(Clearwisdom.net) Since Jiang's faction began persecuting Falun Gong in Mainland China in 1999, personnel in the Macao police system, under the Jiang faction's coercion, temptation, and deception through lies, have broken the law in the persecution of Falun Gong. Despite the policy of "One Country, Two Systems," and legal stipulations that guarantee freedom of belief and freedom of speech, these police officers have been taking a series of actions that violate the law and trample upon human rights, targeting Falun Gong practitioners in Macao. Their illegal acts include arbitrary checking of ID cards, placing practitioners under surveillance including monitoring, wiretapping and tracking practitioners, illegal entering of practitioners' homes to conduct searches, and illegally dragging practitioners to the police station and detaining them. All of these acts are in violation of the law. Over the past five years, these officers have never stopped their illegal harassment of Falun Gong practitioners. In response, practitioners have been unremittingly making a great effort to clarify the truth of Falun Gong and the persecution in China to people from all walks of life, including tourists and citizens of Macao. In addition, they are delivering a lot of truth clarification materials to the police departments, as well as clarifying the truth to them face to face. Many police officers and their superiors who have a conscience have changed their attitudes after learning the facts, and no longer interfere with practitioners' truth clarification activities. They only come to check the truth-clarification site as part of daily routine and then leave.

Recently, a construction project was started in front of the location where practitioners clarified the truth, and tourists coming to that area had to take a different route. Therefore, practitioners changed their truth clarification venue to a well-known tourist site that is visited by all tourists to Macao. The new site is under the jurisdiction of the No. 1 Police Precinct of Macao. In the past two months, the police station has sent plainclothes officers every day to take pictures and has posted special agent to stand nearby to monitor the practitioners. The practitioners kindly and patiently clarified the truth to them face to face, and gave them many truth clarification materials, asking them to bring them back to their offices to show their superiors and colleagues. Some police officers learned the truth and expressed their understanding and sympathy to the cause of Falun Gong, but said that they were only following orders from their superiors and that they had to monitor the practitioners. The chief officers of the police precinct closely follow the Jiang faction's persecution policy.

At noon on November 10, 2004, a practitioner was standing at the site, handing out flyers. There were several truth-clarification picture boards placed in an orderly fashion beside the plantings at the far edge of the sidewalk, well out of the way of pedestrians. Occasionally tourists passing by would stop and look carefully at the picture boards. Suddenly, a police car stopped, and seven to eight police officers jumped out of the car and rushed to the practitioner and surrounded her. One of the police officer rudely ordered the practitioner to immediately collect the picture boards, telling her that she should not display them at all in the future. He also threatened her saying that this was the first warning, and if the picture boards were seen to be displayed again, they would sue Falun Gong practitioner with the charge of "obstructing the street." The practitioner reasoned with them and explained to about them the persecution of Falun Gong in China and why Falun Gong practitioners clarify the truth to the public, and told them she hoped that they would not assist the evildoers to persecute Falun Gong. The practitioner told them that we would absolutely continue to clarify the truth to people. She said that if the police insisted that we not display picture boards there, we would carry them on our backs. The police then said that it was not allowed even if we carried the picture boards. They then accused the practitioner of obstructing the police in executing their duty and they forcibly searched and recorded the practitioner's identification number and her personal information and asked her to sign it, treating her as if she were a criminal suspect.

In the following few days, the police treated several more practitioners rudely, recording their identification numbers and ordering them not to display the picture boards. On November 13, the police once again obstructed practitioners from clarifying the truth. In this instance, the leading police officer pointed his finger in practitioners' faces to threaten them, and drove the practitioners away. They threatened that they would charge the practitioners with "obstructing the street." Some police officers even labeled the practitioners' peaceful truth clarification efforts as "disturbing the social order."

In the face of all this, Falun Gong practitioners have been kindly explaining the facts to the police, clearly making the following points: First, our action absolutely does not cause any obstruction to anybody, and therefore the charge of "obstructing the street" is groundless. Second, Falun Gong practitioners cultivate Truthfulness-Compassion-Tolerance; we strive to be the best people we can be. We absolutely don't do anything illegal or immoral. Third, our truth clarification activities are calm and peaceful and our intentions are completely good. What we are talking about are all facts that expose the Jiang faction's fabricating lies to persecute Falun Gong. Our activities are not politically motivated, nor do they oppose the government. We simply try to persuade people to be virtuous and to be good people, doing only good and not harming any individual or society as a whole. Accusing innocent Falun Gong practitioners with "disturbing social order" is a gross distortion of the facts. Falun Gong practitioners all over the world are involved in truth clarification; why have no practitioners in other countries been regarded as "disturbing social order?" Isn't Macao a free society under the policy of "One Country, Two Systems?" Since when has Macao been changed into being as autocratic as the Mainland, where authorities use all means to persecute Falun Gong practitioners?

We would like to advise those who follow Jiang's faction closely in the persecution of Falun Gong: do not tarnish the image of Macao by taking such illegal actions as suppressing human rights, attacking freedom of speech and freedom of belief. These acts are in opposition to our system of freedom and democracy. Even in the face of Jiang's faction utilized a quarter of the country's financial and material resources to persecute Falun Gong over the past five years, Falun Gong has not been eliminated; on the contrary, Falun Gong has spread into more than 60 countries throughout the world. Falun Gong practitioners' persistent truth clarification efforts have enabled more and more people to learn the facts about the persecution of Falun Gong and to recognize that Falun Dafa's "Truthfulness-Compassion-Tolerance" can bring blessings and peacefulness to the world. Jiang's persecution, based solely on lies, has been going down a dead end and can no longer sustain itself. Jiang Zemin, the prime culprit in the persecution of Falun Gong, has been sued by practitioners in many countries the world over.

Macao is a free society and a society ruled by law. Chief Executive of the Macao Special Administrative Region, Mr. Edmund Ho Hau Wah signed and issued a proclamation stating that the "Convention on the Prevention and Punishment of the Crime of Genocide" is applicable in Macao Special Administrative Region (No 4/2001 proclamation by Chief Executive), along with a series of international human rights laws. Regarding the crime of genocide, the first item in the "Convention on the Prevention and Punishment of the Crime of Genocide" clearly stipulates, "co-signing countries...accept to prevent and punish it." Jiang's faction has committed crimes of genocide, torture and crimes against humanity targeting Falun Gong practitioners in China. The crimes have directly or indirectly affected and harmed Falun Gong practitioners in Macao, such as causing them to lose their jobs, being discriminated against and unfairly treated, and it has placed them under huge mental pressure. Since the Macao government signed the international human rights law, it should be considered responsible to prevent and punish these kind of crimes and protect its citizens from being harmed by such crimes.

In actuality, no measures have been taken to prevent and punish these human rights abuses against Falun Gong practitioners in Macao, and no official protection has been provided for practitioners who have suffered from the persecution. On the contrary, personnel in the police force, being affected by Jiang's persecution policy, have been carrying out illegal deeds targeting Falun Gong practitioners over the past five years. Recently, they even used the excuse that practitioners were violating "administrative ordinances" to make trouble, roughly interfering with Falun Gong practitioners' peaceful and rational truth clarification activities. We are appealing in order to safeguard our legal rights. Doesn't the authorities' twisting of the law in fact violate the law and international human rights laws? When that day comes that the persecutors have to face the strict and impartial justice of the international courts, do you dare to say that your actions today targeting Falun Gong practitioners in Macao do not assist the evildoers in doing evil and violating the law? Aren't you committing crimes? Please consider this carefully.
