(Minghui.org) China’s Central Political and Legal Affairs Committee (PLAC) announced in 2021 that it would investigate crimes committed by government employees at various levels up to 30 years back and wrongdoers would be held accountable even if they have retired or are no longer in previous positions. Since then, a large number of people working in PLAC, police departments, procuratorates, courts, and other government agencies were disciplined or convicted.
Recent news came that eight police officers in eight different regions either became severely ill or punished by the government (with some under investigation and others arrested or sentenced). With no exception, all these police officers have participated in the persecution of Falun Gong, a meditation system based on the principles of Truthfulness-Compassion-Forbearance, according to information collected by Minghui over the years.
Many people believe that these police officers’ misfortune is karmic retribution for their persecution of Falun Gong, given the traditional principle that “good is rewarded with good and evil is met with evil.” In addition to these cases, many more perpetrators involved in the persecution have died of COVID. Evidence has shown that there are consequences for harming innocent Falun Gong practitioners.
Yang Lianjiang, Domestic Security Bureau chief of Daxing District in Beijing, had suppressed Falun Gong practitioners for many years. He was directly responsible for the arrest, detention, and imprisonment of a large number of Falun Gong practitioners in Daxing District.
Many practitioners had told him how Falun Gong is good and should not be persecuted, but Yang did not listen. News came recently that Yang was diagnosed with a brain tumor. Because the left side of his body cannot move, he has become wheelchair bound, with two people looking after him.
Not long ago, Yang was attending a meeting at the Daxing Police Department, when he could not sit in his wheelchair anymore and slipped under the table. He was rushed to the hospital. Upon getting better, however, he did not stop persecuting Falun Gong, and his brain tumor became more serious.
Because of this, Yang has dared not meet others and said no to those who wanted to visit him. He also told others not to leak information about his health condition.
At present, some practitioners in Daxing District are still being illegally detained for their belief, including Jin Shuying, Liu Xing, Liu Yuhong, Dong Xiurong, Zhang Guizhi, Zhang Yuhua, and others.
Zheng Gaoxing, the former director of the Comprehensive Administrative Law Enforcement Bureau of Haiyan County, Zhejiang Province, was sentenced to 6.5 years on April 21, 2021, due to illegal activities.
Zheng was born in February 1971 and is a native of Haiyan City, Zhejiang Province. Between September 2009 and June 2015, he served as a member of the Party Committee and Deputy Director of Haiyan County Police Department. From December 2019 to April 2020, he was a member of the Party Committee and Director of the Comprehensive Administrative Law Enforcement Bureau.
During his tenure as a police department deputy director, Zheng was responsible for the arrest and home ransacking of Falun Gong practitioners in the region. Here are some examples.
In the name of processing the Third Generation ID Card, Haiyan Police collected the fingerprints, palm prints, and saliva of Falun Gong practitioners in 2013. Information showed that the authorities planned to establish an identity information database of Falun Gong practitioners in the county. Many Falun Gong practitioners were tricked into complying with this request.
Chen Zhigang, the former deputy mayor of Anshan City, Liaoning Province, was arrested in January 2023. Chen was also a former director of Anshan City Police Department and his case is still under investigation.
Born in October 1968 in Dalian City, Liaoning Province, Chen was Wafangdian deputy mayor and police chief from April 2016 to January 2018. Between January 2018 and December 2018, he served as the head of the Public Security Management Corps of the Liaoning Police Department. From December 2018 to August 2022, Chen was the deputy mayor of Anshan and the director of Anshan Police Department.
Based on information collected by Minghui, at least 41 Falun Gong practitioners were arrested during the three plus years when Chen was the director of Anshan Police Department.
Chen Zhaojia, former police chief and PLAC Party Secretary of Gongyi City, Henan Province, was dismissed from office in January 2023.
Born in December 1965 in Dengfeng City, Henan Province, Chen was the political commissar and director of Gongyi Police Department from July 2012 to September 2018. He was also the first deputy Party secretary and then Party secretary of Gongyi PLAC during that time. Between September 2018 and July 2021, he served as Gongyi PLAC Party secretary, and director as well as inspector general of Gongyi Police Department. In June 2022, Chen was appointed as the third-level senior police chief of the Zhengzhou Police Department.
Here are some persecution cases during Chen’s tenure. On August 15, 2013, Ms. Mu Suxia was arrested by Gongyi police and kept at Zhengzhou Detention Center. On March 11, 2014, she stood trial at Gongyi Court and was sentenced to 3.5 years. Due to her extremely poor health condition and diagnosis of breast cancer, she was released on medical parole. She later died at 4:45 p.m. on December 22, 2014.
Ms. Yan Shuhua, another practitioner from Gongyi was arrested on April 1, 2014, and she was sentenced to 3.5 years. By the time her prison term expired in 2017, she had become delirious and physically weak. On January 23, 2020, she passed away at the age of 67.
