(Minghui.org) A total of 63 cases of Falun Gong practitioners sentenced to prison for their faith were reported in November 2025, including 57 cases that took place in 2025 and 6 in earlier years. The delay in reporting is due to the information censorship in China under the communist regime, which made it difficult for Minghui correspondents to collect, verify, and report the data in a timely manner.
The sentenced Falun Gong practitioners came from 13 provinces or centrally-controlled municipalities. Hebei and Shandong both had the most cases of 11, followed by 10 cases in Hunan and Liaoning each. Heilongjiang registered 6 cases. Sichuan and Jilin each had 4 cases. Henan reported 2 cases. The remaining 5 regions, including Beijing, Hubei, Inner Mongolia, Yunnan, and Chongqing, each had 1 case.
The practitioners were aged 43 to 85 at the time of their sentencing, including 1 in her 40s, 7 in their 50s, 15 in their 60s, 8 in their 70s, and 1 in their 80s. They came from all walks of life, including engineers, teachers, doctors, bus drivers and farmers. The shortest prison term was six months and the longest term was 7 years. A total of 31 practitioners received three years or longer.
The following are details of select sentencing cases.
Ten Falun Gong practitioners in Changde City, Hunan Province, were sentenced to prison for their faith on November 12, 2025. Their appeals are pending.
Ms. Wang Xiaoqun, 76, was sentenced to 5 years and fined 8,000 yuan.Ms. Li Dongzhi was sentenced to 4 years and fined 6,000 yuan.Mr. Li Weiyun and Ms. Yin Hong, 54, were sentenced to 3 years and 9 months and fined 6,000 yuan.Ms. Liu Xianju, 64, and Ms. Yao Zhou, 53, an employee of the Wuling District Tax Bureau, were both sentenced to 3 years and 6 months and fined 5,000 yuan.Ms. Yang Biqiong, 73, was sentenced to 3 years and fined 5,000 yuan.Mr. Yang Guiming was sentenced to 2.5 years with 3 years probation and fined 4,000 yuan.Ms. You Chuyun was sentenced to one year with 1.5 years of probation and fined 2,000 yuan.Ms. Dong Mingfang was sentenced to 9 months with one year of probation and fined 1,500 yuan.
The 10 practitioners were among the over 30 locals arrested during a police sweep between 5 and 7 a.m. on November 30, 2023. Their homes were also ransacked. They appeared in the Taoyuan County Court on November 12, 2025 and were convicted at the end of the trial.
Prior to their latest sentencing, some of the practitioners have been repeatedly targeted for their faith in the past 26 years, spending decades behind bars.
Ms. Wang, a retired employee of the Changde City Bureau of Commerce, served two labor camp terms totaling 4 years. She was also sentenced to 7.5 years on May 18, 2006, four years on July 21, 2016 and 3.5 years on July 28, 2020, all by the Wuling District Court. She was released on March 23, 2023, only to be arrested eight months later and sentenced to another 5 years. Her total labor camp terms and prison sentences add up to 24 years.
Ms. Liu was arrested during a police sweep on December 16, 2009. She was later sentenced to ten years by the Changde City Court on November 4, 2010.
Ms. Yin used to work in a bank, but was later fired for upholding her faith. She was sentenced to 8 years on May 18, 2006 and 4 years on July 21, 2016, by the Wuling District Court.
Beizhen City, Liaoning Province: Six Falun Gong Practitioners Sentenced to Prison
Nearly 40 Falun Gong practitioners in the greater Jinzhou region, Liaoning Province, were arrested on June 3, 2025, and six have been sentenced to prison with terms ranging from eleven months to two years.
The six practitioners, all from Beizhen City, under the jurisdiction of Jinzhou, were held at the Jinzhou City Detention Center after their arrests. Ms. Han Yanwen was given two years; Ms. Miao Guijun was sentenced to thirteen months; and Ms. Tian Xiufen, Ms. Zhao Chunyan, Ms. Li Shuzhen, and Ms. Wang Yulan each received eleven months. Details about their indictment, trial, and sentencing aren’t clear.
