perpetrators in the persecution of Falun Gong, Jiang Zemin, Luo Gan, Liu Jing
and Zhou Yongkang, be brought to justice.

Falun Gong practitioners have been holding many activities at "Tiananmen Garden" in front of the Chinese Embassy in Washington DC over the past five more years. To demand the severe punishment of Jiang Zemin, practitioners usually hold banners reading, "Try the chief culprit, uphold justice and conscience," and "Jiang Zemin can't escape punishment for crimes against humanity and genocide." This time, different from previous activities, several dozen Falun Gong practitioners held a huge banner in both Chinese and English that conveys the clearr appeals, "Bring Jiang Zemin to Justice," "Bring Luo Gan to Justice," "Bring Liu Jing to Justice," and "Bring Zhou Yongkang to Justice."
The host of the rally, Dr. Huang, introduced the purpose of the activity. He said that Falun Gong does not have any political motives nor are we interested in power, but we will hold accountable of every guilty party in the persecution and expose their evildoings. Especially those who have committed exceedingly heinous acts will be exposed on various occasions. Jiang Zemin, Luo Gan, Liu Jing and Zhou Yongkang are these kinds of perpetrators.

Just over 20 days ago, during China's National Day (October 1), people on Tiananmen Square witnessed again an atrocity in which the police beat and arrested a Falun Gong practitioner. In the previous month, another 29 Falun Gong practitioners were verified to have died as a result of persecution. Then last month, we saw the young and beautiful Falun Gong practitioner Ms. Gao Rongrong's photo. Her face was severely disfigured from seven hours of electric baton torture simply because she practiced Falun Gong.
According to incomplete statistics, in the past five years since July 20, 1999, 1084 Falun Gong practitioners have died as a result of the persecution. The death cases are distributed in over 30 provinces, autonomous regions and municipalities. According to the Party's internal figures, by the end of October 2001, the death toll for detained Falun Gong practitioners had reached 1600. At least 6,000 Falun Gong practitioners have been illegally sentenced to prison. More than 100, 000 practitioners have been sentenced to forced labor, thousands of practitioners have been forcibly sent to mental hospital to be injected with drugs that damage their central nervous systems. Countless practitioners have been abducted to "brainwashing centers" in different areas to suffer mentally. Many more practitioners have suffered beatings, physical punishment and financial extortion by lawless executors of the law.
Crimes of Jiang Zemin, Luo Gan, Liu Jing and Zhou Yongkang Committee in the Persecution of Falun Gong
Ms. Xi, representative of the World Organization to Investigate the Persecution of Falun Gong introduced the crimes of the four perpetrators Jiang, Luo, Liu and Zhou in the persecution of Falun Gong. She said that Jiang Zemin personally conceived and escalated this persecution. He ordered the "610 Office" to carry out an annihilation policy against Falun Gong practitioners in China, including "defame their reputation, bankrupt them financially and destroy them physically;" if practitioners are "beaten to death it is nothing and shall be counted as suicide;" "cremate their body directly without identifying the person."
As Secretary of the Political and Legislative Affairs Committee of the Chinese Communist Party's (CCP) Central Committee, Luo Gan personally planned the defamation and framing of Falun Gong. He played a major role in the persecution. Ms. Xi said that Luo Gan used every speech he made at various meetings to incite political and judiciary departments to step up the persecution of Falun Gong. He personally went to various places to oversee the execution of persecution orders. Evidence shows that whenever Luo Gan conducted an inspection somewhere, the arrest, torture and death toll of Falun Gong practitioners in that area would increase drastically.
Ms. Xi also introduced the crimes of Liu Jing and Zhou Yongkang: Liu Jing is the head of the "610 Office" and as such also went to various places to direct the brutal persecution of Falun Gong. He and Luo Gan often went together to the Masanjia Forced Labor Camp to personally inspect the progress of the brainwashing efforts against Falun Gong practitioners. They also promoted throughout the province, and even to the whole country, the cruel methods that Masanjia had employed to torture Falun Gong practitioners, which caused pervasive, savage persecution to be employed in all detention centers, forced labor camps and jails throughout Liaoning Province and the rest of China. Liu Jing also personally helped plot and implement the staged "Self-Immolation incident in Tiananmen Square," as well as being responsible for the creation of propaganda to incite hatred against Falun Gong. Zhou Yongkang was the secretary of Sichuan Province's Party Committee and is currently the minister of public security. His hands have been stained with the blood of Falun Gong practitioners. During his tenure in Sichuan, he made Sichuan one of the provinces where Falun Gong is persecuted the most. At a meeting on December 9, 2003, Zhou Yongkang, who was just promoted as minister of public security, said at a meeting held with heads of the police system on various levels, "cracking down on Falun Gong is still the main task of the Chinese police system."
Falun Gong practitioner Mr. Wang stated while reading the statement: Today, Falun Gong practitioners' demand that Jiang, Luo, Liu and Zhou be brought to justice, is just sending a message to those who are still helping Jiang do evil things: perpetrators will be held responsible for their crimes. Excuses such as, "I was only following orders from higher above" will not exonerate them.
As revealed by insiders, higher level officials of the Party have secretly sent investigators to collect people's opinions and attitude of "610 Office," to prepare for making a policy to return innocence to Falun Gong. Dr. Huang said that regardless of whether they would return innocence to Falun Gong or not, we will hold accountable of every perpetrator who has abandoned their conscience and followed Jiang's faction for their personal interests. Over 40 lawsuits have been filed around the world against members of Jiang's faction. We believe that the main perpetrators in the persecution will definitely be put on trial in near future in China.
History repeatedly verifies that everyone will choose a role for themselves in the important events that affect their lives, and everyone will be responsible for their deeds. There are references in the present age: Milosevic and Pinochet were once extremely arrogant, but they had to pay the price for the atrocities they committed during their tenure in office. They have been put on trial by the people in their own countries. The Chinese people are facing the same choice.
