Arrest Details

Dozens of officers from the Dalian City Domestic Security Division and five subordinate police stations, notably from the Dalian Economic and the Technological Development Zones, arrested the 19 practitioners on October 8, 2017.

The five subordinate police stations are located in Wucaicheng, Wanli, Huanghailu, Haiqing, and Dongjiagou.

Some practitioners were arrested at home, while others were intercepted on the street. Among the 19 arrested that day, Ms. Jia Xiuchun, a translator at a Japanese-owned company in the Development Zone, was followed and arrested by officers from the Dalian Domestic Security Division while she was on a business trip in Dunhua City, Jilin Province.

A dozen officers from the Dalian Domestic Security Division and Huanghailu Police Station broke into Ms. Zhou Haiyan's home that day and arrested her. They did not let her change her clothes and dragged her away. Her shoes were lost in the process. An officer with the surname Zhu hit Ms. Zhou in the head.

Among the 19 practitioners, 10 were officially arrested. They are Ms. Zhou, Ms. Hu, Ms. Lai, Ms. Shi, Ms. Fang, Ms. Lin, Ms. Jia, Ms. Cao E (55 years old), Ms. Wu, and Ms. Liu.

Ms. Wu was released on bail in February 2018. Ms. Liu was released on bail in April 2018.

Mr. Hao Fukui, 81, was released on bail on October 26, 2017. His case was turned over to the Development Zone Court by the Development Zone Procuratorate on January 15, 2018. The court used as evidence items that were confiscated when Mr. Hao was arrested on October 8, 2017. They sentenced him to three years in prison and fined him 5,000 yuan. The items confiscated included Falun Dafa books, DVDs, USB flash drives with Falun Gong content, and a computer, as well as Falun Gong informational materials. Mr. Hao was told by the court to appear on June 11. He was detained on arrival at the court.
