Zhao Qian's mother, Wang Ying, 43, was an employee of the Xinhua Paper Factory in Hegang City. On November 23, 2001, the local police broke into her home, searched it, and took her away. They then detained her in Hegang City No. 2 Detention Center. At that time, Zhao Qian's father, Zhao Guoxin, had already died from being tortured.
