(Clearwisdom.net) Clearwisdom reporter Gu Anru reports: a document entitled "2002 Annual Tianhe District Street and Town '610 Office' Work Self-evaluation" from Guangzhou City, Guangdong Province finally made its way out of China. The form reminds me of the tragic story of two young women. This printed and stamped "work performance score sheet" (see photos) reveals the cause why tragedies keep taking place. It is also evidence of Jiang's group's "610 Office" systematic, widespread and sadistic persecution of Falun Gong practitioners in Mainland China.

A "2002 Annual Tianhe District '610 Office' Work Self-Evaluation"

This evaluation form gives us a glimpse into the organization and planning of the persecution, delineating details how it is to be carried out.

Because of Jiang's group's strict information blockade and its monopoly over the Chinese media, the majority of Chinese citizens do not have a sufficient and accurate understanding of the systemic nature and the degree of brutality and extensiveness of this persecution.

This form lists five items and 32 specific rules. The rules state whether points are to be added or deducted, specifically stipulating the standard of reward and punishment for the five items. Below are a few of these rules. From them we can see how the "610 Office" carries out Jiang's group's persecution policies.

Item 1: "Organization and Structure"

This item lists requirements for the set-up and actual operation of the grass -roots "610 Offices." For example, "[districts] with no '610 work group' will have three points deducted;" "[districts] that did not incorporate '610 Office' work into their agenda, or did not plan, study, deploy, examine, evaluate and conclude their '610 Office' work will have four points deducted (conference notes, written documents and various evaluation forms are considered proof).

Item 2: "Reporting"

This item aims to encourage and train grassroots "610" officers. For example, "[districts] that did not submit reports on "Statistics of Unreformed Falun Gong Practitioners" form will have three points deducted, and those who made mistakes or delayed in submitting the form will have one point deducted;" "those who failed to attend district '610 Office' meetings and training will have two points deducted, and those who arrive late and leave early will have one point deducted."

The so-called "reform" methods, forcing Dafa practitioners to give up their belief in Truth-Compassion-Tolerance through illegal detention, forced labor, torture, brainwashing and other coercive methods. The perpetrators call it "education and reform." They use the word "education" to cover up the vicious nature of the persecution, and is also an euphemism for brainwashing and torture.

Item 3: "Education and Reform"

This system's point value is worth 50% of the total points, the most point-heavy item on the form. The form clearly states that in the year of 2002, the "610 Office" system is making sure the grassroots work units are doing their job. These words appear in the form: "[Any work unit] that didn't make an education reform plan or didn't report it to the district "610 Office" will have five points deducted;" "[work units] that didn't organize and perfect their reforming team will have 15 pointes deducted." "According to Tianhe District's Street and Town Unreformed Falun Gong Practitioners Form, for every un-reformed Falun Gong practitioner the work unit will be deducted eight points;" "[work units] that were unable to trace and bring back Falun Gong practitioners in their precincts who have disappeared will have five points taken off for each person who disappeared and ten more points are to be deducted if an investigation plan and effort to capture them was not made."

Item 4: "Prevention and control"

There are eleven detailed rules under this item. Their chief purpose is to prevent Falun Gong practitioners from going to Beijing to appeal, to practice group exercises, and to make, distribute, post and broadcast Falun Gong truth clarification materials. For example, the item states "If Falun Gong practitioners in the precinct went to Beijing and caused trouble 15 points will be taken off;" "five points off for group gathering and exercises with three or more Falun Gong practitioners;" "five points off for hanging of large Falun Gong banners;" "three points off for incidents of large amounts of Falun Gong material made or distributed ('large amounts' means ten or more VCDs and 20 or more flyers);" "ten points off for broadcasting [radio or TV] of Falun Gong cases."

Item 5: "Propaganda and reporting"

This item is aimed to ensure that Falun Gong "cases" are reported and indicates useful tips how to carry out the persecution that are promoted and exercised. For example, the item states, "five points are deducted for the unfinished annual "610 Office" work investigational report or summary report."

