(Minghui.org) Several Canadian Members of Parliament (MPs) recently said they support the U.S. Falun Gong Protection Act, which was unanimously passed in the U.S. House of Representatives on May 5, 2025. The bill, which, to become law, must also be passed by the Senate and signed by the president, urges the U.S. government to sanction individuals involved in organ harvesting and their accomplices.
The bill would impose economic and visa sanctions against individuals involved in forced organ harvesting in China. These Canadian MPs agree that other countries should adopt similar legislation.
“We want to see legislation like this adopted throughout the world, because the goal of ending Canadian complicity in organ harvesting is important,” said MP Garnett Genuis, co-chair of the Parliamentary Friends of Falun Gong. “We want to have a situation where nobody is involved in organ harvesting, so people are protected.”

S-223, an act to amend the Criminal Code and the Immigration and Refugee Protection Act (trafficking in human organs), was passed by the Canadian Parliament on December 14, 2022. This was considered a major legislation for Canada in targeting organ harvesting. MP Genuis, who introduced the act, talked about this at a May 28 rally to celebrate the 33rd anniversary of Falun Gong’s introduction to the public in 1992. “We finally were able to pass legislation that made it a criminal offense for someone to go abroad and receive an organ taken without consent,” he said.
“But the work is not done. We can work with partners around the world to have similar legislation adopted in other jurisdictions and work with provincial and territorial leaders to ensure the full implementation of measures to prevent any kind of Canadian complicity in forced organ harvesting and trafficking.
“And, of course, all of our leaders must call for an end to the persecution of Falun Gong. I repeat that call today for an end to persecution of Falun Gong and for the rights and freedoms guaranteed in the Universal Declaration of Human Rights, Article 18, freedom of religion and belief, to be protected inside China and throughout the world.”
MP Michael Cooper, Canada’s Shadow Minister for Democratic Reform, also commended the U.S. Falun Gong Protection Act. He said the Canadian government needs to do more. He’s been urging the government to sanction Chinese Communist Party (CCP) officials who persecute Falun Gong similar to what is described in the U.S. Protection Act.

At the rally on May 28, he said, “The crimes that have been committed against Falun Dafa practitioners embody the evil of the Chinese Communist regime, crimes including mass arrests, torture, forced labor, and forced organ harvesting on a mass scale. The crime of forced organ harvesting is well documented. Indeed, the International Tribunal’s investigation report on forced organ harvesting pointed out in detail that this is occurring on a large scale and that Falun Dafa practitioners are the primary targets.
“So we have to stand up. As a Member of Parliament, I will go, as I have for years, into that chamber, to stand up and speak out in support of Falun Dafa. We need to call on the government to do more to stand up to the Beijing regime, to impose sanctions on Chinese Communist Party officials who are responsible for these gross human rights violations. And we need to see that there is accountability, that there is justice at the end of the day,” he added.
MP James Bezan, Shadow Minister for National Defence in Canada, agrees forced organ harvesting by the CCP is illegal and frightening and that it needs to stop.
“I was proud to propose the Magnitsky Act in the House of Commons and work with my colleague at that time, Senator Reynold Anderchuk, to make sure that those gross human violators who are abusing their positions of power in countries around the world, including in Beijing, must be held accountable,” said MP Bezan at the event on May 28. “There is no reason why those bureaucrats, doctors, and corrupt business people should be able to bring their families and their wealth to Canada and use us as a safe haven when they have profited from the torture and the atrocities taking place in the persecution of Falun Dafa.”
Liberal MP Kevin Lamoureux, an advocate for S-223 (the act to amend the Criminal Code and the Immigration and Refugee Protection Act—trafficking in human organs), also supports the Falun Gong Protection Act. He is disturbed by the human rights violations in China, and has tried to help stop it.
“I've always had the opportunity to table petitions in Parliament on behalf of Falun Gong, and I look forward to being able to continue to work with the leadership on what I know is very, very important human rights,” he added.
Twenty-six years have passed since the CCP began to suppress Falun Gong in July 1999. During these years, practitioners have been severely persecuted for their belief in Truthfulness-Compassion-Forbearance. We hope more people will step forward to help raise awareness to U.S. Senators and other elected officials so that the Falun Gong Protection Act can become law.
