(Minghui.org) Falun Gong practitioners in 45 countries recently submitted another list of Chinese Communist Party (CCP) officials who persecuted Falun Gong and practitioners to individual governments before Human Rights Day, December 10, 2024. Because these officials participated in this persecution, practitioners requested that they, along with their family members, be barred from entry and that their assets be frozen.
These 45 countries include The Five Eyes (United States, Canada, United Kingdom, Australia, New Zealand), all 27 countries in the European Union (EU) and 13 countries on other continents. The EU countries are Germany, France, Italy, Spain, Netherlands, Poland, Sweden, Belgium, Ireland, Austria, Denmark, Romania, Czechia, Finland, Portugal, Greece, Hungary, Slovakia, Bulgaria, Luxembourg, Croatia, Lithuania, Slovenia, Latvia, Estonia, Cyprus, and Malta. The remaining 13 countries are located in Asia, Europe, and the Americas: Japan, South Korea, Indonesia, Switzerland, Norway, Liechtenstein, Israel, Mexico, Argentina, Colombia, Chile, the Dominican Republic, and Paraguay. This was the first time Paraguay has joined the list.
The CCP’s persecution of Falun Gong has continued for 25 years and the regime recently escalated its control overseas. According to a report recently published by the World Organization to Investigate the Persecution of Falun Gong (WOIPFG), the CCP highlighted a goal in a May 2024 meeting organized by the Ministry of Public Security, “Pay special attention to the cooperation between Falun Gong and Western politicians to sanction high-level Chinese leaders. Stop such behavior at all costs.”
Similar to previous submissions, the new list includes individuals involved in the persecution from various professions across regions. They include:
* Zhang Qingwei (张庆伟): Member of the 20th Central Committee of the CCP, Vice-Chairman of the Standing Committee of the 14th National People’s Congress. In the past, Zhang was the General Manager and Secretary of the CCP Standing Committee at China Aerospace Science and Technology Corporation, Deputy Secretary of the CCP Standing Committee, the Governor of Hebei, Secretary of the Heilongjiang Provincial Party Committee and Chairman of the Standing Committee of the People’s Congress in Heilongjiang, Secretary of the Hunan Provincial Party Committee, and Chairman of the Standing Committee of the People’s Congress in Hunan.
* Wang Shujiang (王树江): Party Secretary and President of the Sichuan Provincial High People’s Court. Wang was Deputy Chief Judge of the First Criminal Tribunal of the Heilongjiang Provincial High People’s Court, Member of the Trial Committee of the Heilongjiang Provincial High People’s Court and Chief Judge of the First Criminal Trial Tribunal, Party Secretary and President of the Intermediate People’s Court of Daxing’anling Prefecture, Member of the Party Group and Vice President of the Heilongjiang Provincial High People’s Court, Executive Vice President and Deputy Secretary of the Party Group of the Heilongjiang Provincial High People’s Court, and Member of the Provincial Party Committee’s Political and Legal Affairs Commission.
* Zhang Anshun (张安顺): Deputy Secretary of the Heilongjiang Provincial Party Committee and Secretary of the Education Work Committee of the Provincial Party Committee. In the past, he was Mayor and Municipal Party Committee Secretary of Tonghua City, Member of the Standing Committee of the Jilin Provincial Committee and Secretary of the Yanbian Korean Autonomous Prefecture Committee, Member of the Standing Committee and Secretary-General of the Jilin Provincial Committee, Member of the Standing Committee of the Heilongjiang Provincial Committee, Secretary of the Political and Legal Affairs Committee, Member of the Standing Committee of the Heilongjiang Provincial Party Committee, and Secretary of the Harbin Municipal Party Committee.
* Cui Yonghong (崔永洪): Party Secretary and Director of Heilongjiang Provincial Department of Justice; First Political Commissar of the Provincial Prison Administration Bureau. He was a Member of the Standing Committee, Secretary of the Discipline Inspection Commission of Daqing Municipal Party Committee of Heilongjiang Province, Member of the Standing Committee and Secretary of the Discipline Inspection Commission, and Director of the Municipal Supervisory Commission of Daqing Municipal Party Committee of Heilongjiang Province.
* Liu Chuan (刘川): CCP Secretary and Director of the Jilin Provincial Department of Justice and the First Political Commissar of the Provincial Prison Administration Bureau. He oversees the work of the entire Provincial Department of Justice and is responsible for the CCP Disciplinary Committee of the Department of Justice. Liu was Deputy Director of the Jilin Provincial Government Petition Bureau, the Baicheng Municipal CCP Committee Personnel Director, the Baicheng Municipal CCP Deputy Secretary, the Jilin Provincial Government Petition Bureau’s CCP Secretary, the CCP Secretary of the Legal Affairs Office of the Jilin Provincial Government, and Executive Deputy Secretary of the Jilin Provincial CCP Committee.
* Wang Guanghui (王光辉): Party Secretary and Chief Prosecutor of Yunnan Provincial Procuratorate. He previously worked at the Supreme People’s Procuratorate as a Member of the Party Leadership Group and Director of the Political Department. He was also Director of the Office of the Leading Group for Judicial System Reform.
* Liu Guojun (刘国君): former Member of the Political and Legal Committee of the Inner Mongolia Autonomous Region Party Committee, former Deputy Director of the Office of the Autonomous Region Social Security Comprehensive Management Committee (Deputy Department Level). Liu was also a Member of the Political and Legal Committee of the Inner Mongolia Autonomous Region Party Committee, Deputy Director of the Office of the Autonomous Region Social Management Comprehensive Management Committee (Department level), Director of the Prevention Office (610 Office), and Chairman of the Inner Mongolia Autonomous Region Anti-Cult Association.
