Some have passed them around on the Internet, some have compiled them into text, and some have even sent them to Mainland China along with voice recordings, instructing Mainland practitioners to more broadly distribute them in Mainland China. Those texts that were compiled without permission are false scriptures; whether it is inside or outside of China, whoever passed them out are to be responsible; whoever has put them into text or made recordings are to be responsible for ensuring that they are destroyed.
