Dear Leaders of the Procuratorate of Jilin Province and the Procuratorate of Yanbian Area:

I am a 17-year-old high school student preparing to take the entrance exam for college. My dad, Zhang Peiqi, and my mom, Liu Meijun, were abducted and detained at Antu Detention Center because they refused to give up their belief in Falun Dafa. My mom was abducted on March 13, 2004. The police forcefully sent her to the Heizuizi Women's Forced Labor Camp without notifying her family members. When I asked about the whereabouts of my dad, I heard that he was taken away on March 20, 2004.

On March 21, 2004 the policemen Shen Jingzhu, Jin Zhenshan, Yu Xue, Gao Bo, and others from the National Security Brigade of the Antu Police Department hired thugs, Tian Guangming, and others to bring my dad to the Haigou Gold Mine of Antu County. They tied my dad on the Tiger Bench. Then they beat him with hard plastic pipes, put dog-feces into his nostrils, and poured cold water on him. Many times my dad lost consciousness, and his body was covered with injuries. Both of his legs were disabled due to the beating. He couldn't walk at all.

After Dad was abducted, one day I heard some policemen talking about him on a bus: "Zhang Peiqi is so firm, he was almost dead due to the beating." I'm so worried about him. I'm afraid that those policemen will "legally" beat him to death. When I went to the relevant authorities and begged them to let me visit Dad, they just passed my request along to various departments, but nobody took charge of it. When I questioned the officials, they threw me out of their office instead of giving me a reasonable excuse for not allowing me to see my dad.

With no other choice, I asked around about Dad everywhere I could think of. In the end, I learned that he was in the detention center, but Dad had suffered so many cruel tortures that both his legs were disabled. I know that Dad and Mom didn't do anything against the law. They practiced Falun Gong to obtain good health and to become good persons. Why should they be abducted, detained, and tortured?

On May 11, 2004 the People's Superior Procuratorate decided to hold a one-year special session to strictly investigate and punish crimes that impinge on human rights of citizens, such as illegal searches, extorting a confession by torture, collecting evidence with violence, abusing prisoners, and over-term detention. Because everybody should be equal with respect to the law, I would like to ask the government to give me a reason why my dad has to suffer this torture. The fact that policemen torture Dad is the same as extorting a confession by torture, forcefully collecting evidence, and abusing a prisoner. I'm waiting to see how the Procuratorate will handle this particular case.
