact that the practitioners' lives are in danger, and they refuse to release them.

Starting from March 20, 2006, police from Tiefeng District Department, Qiqihar City have been suddenly storming into Falun Gong practitioners' homes, and have destroyed truth-clarification materials production centers, and illegally arrested many practitioners. Many practitioners' homes were ransacked, and they were tortured during detention. The Police have been hiding in practitioners' homes for long periods of time in order to arrest more practitioners. Tiefeng District Police Department Chief Wu (given name unknown) led this recent round of persecution. Arrested practitioners include Ms. Zhang Guiqin, Ms. Qi Dawei, Ms. An Jingtao, Ms. Zhen Shulan, Ms. Cui Xuemin, Ms. Xu Guirong, Ms. Zhang Jiqiu, Ms. An Chunying, Ms. Chen Yongtao, Ms. Wu Ruifang, Ms. Shen Guirong, Ms. Yang Chunling, Ms. Jia Jie, Ms. Lin Ying, Ms. Yang Jing, Ms. Li Guihua, Ms. Li Shunying, Ms. Shen Zili, Ms. Wang Yan, Ms. Li Qi, Mr. Zhao Wenshan, Mr. Chi Hai, Ms. Pan Meiyu, Mr. Liu Jiming, Mr. Wu Yunlong, Mr. Xing Yanliang, Ms. Wang Xiuzhen, Ms. Zhang Shuqing, and Ms. Zhang Yuying.

Ms. Zhang Guiqin, Ms. Qi Dawei, and several other practitioners went on a hunger strike to protest the persecution at the end of October 2006. On November 8, 2006, they were sent to the Hepingchang Hospital. Their blood vessels were blocked, so they could not take intravenous injections or eat. The Chinese Communist Party officials were planning to sentence them to prison and had prepared files and submitted them to Tiefeng District Court Chief Qu (given name unknown). Ms. Zhang Guiqin was in deep unconsciousness, had bowel and bladder incontinence, and difficulty breathing. She was dying but was still guarded day and night, and even had ankle shackles put on during the night. The three guards did not care about her life, and the administration refused to release her even though she was in critical condition. Ms. Zhang Guiqin died around 1:00 a.m. on December 4, 2006 in the Hepingchang Hospital.

Falun Gong practitioners Ms. Qi Dawei and Ms. Zhang Jiqiu were arrested from their apartment, and the police did not even allow them to put on shoes. The police dragged them down from the fifth floor. They were tortured in the Tiefeng District Police Department with the "Big Hang Up" (1) and electric shocks. Police poured water on their bodies, soaked their feet in water, then shocked them with stronger and stronger currents. Ms. Qi Dawei's heart was severely damaged by the electric shock torture. The two practitioners were detained in the Qiqihar First Detention Center.

On March 30, 2006, Falun Gong practitioner Ms. An Jingtao was arrested when going to a fellow practitioner's house, where police were hiding. The police tortured her in the Tiefeng District Police Department. Her mother, An Chunying, and her younger sister, Chen Yongtao, were also arrested. Ms. An Jingtao is detained in the Qiqihar City First Detention Center where she is on hunger strike and getting very weak. Police from the Longhua Street Station recently requested eight thousand yuan to bail her out.

Shuguang Police Station Head Chu Chun (male), Deputy Head Xu Zhonghe (male), and police officers Sheng Tao, Fan Kai, and Wang Bin participated in torturing Falun Gong practitioner Ms. Shen Zili with the Tiger Bench, electric wires, bamboo boards, metal pipes, etc. The police also tortured her with "Dragged by Five Horses": They handcuffed her wrists behind her back and immobilized her feet separately, then affixed her hands and feet onto two metal pipes at her right and left sides. The police pulled her head toward her legs and tied them together. Then they put the pipes onto two high metal chairs and swung her back and forth. Soon Ms. Shen's hands and feet started bleeding. She suffered severe pain and became unconscious. The police said, "This torture is good! She seems unable to bear it! Let's continue!"

(1) Big Hang Up -- There are two forms of this torture: 1) With both hands cuffed behind the back and only the toes touching the ground, one is hung by a rope that is tied to a metal window frame; 2) One hand of a practitioner is cuffed to one bunk bed and the other hand to another bed, and the two beds are pulled in the opposite directions. Since Jiang's CCP regime started persecuting Falun Gong on July 20, 1999, Chen Yanqing, head of Qiaodong Court and other officials in Zhangjiakao City, Hebei Province, illegally sentenced and detained many Falun Gong practitioners. For the past seven years, more than 14 innocent practitioners have suffered torture in prison, had their families torn apart, and have seen their relatives and close friends suffer harassment and mental devastation. The large number of practitioners sent directly to forced labor camp without any judicial procedure is difficult to count.

