Once Jailed for 3.5 Years, Shandong Man Sentenced to 4 Years by Jiangsu Court for Practicing Falun Gong

(Minghui.org) A Qingdao City, Shandong Province, resident was admitted to the Suzhou Prison in Jiangsu Province on October 24, 2025, to serve a four-year term for his faith in Falun Gong.

Mr. Li Qing was arrested at his hotel on March 24, 2023, while visiting a tourist attraction in Yangzhou City, Jiangsu Province. Officers from the Shugang Police Station targeted him after surveillance cameras recorded him distributing Falun Gong informational materials the day before. He suspected that someone may have reported him to police who then checked the surveillance videos to identify him.

The police searched Mr. Li and found four flash drives containing information about Falun Gong. They measured his blood pressure and that of his wife, Ms. Zhang Lingli (a retired teacher from Qingdao University). His blood pressure was 230/140 mmHg and his wife’s was 210/105 (a normal range is 120/80 or lower). The police measured a few more times and the couple’s blood pressures remained dangerously high.

The local detention center in Yangzhou City refused to admit the couple and they were released on bail on March 26, 2023. Four agents, including officer Chen, escorted the couple back to Qingdao and ransacked their home.

On April 26, 2023, officer Chen and two people from the Jiangdu District Procuratorate in Yangzhou City came to the couple’s home to depose them. Mr. Li was not there and Ms. Zhang, who is also a Falun Gong practitioner, urged them not to participate in the persecution. They said they were not going to take her back to Yangzhou but her husband must report to them because he was deemed a “repeat offender” (he was previously sentenced to three and a half years for practicing Falun Gong). It was unclear whether he was taken to Yangzhou after the police visit.

The Jiangdu District Court in Yangzhou City sentenced Mr. Li to four years at an unknown time and Yangzhou police traveled to Qingdao on October 23, 2025, to take him back into custody. He was admitted to the Suzhou Prison the next day.

Mr. Li was previously arrested in 2010 and sentenced to three and a half years. While serving time at the Shandong Province First Prison, he was brutally tortured and his health deteriorated. On June 4, 2012, his systolic blood pressure was over 200 mmHg, but division head Li Wei still deprived him of sleep that night. He was later rushed to the police hospital and found to have diabetes. His eyesight declined due to diabetes. In July 2013, he was admitted to the same hospital again but kept in a psychiatric ward even though he did not have a mental illness.
