(Minghui.org) July 20, 2022, marked 23 years since the Chinese Communist Party (CCP) began to suppress Falun Gong in 1999. Around this date, Falun Gong practitioners in 38 countries submitted an updated list of perpetrators, including those in law enforcement, the judiciary, and the Political and Legal Affairs Committee, to their respective governments, urging that those on the list (and their family members) be barred from entering these countries and their assets frozen.
The 38 countries are: the United States, the United Kingdom, Canada, Australia, New Zealand, France, Italy, Spain, the Netherlands, Poland, Belgium, Sweden, Austria, Ireland, Denmark, Finland, Czechia, Portugal, Greece, Hungary, Slovakia, Luxembourg, Croatia, Slovenia, Latvia, Estonia, Cyprus, Malta, Japan, South Korea, Indonesia, Switzerland, Norway, Liechtenstein, Israel, Mexico, Chile, and Dominica.

Since Xu took office as the head of the Jilin Provincial High Court in July 2018, he has actively implemented the persecution of Falun Gong and ordered courts at all levels in Jilin Province to follow suit. As a result, a large number of practitioners in Jilin Province were arrested and sentenced to prison.
According to statistics collected by Minghui.org, from 2018 to 2021, at least 301 Falun Gong practitioners were sentenced to prison in Jilin Province, including 65 in 2018, 72 in 2019, 68 in 2020, and 96 in 2021.
At least five practitioners, Ms. Sun Fengxian, Ms. Fu Guihua, Ms. Liu Jianying, Ms. Xu Jing, and Ms. Song Zhaoheng, died while in custody.
Xu was also involved in issuing a secret document, No. [2020] 226, titled “Notice on Further Strengthening the Handling of Criminal Cases Involving Cults,” which requires everyone, including lawyers, to secure letters from their local justice bureaus verifying that they do not practice Falun Gong themselves before they are allowed to represent practitioners in the province.
Citing this secret document, the Dehui Court deprived 12 practitioners of their right to legal representation and eventually sentenced them to from two to ten years.
As the person in charge of the judicial system in Jilin Province, Xu Jiaxin must be held accountable for implementing the persecution that led to the torture and deaths of Falun Gong practitioners in Jilin Province.
Ms. Fu Guihua and her daughter, Ms. Yu Jianli, were arrested on August 15, 2019, in Changchun. Ms. Fu was sentenced to seven years and six months and Ms. Yu was sentenced to seven years by the Lishu County Court on February 26, 2021. Both were taken to Jilin Women’s Prison on May 27, 2021. Less than two months later, on July 25, Ms. Fu died from torture because she refused to give up Falun Gong. Ms. Yu is also tortured for upholding her faith, including being deprived of sleep, and restricted from using the restroom. She was also forced to sit on a small stool for long hours.
Ms. Liu Jianying was arrested on July 15, 2018. When she appeared in the Dehui City Court on November 22, 2018, she was extremely weak and could not stand on her own. The court sentenced her to two and half years in March 2019 without notifying her family. She was taken to the Jilin Women’s Prison and tortured to death on December 30, 2019. She was only 57 years old.
Ms. Song Zhaoheng, a 76-year-old retired teacher, was arrested on August 27, 2018, for talking to people about Falun Gong. She was detained in the Yushu City Detention Center. She appeared in court on November 16, 2018. When the judge arraigned her on January 14, 2019, he attempted to pressure her to give up Falun Gong and threatened her with her daughter’s safety and a potential nine-year sentence. She was under tremendous mental pressure and died soon after she returned to the cell that day.
Ms. Xu Jing was arrested on August 12, 2017. She was sentenced to four years in prison by the Chaoyang District Court in July 2018. She was taken to Jilin Women’s Prison in August 2018 and died there on June 16, 2019. She was 65.
Fourteen Falun Gong practitioners were arrested during a police sweep on August 15, 2019. They were tried in the Lishu County Court on September 28, 2020, and sentenced to prison on February 26, 2021.
