(Minghui.org) Fu Zhenghua is a key perpetrator who helped the Chinese Communist Party (CCP) and its former leader Jiang Zemin in the persecution of Falun Gong. Besides being former chief of the Central 610 Office and deputy chief of the 610 Leadership Team, Fu has also been a high-ranking official in the Beijing Municipal Public Security Bureau, Beijing Political and Legal Affairs Committee (PLAC), Public Security Ministry, the Central PLAC, and Justice Ministry.
Since Fu closely followed the persecution policy through the years, he was recently reported to governments in 29 countries by Falun Gong practitioners. The reports included personal information about him and about his involvement in the suppression. Practitioners requested sanctions against Fu and his family, including visa restrictions and freezing of assets.
Fa Zhenghua (傅政华), male, Han ethnic group, was born in Luan County, Hebei Province in March 1955. Below is a list of positions to which he was appointed.

After Jiang and the CCP launched the persecution against Falun Gong in 1999, Fu actively implemented the policy in both Beijing and nationwide. The following is a list of accounts he was responsible for.
According to information received by Minghui, 343 Falun Gong practitioners were arrested in Beijing between January 1 and December 31, 2012. Among them, 65 were sent to labor camps and 9 were sentenced to imprisonment. Due to censorship and the information blockade, the real numbers may be much higher.
Between January 1, 2013, and January 19, 2014, there were 192 arrests of Falun Gong practitioners. In addition, 6 were sent to labor camps, 17 were tried or sentenced, and 9 lost their lives as a result of the persecution. At least 24 practitioners were sent to brainwashing centers for mistreatment. This number did not include those being transferred from Xin’an Labor Camp and Tiantanghe Women’s Labor Camp to brainwashing centers when those two labor camps were shut down between June and August that year.
Furthermore, at least 259 practitioners were arrested in Beijing in 2014. Moreover, 24 were sentenced or on trial, with 6 missing, 4 forced to stay away from home, and 26 harassed. When Wang Zhiwen, a volunteer contact person from the former Falun Dafa Research Society, was released after a 15-year imprisonment on August 18, 2014, he was immediately sent to a brainwashing center for further abuse.
Information obtained by Minghui also indicated that 609 arrests were made in 2015 related to Falun Gong. Furthermore, 127 practitioners were harassed, with 39 sentenced to prison, 55 on trial, and 28 classified as being criminally detained.
During the time when Fu was deputy and director of the Beijing Municipal Public Security Bureau, at least 18 Falun Gong practitioners died due to the persecution. They included Du Juang (杜鹃), Geng Jin’e (耿金娥), Li Jinpeng (李津鹏), Zhao Shuhui (赵淑惠), Li Yuejin (李跃进), Liu Chun (刘春), Zhang Youwei (张友维), Yang Minghua (杨明华) Zhang Xiuxia (张秀霞), Cui Peiying (崔佩英), Ge Peijun (葛培君), Li Hailin (李海林), Yan Yuhua (闫玉华), Chen Jingsheng (陈景生), Li Fujun (李付军), Cui Feng’e (崔凤娥), Jiao Yuzhi (绞玉芝), and Gao Dengzhong (高德忠).
As listed above, Fu was a high-ranking official in the Public Security Ministry for four and a half years. For about three years, he was a member of the Central PLAC and director of the Central 610 Office. During that period of time, the Central 610 Office launched numerous campaigns that targeted Falun Gong, all of which were backed up by public security agencies.
One campaign initiated in 2015 was called “Special Work on Prevention and Striking of False Accusation and Abuse of Action by Falun Gong,” and directly targeted lawsuits against Jiang Zemin. On May 1, 2015, the Chinese Supreme Court announced to “docket all cases and accept all litigations.” Based on that, Falun Gong practitioners across China thus filed many criminal complaints with the Chinese Supreme Procuratorate and the Chinese Supreme Court against Jiang for the massive suppression. Considering it “False Accusations and Abuse of Action,” however, the Central 610 Office issued orders to arrest, detain, and sentence any practitioners involved. These orders were then executed by police forces.
In February 2017, the Central 610 Office started another nationwide campaign against Falun Gong called “Knock-On-The-Door.” Directed by the Central 610 Office, this campaign was coordinated through the Public Security Ministry for implementation by low-level police stations, communities, residents committees, and village committees. Based on lists collected, officials visited Falun Gong practitioners one by one. Although carried out in the name of “visit of care,” it intended to further collect information from practitioners or force them to sign documents promising to stop practicing. When practitioners did not yield, many of them were arrested and sentenced to imprisonment, their homes were ransacked, and even family members were affected. Some practitioners also lost their lives during the process.