Six Hebei Residents Sentenced in Shandong Province
Six Dongguang County, Hebei Province residents were recently sentenced in Shandong Province, because they practice Falun Gong.
Ms. Li Zhenying was sentenced to four years. Ms. Cheng Guijun and Mr. Yu Yongli both received three years. Ms. Zhang Wenping was sentenced to two years. Mr. Men Bingcheng was given one and a half years. Ms. Song Guifen was sentenced to one year. They were also fined between 3,000 and 10,000 yuan. Five of them (names unknown) have appealed the verdicts.
The six practitioners were arrested on June 19, 2024, after police in neighboring Ningjin County, Shandong Province discovered that they went to the local community fair in their jurisdiction, to talk to people about Falun Gong. The police monitored them for six months before arresting them.
The practitioners were held at the Dezhou City Detention Center in Shandong Province. Dezhou oversees Ningjin.
The Ningjin County Court held three hearings, on April 18, August 12 and 13, 2025. During the first hearing, all five family defenders were blocked by the bailiffs from entering. The lawyer representing Ms. Zhang was also stopped at the gate, as he was waiting for one of the family members.
With no other way to stop the hearing, the practitioners’ families decided to dismiss the lawyers (except for the lawyer who represented Ms. Zhang, as he wasn’t allowed to enter the courtroom).
During the second and third hearings in August, five of the practitioners testified in their own defense and five of their lawyers also entered not guilty pleas for them.

85-Year-Old Retired Engineer Sentenced to Three Years
An 85-year-old man in Harbin City, Heilongjiang Province, was taken to the Fuyu County Detention Center on a stretcher on November 6, 2025, likely to serve a three-year term given earlier this year for his faith in Falun Gong.
Mr. Cao Shibin is a retired senior engineer with over 40 years of experience in designing and developing small arms and light weapons. He was initially arrested in January 2025 for writing the executive of Fuyu County, urging him not to follow the communist regime in persecuting Falun Gong. A local court sentenced him to three years with a 10,000-yuan fine at an unknown time.
A group of police officers and medical workers broke into Mr. Cao’s home on the morning of November 6, 2025. They carried him away on a stretcher, despite his dangerously high blood pressure (systolic pressure reading at 190 mmHg). The police called his family early that evening, saying that he had been admitted to the Fuyu County Detention Center. His family hasn’t received any other updates about him since.
Internist Gets Third Prison Term, in Serious Condition While Her Appeals Case Is Pending
An internist in Haicheng City, Liaoning Province, was sentenced to three years on October 23, 2025, because she practices Falun Gong. While awaiting the results of her appeal case, Dr. Zhao Junfang developed life-threatening conditions and her family is very worried about her.
Dr. Zhao, 63, was arrested on May 28, 2025. She has been held at the Anshan City First Women’s Detention Center since then. Her family learned in July 2025 that she developed high blood pressure while in custody, with her systolic reading reaching 213 mmHg at one point.
The police submitted the case to the local procuratorate on July 23, 2025. Dr. Zhao’s lawyer requested she be released, but his request was rejected by the police officer in charge and the detention center director. She was indicted on August 18, 2025.
During a visit with her lawyer, Dr. Zhao said that she bled on three occasions and she was taken to an outside hospital for examination. The doctors said she had severe HPV infection and recorded a systolic blood pressure reading of 226 mmHg.
Dr. Zhao stood trial at the Lishan District Court on October 21, 2025. Her family was shocked when they were told of her health. They rushed to the detention center after the hearing to request a copy of her medical records and to demand she be released on bail. A guard said that one must have had the medical condition for at least six months before a bail request could be considered.
The family asked to see detention center officials. A guard said the higher-ups were having a meeting and couldn’t meet with them. They waited for more than two hours and were still unable to talk to anyone in charge.
Dr. Zhao was sentenced to three years on October 23, 2025. She appealed with the Anshan City Intermediate Court and the case was registered on November 11.
