(Minghui.org) Sanctioning human rights abusers has become a consensus among democratic countries. After the U.S. passed the Magnitsky Act in 2016, Canada, the United Kingdom, and the 27-member-country EU enacted similar laws. Australia and Japan are working on the same.
In accordance with these laws, Falun Gong practitioners have compiled lists of perpetrators involved in the persecution of Falun Gong these few years. Every year, they submit several lists to democratic governments, urging them to sanction the named perpetrators.
Starting on July 14, 2021, Falun Gong practitioners in more than 30 countries have been submitting the latest list of perpetrators involved in the persecution of Falun Gong to their respective governments, calling for sanctions on these human rights abusers, including denying entry into their countries and freezing their assets overseas.
Three names on this list are Xie Shulin, Wu Zhibin and Wu Kaiming.

Xie Shulin is the first responsible person for persecuting Falun Gong practitioners in the Kaifu District from July 1999 to September 2000. On November 1, 1999, Xie published an article on People’s Daily, slandering Falun Gong and claiming to carry out the campaign of “exposing and fighting with Falun Gong” to the end. He was the honorary chairman of Changsha “anti-evil cult association,” and he published an article defaming Falun Gong on the proceedings at the annual conference of China’s “anti-evil cult association.”

Wu Zhibin was the former Deputy Secretary of the Political and Legal Affairs Committee and the head of the 610 Office of Changsha City from March 2001 or earlier until 2011. During his tenure, Wu published a number of articles slandering Falun Gong.
As an extralegal agency created specifically to persecute Falun Gong, the Changsha 610 Office is behind the arrests and detention of the practitioners. They predetermine all prison and labor camp terms of Falun Gong cases and whether the practitioners can be released on bail or medical parole, or whether the practitioners’ families can visit them in the prison.