* Sun Licheng (孙立成): Vice Chairman and Deputy Party Secretary of the Standing Committee of the Shandong Provincial People’s Congress. Sun was a Member of the Party Group of the Guizhou Provincial Government, Assistant to the Governor, Director of the Provincial Public Security Department, Deputy Secretary of the Provincial Party Committee’s Political and Legal Affairs Commission, First Secretary of the Political Commissar of the Guizhou Provincial Armed Police. He was also Deputy Governor of Shandong Province, Director of the Provincial Public Security Department as well as Party Secretary of the Jinan Municipal Committee in Shandong Province.
* Wen Liansheng (温连生): President of Xigang District Court in Dalian City, Liaoning Province. He was Deputy Chief Judge of the Second Civil Trial Tribunal of Dalian Intermediate People’s Court in Liaoning Province, President of Zhuanghe City Court, and President of the Ganjingzi District Court.
* Gao Changsheng (高长生): Deputy Secretary of the Party Leadership Group and Deputy Director of the Liaoning Provincial Department of Justice, Secretary of the Party Committee and Director of the Liaoning Provincial Prison Administration Bureau. He was Director of the Discipline, Inspection, and Supervision Cadre Supervision Office of the Liaoning Provincial Commission for Discipline Inspection. He was also Member the of Liaoning Provincial Supervisory Committee.
* Song Hongyuan (宋鸿源): Deputy Mayor and Director of the Public Security Bureau of the Daqing Municipal People’s Government. In the past, he was a Member of the Party Leadership Group of the Qitaihe Municipal Government, Secretary of the Party Committee of the Municipal Public Security Bureau, Director, Inspector General, and Deputy Secretary of the Political and Legal Affairs Commission of the Municipal Party Committee concurrently. He was also a Member of the Party Leadership Group of the Daqing Municipal Government and Secretary of the Party Committee of the Municipal Public Security Bureau.
* Fang Baoren (方保仁): the Political Commissar of the Political Security Bureau of the Jilin Provincial Public Security Department and the first-level police commissioner of the Public Security Department. Fang was formerly Deputy Commander of the Public Security Police Corps of the Provincial Public Security Department, Deputy Director and Director of the Border Exit-Entry Administration, Deputy Director and Director of the Anti-Terrorism Office, Commander (Director) of the Command Center (Office) of the Jilin Provincial Public Security Department, and Director of the Intelligence and Information Center.
* Xu Jie (徐杰): Director of the National Security Division at the Hubei Provincial Public Security Department. He was a former Director of the Office and the Director of the Command (Intelligence) Center in Hubei Province.
* Zhang Yulong (张玉龙): Deputy Secretary of the Political and Legal Affairs Committee of Jilin Provincial Committee of the CCP. He was Deputy Director of the Fifth Division, Director of the First Division, and Director of the Fifth Division of the Domestic Security Protection Bureau (National Security Bureau) of Jilin Provincial Public Security Department. He was also a Member of the Party Committee and Deputy Director of Changchun Municipal Public Security Bureau.
* Luo Youtian (罗友田) June 2023 – Present: Party Committee Member, Secretary and Warden of Hunan Second Women’s Prison. Luo was a Warden at the Hunan Women’s Prison. Luo was the former Party Secretary and Director of Hunan Juvenile Correctional Institution.
* Guo Yanni (郭彦妮): July 2019 – Present: Deputy Warden of Hunan Women’s Prison, responsible for education and reform (persecuting Falun Gong practitioners).
An increasing number of governments have taken action against the CCP’s persecution of Falun Gong. Global Affairs Canada also announced on December 10, 2024, it will sanction eight former or current senior CCP officials for human rights violations involving Falun Gong practitioners and Xinjiang residents as well as Tibetans.
“Canada is deeply concerned by the human rights violations in Xinjiang and Tibet and against those who practise Falun Gong,” said Mélanie Joly, minister of Foreign Affairs. “We call on the Chinese government to put an end to this systematic campaign of repression and uphold its international human rights obligations.”
According to a press release issued by the U.S. Attorney’s Office on November 19, 2024, the Southern District of New York sentenced California resident John Chen to 20 months in prison for acting as an unregistered agent of the government of the People’s Republic of China (PRC) related to the transnational repression of Falun Gong. Co-defendant, California resident Lin Feng, received a 16-month prison term on September 26, 2024.
“John Chen aligned himself with the PRC government and its goals to harass and intimidate the Falun Gong, a long-standing target of PRC repression. In doing so, Chen boldly attempted to bribe an individual he believed to be an IRS agent to corrupt the administration of the U.S. tax code and pervert the IRS whistleblower program,” stated Damian Williams, the United States Attorney for the Southern District of New York, during the press conference.
“This Office will not tolerate efforts like this to repress free speech by targeting critics of the PRC in the United States. Today’s sentence is a reminder that the U.S. justice system will hold accountable those who attempt to engage in malicious transnational repression on American soil,” Williams added.
Furthermore, Chinese American Ping Li of Florida was sentenced to four years in prison, fined $250,000, and given three years of supervised release on November 25. According to a U.S. Department of Justice press release. Li was charged with conspiring to act as an agent of the CCP without notifying the U.S. Attorney General.
The U.S. House of Representatives also unanimously passed the Falun Gong Protection Act in June 2024. The legislation condemned the CCP’s persecution of Falun Gong including forced organ harvesting. It recommended stopping the brutality and sanctioning those involved in forced organ harvesting.
We hope that more CCP officials will stop persecuting Falun Gong and restore Falun Gong practitioners’ legal right to freely practice their belief.