Dr. Zhao’s family learned that her systolic blood pressure reading rose to 236 mmHg. She also experienced numbness in one part of her body and her mind felt foggy.
Prior to her latest sentencing, Dr. Zhao served two prison sentences for her faith, totaling eight years.
Woman Suffers Stroke in Custody and Gets Third Prison Sentence for Her Faith
Ms. Fu Yunping, a native of Longjiang County, Heilongjiang Province, who moved to Taizhou City, Zhejiang Province, for work, was sentenced to one year and nine months in Taizhou.
Ms. Fu was arrested on April 7, 2025, after being reported for talking to someone about Falun Gong. The police raided her home and found only a media player with Falun Gong’s lectures in it. To collect more “evidence” against her, they interrogated all of her coworkers at a hotel and demanded to know whether she had said anything to them about Falun Gong.
Ms. Fu was put under criminal detention the day after her arrest and taken to the Taizhou City Detention Center. The Taizhou City Procuratorate approved her arrest in mid-May 2025 and forwarded her case to the Shujiang District Court.
The detention center called Ms. Fu’s family on June 19 to say that she’d had a stroke and was being treated at the hospital. When her family visited her, she was unable to move one side of her body or speak. She was tied up in the bed, but seemed to have a clear mind.
Ms. Fu’s family applied to have her released on bail, but the judge in charge of her case denied their request.
Ms. Fu appeared in the Shujiang District Court on August 5, 2025. Her lawyer entered a not guilty plea for her. The judge later returned her case to the procuratorate for additional evidence before holding another hearing on October 11, 2025.
Minghui.org confirmed in November 2025 that Ms. Fu has been sentenced to one year and nine months.
For upholding her faith in Falun Gong, Ms. Fu was sentenced to three years in prison in 2014 and again to three years in 2021. She was last released from the Heilongjiang Province Women’s Prison in May 2024, only to be arrested again less than a year later and sentenced to another prison term.
Beijing Woman Sentenced to 5.5 Years, Struggles with High Blood Pressure
Ms. Zhang Baoling, of Beijing, was sentenced to five and a half years in late July 2025. Her appeal was rejected on October 24. Due to her poor health, she is currently serving time at home.
The wrongful conviction of Ms. Zhang, around 61, stemmed from her arrest on June 19, 2022, after she was reported for distributing Falun Gong informational materials. She was held in the Dahongmen Police Station for 36 hours before she was released on bail.
The Fengtai District Procuratorate called Ms. Zhang on June 5, 2023, and ordered her to report to them in two days. She did not go because she was visiting her sick brother in their hometown.
The police arrested Ms. Zhang on February 23, 2024, on the grounds that she had violated a condition of her bail by visiting her brother. She did not eat when offered dinner that night. When the police took her to a hospital for a physical exam, her blood pressure was 214/115 mmHg.
Due to her persistent high blood pressure, the detention center refused to admit her and she was released on bail at 2:30 a.m. on February 24, 2024.
The police submitted Ms. Zhang’s case to the Fengtai District Procuratorate in July 2024 and she was indicted around November 2024.
Ms. Zhang stood trial at the Fengtai District Court in late January 2025. The prosecutor slandered Falun Gong saying it was an evil cult but failed to produce any evidence to prove his claim. Ms. Zhang reminded everyone that no law in China has ever criminalized Falun Gong or labeled it a cult. The judge banged his gavel to stop her from speaking.
The prosecutor accused Ms. Zhang of breaking the law but the video “evidence” he played in court had no images, and did not show Ms. Zhang doing anything illegal.
Ms. Zhang’s lawyer also defended her constitutional right to freedom of belief.
The judge held a second hearing on March 13, 2025, before sentencing Ms. Zhang to five and a half years in late July.
The Beijing Intermediate Court summoned Ms. Zhang on October 24, 2025, and announced that her appeal was denied. There was no appeals hearing. She was then taken to a hospital for a physical exam before she was driven to a detention center. Due to her poor health, she was denied admission and allowed to serve time at home.
