Since the end of June 2001, the Police Departments in Shandong Province (especially in Jinan City) have illegally monitored and arrested Falun Dafa practitioners under the pretext of all kinds of unwarranted reasons. They persecute practitioners at will without any lawful procedures, in accordance with President Jiang Zemin's order [in June of 1999, Jiang Zemin outlined a national program to persecute Falun Dafa]. Many practitioners have been sent directly to labor camps, where all have subsequently been sentenced to three years of forced labor. The police have applied many different means in persecuting Falun Dafa, including detaining practitioners, "education and rehabilitation through labor," "brainwashing," and sending practitioners to mental hospitals. Regardless of the methods they employ, their sole purpose is to illegally apply all kinds of vicious and cruel means to force the practitioners to give up their belief in "Truthfulness, Benevolence and Forbearance." In spite of the fact that it is becoming more and more known that many evil policemen have experienced retribution for their role in persecuting Falun Dafa, and such facts have awed the evil forces effectively, there are still some wicked ones who dare to test the "Fa" [law and principles] and who continue to put themselves at risk. What motivates them to behave in such an evil way and to do whatever they like?
Those evil policemen consider Falun Dafa practitioners and their families as people who are easily bullied. The true purpose for so many arrests is to extort money from the practitioners and from the companies they work for. Evil policemen arrest and persecute Falun Dafa practitioners so they can secretly make money for themselves and get bonuses from their superiors. Through their evil actions, they benefit in terms of both fame and wealth.
In order to collect as much money as possible, individual policemen essentially establish their own despotic system whereby they manipulate those former practitioners who have been successfully brainwashed and "enlightened" along an evil path. They instruct these former practitioners to deceive the steadfast practitioners, to lead them to also "enlighten" along an evil path and to make them fall. For every practitioner who falls, the police collect 3,000 Yuan RMB as a "transforming" fee from their family [Note: 500 Yuan equals approximately one month's salary for an average urban worker]. Those practitioners who remain determined in practicing Falun Dafa are beaten badly and tortured cruelly. The main purpose of such treatment is to continue amassing money by receiving bribes from the practitioners and their families. Due to the brutal methods employed, many practitioners' families can't endure their relatives being tortured and are forced to give the policemen money and goods after being hinted that they should pay for releasing their relatives (most of them have to give about 10,000 Yuan to all of the different levels of officials who are in charge.) Even after this, the evil policemen still do not release the practitioners and force them to write a so-called "guarantee letter" [not to practice Falun Dafa.] They then force a practitioner's family to send 10,000 Yuan or more as a so-called "guarantee fee" before they release him. After a while, the police will go to the practitioners' homes again and threaten and disturb them and their families. Therefore many practitioners become destitute and homeless.
According to inside information, in July alone there have been more than 100 practitioners who have been illegally arrested and taken to the Shandong No. 1 Labor Camp located in Jiangshuiquan, Jinan City. All the subdivisions in Jinan City have set up brainwashing classes, and have detained practitioners and forced them to pay exorbitant fees of around 20,000 Yuan. Many practitioners remain in detention, where they are enduring different degrees of persecution and oppression.
Based on reliable sources, a brainwashing center has been set up near the Liuchangshan Labor Camp in Jinan City. There are plans to arrest groups of practitioners for brainwashing before the Chinese National Day. Practitioners who continue their belief in Falun Dafa will be sent to the labor camp.
Many businesses in Jinan City are suffering from economic depression. Many jobless workers are struggling at the poverty line. Jiang and his accomplices are taking ordinary working people's hard-earned money to feed this group of wicked beings, inciting them to persist in their evil deeds and bully the kind people. All of the crimes of these evil policemen will be exposed.