Item 6: "Award points"

Other than point deductions, there are three items that dictate point rewards for "education and reform," "prevention and control" and "propaganda and reporting." For example, "From June 2002 to December 2002, street and town governments were rewarded five points for each reformed Falun Gong practitioner; one more point was rewarded for reforming the practitioner one month before the deadline;" "ten points were rewarded for finding a disappeared Falun Gong practitioner." Among the prevention and control items are "no point is deducted and five pointes are rewarded for such a street or town office that has performed well and prevented or stopped an incident [caused by Falun Gong practitioners];" "ten points are awarded for offices whose investigational or summary report is deemed exceptional by the city's "610 Office," and five more points if the provincial committee or provincial officials praise the article."

In the end, the Form states, "street and town offices, please fill out this form and return it to the district "610 Office" before December 25."

With orders from Jiang, this state sponsored terror organization brutalizes lives all over China

Tragedies took place throughout China in the five-year persecution against Falun Gong. People have gradually realized that the "610 Office" was behind many malicious incidents; that illegally established organization, implemented by Jiang's decree, to persecute Falun Gong.

At the No. 1 People's Hospital in Jintang County, Chengdu City, Sichuan Province, a young woman is in her third day of coma. She has received an intravenous injection as well as injection of drugs damaging to the central nervous system. She was injected with two doses of Valium [used for clinical depression] and one dose of Thorazine, a strong tranquilizer and psychotropic drug used in the treatment of psychiatric patients. Following the injections, she showed symptoms of severe drug poisoning. The doctor's diagnosis stated that she had only two to three more days to live. Her family begged the police to release her, but the police replied, "Only our superior can determine if she can be released; what we say doesn't count." The authorities for Jintang County's Detention Center inquired of the Chengdu City "610 Office" if she was to be released. The response was, "Just let her die at the hospital or detention center. Don't release her!" The young woman's name is Meng Xiao [a Falun Dafa practitioner]who was an employee/division head of the Chengdu Steel Factory. On November 19, 2003, police officers from the Chengdu City Riot Control Group and Jintang County Police Department arrested her. She was tortured and sent to a hospital. On January 8, 2004, she was sent to the No. 1 People's Hospital in Jintang County, and no one has seen her since. She was tortured to death at the hospital between January 8 and January 12, 2004, and her body was cremated before her family had a chance to see it.

The orders from "above" resulted in the death of an innocent woman. The orders were in fact from Chengdu City's "610 Office" in Sichuan Province.

Another young woman and Dafa practitioner Luo Zhixiang from Guangzhou City, Guangdong Province was a former engineer from the design office at Guangdong Province's Agricultural Construction Inc. Her household registration is in the Tianhe District where the Form is issued. Perpetrators from Tianhe District's "610 Office," the Xinghua Street "610 Office" and police department persecuted her for a very long time. She was arrested on November 22, 2002 and died on December 4, 2002 from results of the persecution. She was only 29 years old and three months pregnant.

Luo Zhixiang and her husband Huang Guohua were harassed for practicing Falun Gong, and the couple became homeless for over two years to avoid persecution. The perpetrators from Tianhe District's "610 Office" and the Xinghua Street Police Station went to Huang Guohua's hometown in Linqu County/Shandong Province from July 2002 to November 2002. On November 20, 2002, police abducted Luo Zhixiang and her husband Huang Guohua. The local "610 Office" members were the enforcers and nabbed them in their rented room in the Haizhu District, Guangzhou City. They were sent to the Haizhu District Detention Center where Luo Zhixiang held a hunger strike to protest the persecution. The perpetrators ignored the fact that Luo Zhixiang was three months pregnant and had been on a hunger strike for many days, and sent her to a brainwashing class against her will and coerced her to write the "Three Statements" [in which the practitioner claims to give up Falun Gong practice and other promises], and tortured her physically and tormented her mentally. Later, Luo Zhixiang became severely dehydrated and extremely weak and was sent to a hospital. Her family pleaded to take her home on bail, but their request was denied. She died on December 4, 2002.

During the period of Luo Zhixiang's husband unlawful detention, she was forced to live on the streets to avoid persecution. Nevertheless, the perpetrators from Tianhe District's "610 Office" and the Xinghua Street Police Precinct tried to arrest her. The perpetrators from the "610 Office" also held her birth permit [that allows her to legally have children]. They also harassed and ransacked the homes of her relatives and refused to promote them [in their jobs] as they were required to.

