Dafa disciple Zhao Xilian worked in the Agriculture University of Henan Province, located in Zhengzhou City. In the beginning of September 2002, the head of her work unit kidnapped her by force and took her to the Shibalihe Women's Forced Labor Education Center in Zhengzhou, illegally forcing her to stay there for one year. During the one-year term, she suffered inhumane mistreatment and torture. Especially in March of 2003, she often suffered the torture of "tying the ropes,"* cruel beatings, and forced brainwashing. Only after she was tortured to the extent that she was emaciated did the center notify her working unit. The head of her working unit sent someone there, who took a look at her and then left. Later, Zhao Xilian was tortured to the verge of death, and the center sent her to the Henan Mental Hospital in Xinxiang City on April 9, 2003. After being notified, the head of her working unit called the mental hospital, approving to have Zhao Xilian be put there.

* Tying the Ropes - The police tie up the practitioner with a thin rope, circle the rope around his neck, and tie his hands behind his back. Then the police would use all the force they could muster to tighten the rope. The rope becomes tighter and tighter around the body of the practitioner, and makes it more and more difficult for him to breathe. The pain is so intense that the practitioner sometimes loses control of his bladder. There are instances when the rope was tightened enough to break a practitioner's arm.