Seven of them came from one extended family. Mr. Meng Xiangqi, 37, and his mother-in-law Ms. Fu Guihua (the first death case mentioned above), 55, were each sentenced to seven and a half years.
Mr. Meng’s father Mr. Meng Fanjun, 59; his sister-in-law Ms. Yu Jianli, 30; Ms. Yu’s husband Mr. Wang Dongji, 40; and Mr. Wang’s parents Mr. Wang Kemin, 69, and Ms. Wang Fengzhi, 69, were each sentenced to seven years.
The other seven practitioners were also given heavy terms. Mr. Jiang Tao, 46, was sentenced to nine years. Mr. Hou Hongqing, 49; Mr. Han Jianping, 58; Mr. Tan Qiucheng, 44; Ms. Zhang Shaoping, 51; Ms. Cui Guixian, 56; and Ms. Liu Dongying (who is the mother of Ms. Cui’s son-in-law), 55, were each sentenced to seven years.
Two other practitioners arrested on the same day were given probation while in the detention center. Mr. Li Changkun, 77, was sentenced to three years with four years probation. Ms. Zhou Liping, 63, was sentenced to three years with five years probation.
Thirteen Nong’an County, Jilin Province residents were arrested during a police sweep on July 15, 2020. They were given up to ten years in prison on July 26, 2021, by the Dehui City Court. Below are their sentences.
Ms. Zhang Xiuzhi, 64, was sentenced to 10 years.Ms. Gao Xiaoqi, 56, was sentenced to 9 years.Ms. Cai Yuying, 66, was sentenced to 9 years.Mr. Feng Liqi was sentenced to 9 years.Ms. Wu Dongmei, 50, was sentenced to 7 years.Ms. Yu Jiaoru (Ms. Cai’s daughter), 34, was sentenced to 6 years.Mr. Shan Weihe was sentenced to 6 years.Mr. Lu Xiangfu was sentenced to 6 years.Ms. Zhao Xiulan, 67, was sentenced to 5 years.Ms. Sun Xiuying, 68, was sentenced to 4 years.Mr. Zhang Jingyuan was sentenced to 2 years.Ms. Sun Fengxian, 65, was sentenced to 2 years.Ms. Dong Xiuhui was sentenced to 18 months.
Ms. Sun Fengxian suffered a stroke on December 3, after the intermediate court rejected her appeal. She passed away on December 15, 2021. She was 65.
After being disabled during a previous three-year sentence, Ms. Zheng Hongqin, 67, was arrested again on November 25, 2020, and sentenced to six and a half years on June 10, 2021, by the Dehui City Court. She was taken to the Jilin Women’s Prison.
Ms. He Ping of Songyuan City, Jilin Province, was arrested on September 10, 2019. After being held for a year in the Songyuan City Detention Center, she was sentenced to 12 years by the Qian Gorlos Court. The judge accused her of being a repeat offender and claimed that this was her second arrest within five years, even though she was released seven years before after serving a three-year term for practicing her faith.
Mr. Liu Qing was arrested on August 15, 2019, in front of his apartment building in Songyuan City. Twelve days later, on August 27, the Buyeo Court tried him and sentenced him to 11 years in prison. The court did not notify his family of the trial. He was taken to the No. 2 Prison of Jilin Province on September 23.
Five practitioners were sentenced to prison by the Yushu City Court on January 23, 2019. Ms. Zhang Yujie, 69, was sentenced to three years and two months; Ms. Li Xiujuan, in her 50s, was sentenced to one year; Ms. Li Qingxia, 75, was given three years with four years probation; Ms. Liu Shuyan was sentenced to two years and six months with three years probation; and Mr. Xu Jingchao, 85, was sentenced to two years and six months with three years probation.
While Mr. Xu’s verdict didn’t require him to serve time in prison, the police claimed that he violated probation after he was arrested again on December 2, 2019, for handing out Falun Gong materials. They arrested him in mid-January 2020 and took him to prison.