A 62-year-old woman in Songming County, Yunnan Province received a verdict on September 29, 2025 stating that she was sentenced to two years and fined 5,000 yuan for her faith in Falun Gong.
Ms. Xu Chunfeng’s prison sentence was triggered by her use of banknotes printed with Falun Gong messages to purchase goods at a farmer’s market on March 28, 2024. [Due to strict information censorship in China, Falun Gong practitioners use novel channels to raise awareness about the persecution, including printing information on paper currency.] She was arrested at home at midnight on April 25, 2024. The police confiscated her Falun Gong books, music players, flash drives, and video players. Her daughter and son-in-law, who share the same residence with her and do not practice Falun Gong, were also arrested.
The three family members were taken to the police station for interrogation. Ms. Yang’s daughter and son-in-law were released hours later. She was brought to the Chenggong District Police Department.
Starting at 8 a.m. on April 26, 2024, the police interrogated Ms. Xu for about five hours. They forced her to sign interrogation records. After that, she was taken to the Xinhua Hospital for a physical exam. By the time she was driven to the Kunming City Detention Center, it was already past 10 p.m. As her physical exam indicated she was unfit for detention, she was denied admission.
The police brought Ms. Xu back to the Xinhua Hospital for a re-examination. The results were the same and the detention center declined to admit her again. The police requested a third physical exam of Ms. Xu. As it was 2 a.m. on April 27, 2024, he took her back to the police department.
After day broke, the police drove Ms. Xu to a different hospital for a third physical exam. The doctors there recommended immediate hospitalization. But the officer asked the doctors to give Ms. Xu injections and pills so that he could get her admitted to the detention center. The doctors warned him that Ms. Xu was experiencing severe diabetes and in serious condition.
The police ignored the doctors and drove Ms. Xu to the detention center, which still refused to admit her. He had no choice but to take her back to the police department. He consulted his supervisors and released Ms. Xu on bail. Her daughter was summoned to the police department to pay the 2,000 yuan bail bond and sign the paperwork as her guarantor.
During her three days of detention (April 25-27, 2024), the police did not given Ms. Xu any food. After she was released, the judicial bureau workers and the local police kept harassing her at home.
The police called Ms. Xu’s daughter on July 16, 2024 and ordered her to notify her mother to report to them or they’d take her back into custody. Ms. Xu went and was given a notice saying she had been indicted. Her case was forwarded to the Yiliang County Court the next day.
Ms. Xu stood trial on September 23, 2025. A court-appointed lawyer represented her. No spectators were allowed at the hearing. The presiding judge asked if Ms. Xu admitted her “guilt,” and she replied that she broke no law in exercising her constitutional right to freedom of belief. The judge instructed the bailiff to remove Ms. Xu’s microphone to stop her from talking. He then banged the gavel to end the hearing, which lasted less than 20 minutes.
Ms. Xu received a copy of her guilty verdict in the mail on September 29, 2025. It is unclear when she will be taken into custody to start serving time.
Twice Jailed for 11 Years, 60-Year-Old Woman Sentenced to Another Five Years
Ms. Zhong Fangqiong, a 60-year-old former transport company owner in Chengdu City, Sichuan Province, was sentenced to five years and fined 10,000 yuan by the Xindu District Court on November 18, 2025.
Since the onset of the persecution of Falun Gong in July 1999, Ms. Zhong has been arrested and detained numerous times for upholding her faith. She was given a one-year labor camp term following an arrest on June 14, 2000, for writing an article exposing the persecution. She endured brutal torture at the Nanmusi Women’s Forced Labor Camp and had her term extended by three months.
Ms. Zhong also served two prison terms totaling 11 years, including a seven-year term from September 2007 to September 2014 and another four-year term from October 2016 to October 2020.
Ms. Zhong moved in with her brother after she completed her second prison sentence in 2020. The police, government officials, and community members kept harassing her at her brother’s home.