On July 18, 2006, Falun Gong practitioner Ms. Guo is illegally arrested at home. Qiaodong Court held an illegal court trial. The judge and the assigned lawyer all agreed that this case was not criminal, so Guo was detained in Ahangjiakao Shisanli Detention Center. Her family tried to get her released but was refused, and the court fabricated some accusations to assist the persecution of Falun Gong practitioners.

On September 4, the presiding judge in Qiaodong Court and Zhangjiao Intermediate Court illegally set a prison term of five years for Ms. Guo. Then they tried to force her to to give her signature and and fingerprints. Guo refused to sign and told them, "I practice Falun Gong and try to be a good person. I did not commit any crime." The whole procedure was done in ten minutes, and they sent Guo to the detention center again. On November 17, she was illegally sent to Luquan jail in Shijiazhuang City for further persecution.

On October 9, 2006. Liu Hongyan, the leader of the Erdao Township Police Station and Li Juncai, the secretary of the Fifth Group of Zhangjiacun Village, broke into Falun Gong practitioner Chen Jihai's house. They took one Falun Gong book and a photograph of Master Li. At the same time, Chen Jihai was arrested. The following article gives the details about how Mr. Chen was persecuted during the illegal detainment.

Chen Jihai's broken arm is still supported with a steel plate

During his detention in the Erdao Township Police Station, Chen Jihai was forced by the leader of the police office, Liu Hongyan, to give up his belief in Falun Gong. The secretary of the local group, Li Juncai, deceitfully persuaded Mr. Chen in order to try and convince him to give up his Falun Gong practice. Right after their unreasonable demands were rejected by Mr. Chen, they cursed Mr. Chen. Liu Hongyan slapped Chen Jihai's face in front of the secretary, Li Juncai, and other policemen.

During the illegal detention in the Fengman Police Station, Mr. Chen was asking the leader of local insurance unit, "Who are you? What's your name?" The leader replied, "I know why you ask me, I have received the phone calls from your overseas Falun Gong practitioners." The bulky thug who was behind him stepped out to grab Mr. Chen and tried to humiliate him, saying, "If you don't tell the truth, I will smash you!" After a while he left because Mr. Chen just ignored him.

Liu Hongyan, from the Erdao Police Station said to Mr. Chen, "When you were in the Erdao Police Station, people there treated you in a more friendly way, but it will not happen in here!" He then started abusing Chen Jihai, slapping his face and kicking him hard. They tried to extort confessions out of Mr. Chen by torture. Afterwards, Chen Jihai was taken into a torture chamber where he was handcuffed to an iron chair inside an iron cage. Both of his hands and feet were cuffed.

Under numerous types of cruel mental and physical torture, Chen Jihai suffered tremendous mental stress. On his way to the toilet, he fell down from the fifth floor accidentally. He lost his balance when policeman Su Xiaodong was pulling him and thus suffered a severe arm fracture and two cracked ribs. His feet have been paralyzed ever since. He also fell unconscious with physical paralysis, and has lost the ability to live independently. He was therefore hospitalized in the Cardiothoracic Section of the Jilin 456 Hospital.

When Mr. Chen was in the hospital, the police chief Liu Hongyan kept threatening Mr. Chen and always tried to force him to swear at Falun Gong and Master Li. Mr. Chen ignored all their threats. The policeman, Su Xiaodongshackled Mr. Chen onto the bed while he was bedridden. Su tried to persecute Chen Jihai the same way he tortured other innocent Falun Gong practitioners, but there was no way he could do it.

On October 25, Erdao police officer Liu Zhidong, policeman Su Xiaodong, and other officers, lied to Mr. Chen Jihai's daughter, Chen Li. They said to her, "We want to transfer Chen Jihai to the Public Police Hospital to provide good medical treatment for him." However, they had actually taken Mr. Chen to another Jilin City police station, known as the Third Jilin Police station. During the time they were transferring Mr. Chen, his stitches had not been removed, his arm was still supportedwith steel, and his lower limbs remained partially paralyzed.

After Chen Jihai had been illegally taken to the Jilin Detention Center, an older police officer asked him, "Do you agree that Falun Gong is a cult?" and pressured Chen to fellow their orders. The next day, the period of illegal detention had been lengthened an extra 30 days. That occurred after Chen Jihai denied their unreasonable demands.

In the Jilin detention center, one of the leaders, Jin, and the medical care staff said to Mr. Chen, "You better not go on a hunger strike; otherwise, don't blame us! The policy here is to force feed cold water to the person on a hunger strike!"

During the illegal detention in the Erdao and Fengman police stations, the chief of police, Liu Hongyan, always tried to force Chen Jihai to slander Falun Gong. He said, "Falun Gong is X belief." Mr. Chen Jihai described how Falun Gong benefited his life and health, and how many bad habits he had given up. However, the Police chief was not changed, but even tortured Mr. Chen Jihai more severely .

On October 26, 2006, Chen's family members demanded the police officers release Chen Jihai unconditionally, but this request was refused by police.