When Fu was in charge of the 610 Office, the agency issued policies to strengthen propaganda against Falun Gong, ordering various agencies to “normalize” and “institutionalize” these as routine practice.
Furthermore, the Central 610 Office and its subordinate offices at all levels frequently held meetings and issued documents to adjust the persecution policy, aiming for “active prevention” and “precise strikes” against Falun Gong.
On January 24, 2016, the Central 610 Office organized a conference in Beijing for nationwide 610 Office directors. Fu attended the meeting as Vice Minister of the Public Security Bureau, Deputy Director of the Central 610 Leadership Team, and Director of the Central 610 Office. He also gave a speech which was publicized and distributed to all levels of PLACs and 610 Offices as a confidential document. In addition to reviewing the work carried out in 2015, Fu discussed plans for the year 2016. He specifically emphasized three “tough battles” against Falun Gong, namely, “overseas fight, online fight, as well as prevention and handling other cults.”
By April 2014, the Central 610 Office issued a document titled “Opinions on the classification of key prevention and control target for Falun Gong and strengthening the control work,” which mandated that 610 Offices at all levels enhance monitoring, control, and prevention of so-called “key” Falun Gong practitioners.
On April 11, 2017, the Central 610 Office held a nationwide conference in Chengdu, Sichuan Province, to share experiences on how low-level agencies countered Falun Gong through propaganda, education, and other measures. Known as the “4.11” Conference, it reiterated the importance of battling Falun Gong, while promoting all kinds of experiences and tactics against Falun Gong. In the name of “anti-cult,” the conference focused on propaganda against Falun Gong to align with the persecution policy from the CCP.
On September 22, 2017, the China Anti-Cult Net (Chinafxj.cn) hosted by the State Council Office for The Prevention and Handling of Cults (Central 610 Office) went online publicly. This was the first website rolled out in the name of the Central 610 Office, with its contents being primarily focused on propaganda against Falun Gong.
Under the directive of Fu and other officials, police agencies in 23 provinces launched massive arrests, summons, inquiries, and criminal detentions against human rights lawyers who defended Falun Gong practitioners. Known as the “709 Crackdown,” this campaign involved nearly 300 lawyers, including Li Heping, Wang Quanzhang, and Wang Yu.
During this process, police and justice departments have applied the torture methods used on Falun Gong practitioners to lawyers who defended them, including sitting on a tiny stool motionlessly for a long time, being hung up by handcuffed wrists, beatings, deprivation of sleep, smoke asphyxiation, electrical shocking, force-feeding of unknown drugs, being watched and followed by inmates 24/7 (baojia), solitary confinement, and means that push individuals to the limits of human endurance. At least 7 lawyers were sentenced to imprisonment with terms of up to 8 years.
Working as Justice Minister between March 2018 and April 2020, Fu continually led the persecution against Falun Gong and extended it to the justice system.
A large number of detained practitioners have served lengthy terms in prisons, where extensive physical abuse and mental tortures take place. Prisons and their supervising agencies and prison administration bureaus, both operate under the Ministry of Justice. Officials not only ignored the mistreatment of practitioners, but also instigated inmates for further abuse, leading to large numbers of deaths, injuries, and disabilities among detained practitioners.
Information received by Minghui showed that at least four Falun Gong practitioners died in Liaoning prisons between January 20 and March 8 alone, including:
Ms. Li Guirong, 78, from Shengyang City of Liaoning Province, died in Liaoning Women’s Prison.Mr. Hu Lin, 48, died in Kangjiashan Prison, Liaoning Province.Mr. Liang Zhencai, from Heishan County of Liaoning Province, died in Dalian Prison.Mr. Zou Liming, 66, from Panjin City of Liaoning Province, died in Dalian Prison.
Despite censorship and information blockade, Minghui found that at least 19 practitioners had died during detention in 2019, with 11 among them occurring in prisons.
In 2018, at least 36 practitioners lost their lives in prisons. All had been severely tortured inside prison. As justice minister that supervises all prisons, Fu is responsible for those crimes.
In summary, in key positions of the Beijing Public Security Bureau, Public Security Ministry, Central 610 Office, and Justice Ministry during the past 11 years, Fu is not only a critical member of the Falun Gong persecution hierarchy, but also a key plotter, strategist, and commander of the suppression. He must be held responsible for his crimes throughout these years.