To avoid further harassment, Ms. Zhong went into hiding, only to be arrested on July 7, 2024, and sentenced again a year later.
After 13 Years Behind Bars, Liaoning Native Sentenced to Another 4 Years in Guangdong Province
Mr. Jiang Yuntian, 58 and of Guangzhou City, Guangdong Province, was arrested on July 12, 2024, after he posted information about Falun Gong on Kuaishou (a TikTok-type social media platform). The police put him in the Conghua District Detention Center. He was repeatedly denied bail and his mother was so distraught that she died on September 20, 2024, unable to see her son one last time.
The Liwan District Court sentenced Mr. Jiang to four years at an unknown time. He appealed with the Guangzhou City Intermediate Court, which ruled to uphold his original vedict.
This is not the first time that Mr. Jiang has been targeted for his faith. He previously served a three-year forced labor term and a ten-year prison term while living in Dalian City, Liaoning Province.
While held at the Dalian Labor Camp, Mr. Jiang was stripped naked and shocked with four electric batons simultaneously for more than one hour. He passed out and the guards poured cold water on him. After he came to, they continued the electric shock torture. A guard shocked him on his private parts and laughed at his suffering.
Mr. Jiang had injuries all over his body as a result of the electric shocks. The web between his right thumb and index finger was deteriorated; there was a small hole on his right ring finger and two holes on his lower back; and the area behind his ear was burned. He has scars on his body to this day.
Sichuan Woman Secretly Sentenced to Three Years
Ms. Yu Xiuqiong, of Chengdu City, Sichuan Province, was sentenced to three years on October 19, 2025. Her family never received any updates about her case, and they don’t know if a trial ever took place.
Ms. Yu, in her 50s, talked to a young man about Falun Gong on the afternoon of August 20, 2024. He took photos of her and reported her to the police. While she managed to escape, she was arrested at home the next day. Her Falun Gong books, informational materials, and several thousand yuan in paper bills with Falun Gong information printed on them were confiscated.
Ms. Yu was taken to the Pi County Detention Center for 15 days of criminal detention. The police issued a formal arrest warrant after 15 days and submitted her case to the Xindu District Procuratorate in December 2024. She was indicted in July 2025 and sentenced by the Xindu District Court on October 19, 2025.
Chongqing Woman Secretly Sentenced to 18 Months
Ms. Zhong Qingju, a 63-year-old Chongqing resident, was arrested on December 3, 2024 after being reported for distributing informational materials about Falun Gong. The police raided her home and confiscated her Falun Gong books, computer, printer, and other personal items. Her family was kept in the dark of her detention location and didn’t find out that she was held at the Kaizhou District Detention Center until late January 2025.
Ms. Zhong’s family didn’t receive any other updates about her case for another ten months. They confirmed in November 2025 that she was tried by the Kaizhou District Court on April 12, 2025 and sentenced to 18 months. But they still don’t know details of her prosecution and where she is currently detained.
Arrested While in Displacement, Jilin Woman Secretly Sentenced to 3.5 Years
A woman in Jiaohe City, Jilin Province has been sentenced to 3.5 years for practicing Falun Gong, Minghui.org learned in late November 2025.
The ordeal of Ms. Wang Xiulian, in her 60s, was arrested on October 27, 2023 at another practitioner’s home. During interrogation at the police station, one officer rolled up a stack of paper and hit her in the head. She was forced to admit that she distributed over 50 Falun Gong booklets (it’s not clear whether she actually did). She was released on bail the next evening due to her poor health.
Ms. Wang was summoned by the Shulan City Procuratorate in November 2024. To avoid being sentenced, she went into hiding days later. After living in displacement for over six months, she was arrested around July 10, 2025 in the Guangxi Zhuang Autonomous Region, which is over 2,000 miles away from Jiaohe. She was escorted back and held at the Jilin City Detention Center.
The local procuratorate indicted Ms. Wang and the local court sentenced her to 3.5 years. Her family were kept in the dark of any details regarding her sentencing.