Ms. Bai Chunhua was arrested by officers from the Zijing Road Police Station on December 8, 2019. At 3:34 p.m. the next day, her family was notified to rush to the emergency room of Ruikang Hospital where Bai was kept. The police said that Ms. Bai had become unconscious at 2:33 p.m. that day. The police dialed 120 (equivalent of 911) at 2:40. When the ambulance arrived at 2:48 p.m., Ms. Bai already had no breathing or heartbeat with dilated pupils at the time.
She died in the hospital at 8:04 a.m. on December 14, 2019.
In addition, Chen was also involved in the persecution of Ms. Li Yueqin, Ms. Chen Shuqiao, Ms. Liu Qianhong, Ms. Han Qiufen, Mr. Wang Wenchang, Mr. He Chuanlong, Ms. Gao Fengwu, Ms. Bai Xinying, Ms. Cui Suping, Mr. Song Xianmin and other Falun Gong practitioners.
He Jianjun is former deputy head of Yuhu District of Xiangtan City, Hunan Province. He was also director of the Yuhu Police Department. In February 2023, He was investigated.
Below are some bad deeds He had committed against Falun Gong.
On August 14, 2017, Xiangtan police conducted a mass arrest of local Falun Gong practitioners. Over 10 officers participated in this and they were from Xiangtan Police Department 610 Office and other police departments (Yuhu District, Yuetang District, Gaoxin District), and Yaowan Police Station.
Many Falun Gong practitioners were arrested, including Mr. Peng Shiqing, Ms. Xiong Chunxia, and Mr. Zeng Gu, Mr. Li Qun, Ms. Yan Bilian, Ms. Peng Xiaohong, Mr. Shen Xinhua, and Ms. Tan Chengxiu. Their homes were also ransacked and many items were confiscated including Falun Gong books, computers, printers, and paper money bearing printed messages regarding Falun Gong. On that day, several practitioners also went missing, including Ms. Zhang Shouyuan, Ms. Suo Yan, Mr. Wang Qingsheng, and Ms. Liu Manyan. Some practitioners were later sentenced for their belief, and they were Mr. Peng Shiqing, Mr. Zeng Gu, Mr. Wang Qingsheng, Ms. Lin Jia, Ms. Suo Jiyan, and Ms. Liu Manyan.
Duan Zenghui is former Secretary of the Party Committee and Director of Handan Drug Rehabilitation Center in Hebei Province. In February 2023, he was subjected to disciplinary inspection and supervisory investigation.
Like officers mentioned above, Duan was also heavily involved in the persecution of Falun Gong. In order to achieve a 100% “transformation rate” (forcing practitioners to renounce their belief), Handan Labor Camp set up a “special management team.” Then director Duan recruited Gao Fei to torture Falun Gong practitioners recklessly.
Gao publicly shouted, “The army is for killing people, and the labor camp is for beating people!” “You have to be transformed anyway – we have all kinds of tools such as ropes, tiger bench, and others.”
Practitioner Mr. Wu Ruixiang was also forced to take pills and get injections for more than ten days in the labor camp, but his health became worse and worse. Then the labor camp called his family several times a day urging them to pick him up quickly. It is still not clear what unknown drug the labor camp gave him and what kind of injection he was given. He was released on September 5, 2012 and died on January 18, 2013, when he was only in his 50s.
On November 17, 2020, Zhao Xiang, former deputy director of the Social and Legal Committee of the Guizhou Provincial Political Consultative Conference, was investigated for serious violations of the law. In May 2021, he was investigated for violating the law.
Zhao was born in August 1955 in Weichang County. From April 2006 to January 2016, he was the deputy director of the Guizhou Provincial Police Department. From January 2016 to January 2018, he served as the deputy director of the Guizhou Provincial Political Consultative Conference’s Social and Legal Committee Director.
During Zhao’s tenure as deputy director of the Guizhou Provincial Public Security Department, many Falun Gong practitioners were arrested, detained, and sentenced to prison.
Huang Tao, the former Ji’an Police Department Party Committee Member and Deputy Director in Jiangxi Province, was investigated on February 18, 2023.
Huang was born in December 1965 in Jishui County, Jiangxi Province. From June 1994 to June 2006, he served numerous roles in Anfu County from township Party secretary, county Traffic Police Brigade Captain to county police department’s Deputy Party secretary. Between June 2006 and July 2011, he was a member of the Standing Committee of the Yongfeng County Party Committee, Party secretary, and director of the county police department. From July 2011 to August 2016, Huang then served as Party secretary and director of Qingyuan Police Department. From August 2016 to January 2021, he served as the Deputy Director of the Ji’an Police Department.
As a leader of the Jian Police Department, Huang was responsible for the persecution in the area.