During the illegal detention, Chen Jihai's physical condition was extremely bad. The Erdao police officer extorted 8000 yuan from Chen's family without providing any evidence or receipt. Mr. Chen was then sent to the hospital from the detention center.

On November 9, Chen Jihai was taken to the Erdao Police Station again after he was discharged from the hospital. Liu Hongyan was irate and pointing to a Falun Gong flier, yelling at Chen, "Who pushed you down the stairs?" (actually, the flier didn't describe that). Chen replied, "Let me see that." Liu said, "Of course, I cannot allow you to read this."Liu threatened Mr. Chen and said, "When you've been released, I'm going to go to your house every chance I get to see if you have any Falun Gong materials. If I find them, I will take you into detention again."

Again, Liu asked Mr. Chen to report back to him twice per week. Afterwards, a police officer said, "I don't think he can come over that frequently, he has a bad health condition." Liu said, "Well, then come back and report to me once every week after next month." Finally, Liu tried to ask again, "Do you still want to practice Falun Gong?" Mr. Chen just ignored him and left.

Falun Gong practitioner Mr. Du Ting is still being force-fed, and he is very weak. His family is very worried about his health. He has said that he cannot end the hunger strike, otherwise he would be forced to go through endless brainwashing sessions. Another practitioner on a hunger strike is Ms. Cao Hongru, a senior engineer in her 50s. She is nearly deformed from having been severely tortured. Practitioner Mr. Zhou Bin has also been tortured, which resulted in his loss of hearing, damaged eyesight, and his body being covered with bruises.

Mr. Du, 36, a university graduate, lives in Xifeng City, Gansu Province. On February 16, 2001, the police from the Minhang District Department in Shanghai arrested him and sentenced him to eight years in prison. He was on a hunger strike for more than a year. He was deceived by the CCP once and "transformed". As a result he interfered with other detained practitioners. He enlightened to his mistakes, came back to cultivation, and declared all his promises to the CCP were null and void. He started another round of hunger strikes to protest the persecution and is now detained in the Second Ward of Tilanqiao Prison.

During Mr. Du's hunger strike in 2001, the guards locked him in a small cell (1), handcuffed him, and forced him to sit on the bed board (2), despite the fact that he had been on a hunger strike for a year and was very weak. When the guards force-fed him, they directed prisoners to press his head down on the floor (there are no beds in the cell), and some stepped on his body, trying to force open his mouth. They force-fed him rice porridge. Some prisoners were encouraged by the guards to beat Mr. Du Ting from behind. Supposedly they are not allowed to beat people, but the guards said as long as they did not beat them to death, the prisoners could beat practitioners to reach the goal of brainwashing them. Mr. Du refused to cooperate with the force-feedings and frequently shouted "Falun Gong is good! Return the reputation of Falun Gong! Return the reputation of Master Li!"

(1)The small cell torture- The detainee is locked up in a very small cell individually. The guards handcuff practitioners behind their backs in a fixed position so that they can neither move nor lie down. The small cell is very damp and no sunshine comes in. Detainees have to urinate and defecate in the cell. Only half of a regular meal is served during the daytime. During the night, rats run around. The stench in the small cell is so bad that it is difficult to breathe.

(2)The bed board torture- Everyday, practitioners put their hands on top of their laps, with their backs straight and sit on benches 18 hours per day. This continued for over 50 days. The authorities even limited practitioners' uses of the restroom. Because of the long time spent sitting on hard benches, practitioners' buttocks grew big sores that were very painful. Practitioners could not even urinate normally because of the pain. Because the labor camp was very wet, the police would not allow practitioners to have air ventilation or the chance to get some sunlight, and practitioners were locked up for so long, countless red scabies grew all over their bodies, making them incomparably itchy and painful. Falun Gong practitioner Mr.Yang Xuehua (also known as Li He) in Zhuozhou City, Hebei Province was illegally arrested and tortured by police on September 11, 2006. His whereabouts were unknown for a while. Recently, it is reported that Yang Xuehua's whole body is paralyzed and he suffered a mental collapse from the torture. The police had to send him to Zhuozhou City Hospital for emergency treatment and spent more than 60,000 yuan for his care.

The policemen from the National Security Team in Zhuozhou City have been harassing and extorting money from Falun Gong practitioners and their families by all kinds of methods.

On October 26, 2006, the police officers of Baoding City and Zhuozhou City, Hebei Province arrested Falun Gong practitioner Li Lusheng from Matou Township and detained him for 13 days for loaning his car to the family members of another practitioner who had been detained at Balizhuang Labor Camp in Baoding City. The police didn't release Li Lusheng until they had extorted 7,000 yuan from his family members.

Recently, the police officers from Zhuozhou City National Security Team went to find practitioner Ms. Wang Huilan, claiming that Ms. Wang was released too soon last time after five days of detention, without permission from the National Security Team, and they were investigating this matter. This is another tactic the police officers use to extort money.