Wu Kaiming was the former Deputy Director of the Changsha 610 Office. He was in charge of the Laodaohe Brainwashing Center, formerly known as “the Changsha City Legal Education Training Center,” a black jail designated to force Falun Gong practitioners to give up their faith. Wu held this position from November 2002 or earlier until 2011.
Since Jiang Zemin, the former head of the Chinese Communist Party (CCP), ordered the persecution of Falun Gong in July 1999, the Changsha City Municipal Standing Committee, Political and Legal Affairs Committee, and 610 Office closely followed Jiang in persecuting the practitioners. Xie Shulin, Wu Zhibin, and Wu Kaiming led the persecution in Changsha, giving orders to various levels of police stations, Domestic Security Offices, procuratorates, courts, and forced labor camps in the area to carry out the persecution. They were directly responsible for the crimes committed during their tenures. More than 100 Falun Gong practitioners in Changsha were confirmed to have been sentenced to prison or given forced labor camp terms while they were in office.
Working in conjunction with the Xinkaipu Forced Labor Camp, Baimalong Women Forced Labor Camp, Hunan Province Women Prison, and Chishan Prison, Wu Zhibin and Wu Kaiming took many Falun Gong practitioners directly to brainwashing centers when their detention time expired. From time to time, the Changsha 610 Office would transfer personnel from the forced labor camps and prisons to the Laodaohe brainwashing center to participate in the persecution.
According to available statistics, a number of the Falun Gong practitioners who were sentenced to prison or forced labor under the leadership of Xie Shulin, Wu Zhibin, and Wu Kaiming, were persecuted to death. These include Li Deyin, Jiang Deying, Xie Wutang, He Yingqing, and Chen Jiangzhong. Practitioners Kang Ruiqi and Wu Jinping suffered mental breakdowns as a result of the persecution.
Ms. Zou Jin, then 67, was arrested in February 2001. Her home was ransacked and police confiscated 3,000 yuan in cash and a bankbook. She was later taken to the Changsha City No. 1 Detention Center. On November 18, 2001, she was sentenced to nine years in prison on a fabricated charge. Ms. Zou was subjected to inhumane torture while in the detention center. The guards often interrogated her, shocked her with electric batons, pulled and slammed her head against the wall. They also deprived her of sleep, made her stand for the whole night and did not give her any food or water.
One night, two guards went to Ms. Zou’s cell and interrogated her for the whole night. They pulled her onto the bed and tied her arms and legs to the bed. They took her pants off and raped her. Then they shoved an electric baton into her vagina to shock her. Ms. Zou cried in pain. The guards took the baton out only after she lost consciousness. Her vagina was bleeding and swollen and she was in intense pain. Ms. Zou could not sit or walk for more than a month.
Only when Ms. Zou was on the verge of death was she released on the condition that she would serve her term outside the prison. She was monitored around the clock. The police went to her home to harass her and threaten her. The harassment and enormous mental distress from the rape caused Ms. Zou’s health to decline day by day. She was paralyzed from the waist down. She passed away in March 2011 at the age of 77.
Ms. Li Deyin was arrested in August 2002 and sentenced to four years in prison. In the Changsha Women’s Prison, Ms. Li suffered torture and abuse. In 2003, she was forced to stand from 7 a.m. to 10 p.m. for four consecutive days. She was forbidden to sit down even when eating. She was tortured every day. On May 26, 2006, only three months before the end of her term, Ms. Li died in prison. She was 55.
Ms. He Yingqing was a senior instructor at the Hunan Vocational Institute of Biological, Mechanical & Electrical Technologies. She was arrested and detained multiple times for her faith. In October 2003, Ms. He was taken to the Baimalong Labor Camp in Zhuzhou City. During the two years she spent in the Baimalong Labor Camp, Ms. He was subjected to a variety of torture methods. In a period of about 60 days, she was only permitted to sleep for three hours a day. She was forced to stand still for long periods of time and was even prohibited from using the bathroom. She was handcuffed continuously for 40 days for more than 20 hours a day, excluding mealtimes. One of her hands remained numb and devoid of sensation even after the cuffs were removed. Due to the long-term handcuffing, there was a wound on each wrist about an inch wide and so deep it touched bone. Once, the guards shocked her with electric batons for an entire day, turning her arms black and blue with bruises.
In July 2005, Ms. He was arrested again and sent to the Baimalong Labor Camp where she suffered more torture and abuse. During the detention term, Ms. He started to urinate blood and she often felt pain in various parts of her body which continued even after her release. She passed away on June 24, 2007, at the age of 41.
Two sisters, Ms. Deng Yuqun and Ms. Deng Yulian, were arrested by officers of the Shaoshanchong Police Station on November 30, 2004. The younger sister, Ms. Deng Yulian, was taken to the Baimalong Labor Camp for an 18-month term. She died on March 12, 2007 as a result of the torture and abuse she endured in the labor camp. She was 42. The older sister, Ms. Deng Yuqun, escaped from the police station. She was forced into displacement to avoid further persecution. For the following three years, local officers and police often harassed her family members. When she returned home in early 2008, she was emaciated and barely recognizable. She passed away on March 3, 2008. She was 47.
Ms. Kang Ruiqi, 70, was a grocery store manager in Changsha City. She was arrested on August 6, 2008, and was held at Baimalong Forced Labor Camp for a year. When she was released in August 2009, she lost the ability to think rationally and suffered from memory loss. She was often dazed and spoke nonsense. A person from the labor camp later revealed that Ms. Kang was often insulted and beaten in the labor camp. The guards would grab her hair and hit her head against a wall. Then they injected her with unknown drugs. She became mentally disordered shortly afterward.
In March 2006, the Changsha 610 Office and the City Education Bureau jointly issued a document requiring everyone in the education system to watch videos slandering Falun Gong. Teachers and students were required to write down their thoughts afterward.
According to a Minghui report on February 2, 2006, the Changsha 610 Office hired thousands of unemployed college graduates to monitor Falun Gong practitioners and try to “infiltrate” into Falun Gong groups.
In May 2011, the Hunan Province 610 Office asked lower level 610 Offices to support screening “Awakening,” a movie that slandered Falun Gong. Wu Zhibin and Wu Kaiming organized about ten screenings in Changsha. More than one thousand people, including many middle schoolers, attended the screenings.
In October and November of 2011, several colleges, including Shaoyang University and Hunan Normal University, held seminars or lectures to defame Falun Gong. In the middle of November, Wu Kaiming personally gave a lecture on “anti-evil cults” at Hunan Normal University. Many teachers and students were then asked to sign their names on banners with information that slandered Falun Gong.
With the support of the Hunan Province 610 Office, under the leadership of Wu Zhibin and Wu Kaiming, a huge sum of money was spent on building a brainwashing center, the “Changsha City Legal Education Training Center” (Laodaohe Brainwashing Center), in the suburb of Changsha City. Falun Gong practitioners across the province were arrested and detained there without due process. The center was formally opened in November 2002. By 2011, hundreds of Falun Gong practitioners in Hunan Province had been detained there.
In late June of 2010, Wu Zhibin and Wu Kaiming gathered dozens of “experienced helpers” at the brainwashing center and held training for them to transform Falun Gong practitioners. Within 40 days between early July to mid-August, more than 30 Falun Gong practitioners were arrested and brainwashed there.
At the brainwashing center, Falun Gong practitioners were forced to watch videos slandering Falun Gong. They were also punished by being forced to stand for a long time or not being allowed to sleep. They were even forced to pay a high fee for the “tuition.”
Guards threatened practitioners saying, “Once you are here, there are only three outcomes: to be ‘transformed,’ to be sent to a mental hospital, or to be sent to a labor camp.” Among the detained practitioners, Ms. Tang Min was sent to a mental hospital and Ms. Jiang Shanglian was locked in a confinement room and beaten. The brainwashing center was named a “National Model Unit” and claimed the “transformation rate” of practitioners was as high as 90%.
Under the leadership of Wu Zhibin and Wu Kaiming, on all the so-called CCP “sensitive dates,” members from the county and district 610 Office, police stations, and community offices would monitor, follow, or harass Falun Gong practitioners and their family members. Wu Zhibin and Wu Kaiming often went to county and district level offices to “inspect,” encouraging personnel at various levels to participate in the persecution.
According to available statistics, from 2001 to 2011, at least 42 Falun Gong practitioners in Changsha City were persecuted to death. Xie Shulin, Wu Zhibin, and Wu Kaiming are directly responsible for all the arrests, detentions, brainwashing, forced labor, and prison terms that Falun Gong practitioners in Changsha City suffered, as well as those resulting in deaths, mental collapse, homelessness, or those who are still missing.