Some analysts have pointed out that Jiang's group's persecution of Falun Gong changed after the staged "self-immolation incident" took place in Tiananmen Square in January 2001. Before the incident took place, the government's goal was to block Falun Gong practitioners from going to Beijing to appeal, and their effectiveness in this undertaking was directly connected with their promotion and reputation as government officials. After the staged immolation incident, the persecution escalated drastically. The Chinese public showed increased resentment toward Falun Gong; local governments regarded "reform" of Falun Gong practitioners as an important component on their agenda and torture cases, both physical and mental, spiked all around the country due to the pursuit of a high "reform rate." The number of deaths as a result of torture also increased, including in labor camps, detention centers, prisons, police departments, mental hospitals, brainwashing classes and in the process of police pursuit.

Luo Zhixiang's death was the result of persons from the Tianhe District's "610 Office" carrying out the demands listed on the "2002 Annual Tianhe District Street and Town '610 Office' Work Self-evaluation," the result of the "610 Office" forcing Falun Gong practitioners to give up the practice of Truth-Compassion-Tolerance, and the result of Jiang's group using these "610" criminal institutions to carry out and perpetrate national terrorism in his annihilation policy of Falun Gong.

The sole purpose for establishing and operating these "610 Offices" in the past few years is to oversee and execute Jiang's annihilation policies against Falun Gong. The secret net cast by henchmen from the "610 Office," beginning with the central to local governments and trickling down into every segment of governmental organizations has enmeshed every corner of Chinese society, trapping them in the net that spells menace for countless Falun Gong practitioners and has also poisoned the minds of countless innocent people.

Persecution policies systemically carried out from the central to local governments

This Form issued by the Tianhe District "610 Office" was distributed to street and town offices on December 5, 2002. It serves as an end-of-year checklist. If it were an annual checklist, then, throughout the year, the "610 Office" would have to make and promote thorough plans; otherwise it would serve no purpose to use this detailed checklist at the end of the year. Since the local governments have always followed in the footsteps of the central government, it seems they obey in the same way when it comes to the persecution of Falun Gong. The notable difference is Jiang's persecution orders that have escalated in nature; in addition to the use of implication and connecting government officials' ability to carry out the persecution with their promotion and demotion, other things are now at stake. The persecution of Falun Gong is therefore more coercive.

There are 21 cities and over 100 districts, counties and county-cities in Guangdong Province. There are 10 districts and two county-cities in Guangzhou City. The Tianhe District is one of them. From the central and provincial government on down, these persecution policies are carried out in cities, towns, streets and other grass-roots administration bureaus.

According to verifiable statistics from the Clearwisdom website, we have learned through conventional channels that between July 20, 1999 and June 2004, at least 984 Falun Gong practitioners have died as a result of persecution, for their refusal to give up the practice of Truth-Compassion-Tolerance. These practitioners had lived in 30 provinces, autonomous regions and cities. How many "610 Offices" and their perpetrators have participated in the persecution?

In late October 2001, statistics from the Chinese government showed that the actual death toll among practitioners has reached 1,600. At least 6,000 practitioners have been sentenced to prison in violation of the Chinese constitution and hundreds of thousands of practitioners were sent to labor camps.

If it weren't for these coercive policies and administrative and monitoring departments and lie-filled propaganda, how could the persecution involve tens of thousands of people and be of such brutal nature?

Collect more material evidence

Jiang personally ordered the establishment of the "610 Office." He issued many secret orders such as, "Death of Falun Gong practitioners from beating is nothing and shall be counted as suicide;" "The body shall be directly cremated without investigating the person's identification;" "Defame their reputation, bankrupt them financially, destroy them physically." Luo Gan, executive head of the "610 Office" had frequently emphasized in different parts of the country to "strike hard" against Falun Gong. He also went to labor camps, prisons and detention centers to direct and monitor the persecution. The central "610 Office" had always used verbal orders and retrieved original documents to cover up their crimes and destroy evidence.

How can the pain be erased from the memory of tens of millions of Falun Gong practitioners and their families? How can countless evidence of crimes be destroyed? All perpetrators who participated in the persecution will be brought to a court of law, to justice, to the pages of history and into people's hearts.
