Farmer in Dongguang County, Hebei Province Persecuted for Practicing Falun Gong

Li Jincang is a farmer in the area of Litongpan Village, Chengguan Town, Dongguang County, Hebei Province. He read Zhuan Falun in 1998 and found it to be a book that teaches people to conduct themselves well and to be compassionate. After that he could barely put it down and began practicing Falun Gong. The CCP regime began to persecute Falun Gong on July 20, 1999. It subjected him to brainwashing and detention on two occasions, and sentenced him to six months of incarceration. He later decided to go into exile to avoid further persecution and was homeless for 60 days. His family was extorted and robbed of 11,900 yuan by corrupt officials. More details follow.

Mr. Li Jincang went to Beijing in October 1999, to appeal for Falun Gong, but police escorted him home and recorded his personal information. Political and Security Section head Jiang Wanzhi and police officer Huo Xingchi extorted 500 yuan from him.

Huo Xingchi, Guo Rui, Zhang Fuwang and other police officers arrested Mr. Li in January 2000, took him to the Dongguang Detention Center and kept him for 45 days. Officials extorted 3,000 yuan from him before his release on May 13, 2000.

At the end of 2000, officials tricked Mr. Li into appearing at the Dongguang Town Government Office. Hu Chaohua, deputy County Government head Hua Chaohua and 610 Office head Zhang Zhensheng, Party secretary of Dongguang Town and head of the 610 Office, and Yang Chenguang, head of Comprehensive Management Office of Dongguang Town, supervised Mr. Li's brainwashing session. This time they extorted 1,000 yuan.

On the evening of July 19, 2001, more than 10 police officers from the Jinzhuang Police Station of Dongguang Town arrested Mr. Li Jincang and four other Falun Gong practitioners. They took them to the township senior citizens' apartment and detained them there for seven days. It was during a busy farming season. Because of Mr. Li's arrest, his family lost their chief manpower, which led to reduction of crop production and loss of income -- up to several thousand yuan.

During 2002 and 2003 Mr. Li was subjected to numerous phone harassments and illegal searches of his home. Guo Rui and Zhou Junhui participated in most of these. The evildoers intended to arrest Mr. Li, sometimes dispatching officers to guard every intersection in the village. To escape further persecution, Mr. Li decided to leave home for several months.

In 2004, instructed by county government officials, police department heads Wu Zhiping and Cui Jinzhou ordered police officers to arrest Mr. Li. On March 17, Political Security Section head Gong Jingwen led Zhang Baohong, Guo Rui and several other police officers to break into Mr. Li Jincang's home in his absence. They arrested his wife, Ms. Zhang Junrong, and her daughter, Ms. Li Bing. The police officers rummaged through all their chests and cupboards and took their personal belongings worth several thousand yuan. Ms. Zhang Junrong's hand was hurt and bleeding. The officers grabbed Ms. Li Bing's hair and manhandled her into the police car. Later, both of them were pushed into the police car. Two officers from the Jinzhuang Police Station staking out their home stole 1,400 yuan from them.

Ms. Zhang Junrong and her daughter Ms. Li Bing were taken to the Dongguang Patrol Station. Ms. Zhang Junrong was left in the chilly yard for two hours. She was eventually tied up to a metal chair for five days. Officers took turns interrogating her about her father's whereabouts. Not getting the information they wanted, they transferred Ms. Zhang to the Botou Detention Center and Ms. Li to the Nanpi Detention Center. Both of them were extorted 3,000 yuan before their release 27 days later.

Police arrested Mr. Li on May 13, 2004 when he turned up on a state farm in Zhengding County. He was taken to the Xinhuaqu Brainwashing Center located in the guest-house of the Provincial Institute of Agricultural Sciences. The day following his arrest, Gong Jingwen, Guo Rui and Zhou Junhui took him to the Nanxiakou Branch of the Traffic Department in Dongguang County. They tied Mr. Li's hands and feet to a metal chair. Five of them took turns to monitor him. They forbade him to have fluids or sleep and gave him only two buns to eat every day. They interrogated him about connections with other practitioners.

Wu Zhiping and Cui Jinzhou, the head and deputy head of the police department, arrived to supervise the interrogation. On March 19, Gong Jingwen, Guo Rui and Zhou Junhui stabbed and scratched Mr. Li all over his body with chopsticks. They tortured him for four hours, making his body black and blue. Officials later on sent him to the Wuqiao Detention Center. On July 4, 2004, they transferred him to Dongguang Detention Center where he was forced to labor every hour when he wasn't eating or sleeping. Shortly afterwards, the Dongguang Court and Procuratorate sentenced him to six months of detention. He was released on November 4, 2004.

Such persecution has been going on everywhere and every minute in Mainland China and is still happening right now.

On August 25, 2010, several dozen practitioners were arrested. They were from Qingxian County, Cangxian County, Botou County, Wuqiao County, Xianxian County, Yanshan County, Nanpi County, Renqiu County, Suning County, Huanghua County and Hejian County in Cangzhou City, Heibei Province. For instance, Liu Wenxue and Li Huaixing in Dongguang County were arrested and their homes ransacked, and many other practitioners were harassed.
