Today's report describes persecution incidents in 24 cities or counties in thirteen provinces. Forty-two Falun Gong practitioners were subjected to maltreatment during detention, and at least 15 practitioners were arrested in violation of the Chinese Constitution.

1. [Tangshan City, Hebei Province] Wu Shumeng and Lu Suhua Sentenced to Forced Labor
Ms. Lu Suhua and Mr. Wu Shumeng were arrested for distributing Falun Dafa materials. Ms. Lu and Mr. Wu were sentenced to two years and one year of forced labor, respectively. They were put into different detention centers in Shijiazhuang City.
2. [Tianjin] Li Shuhua's Home Ransacked
Police from the Dagang District in Tianjin ransacked Mr. Li Shuhua's home and confiscated a satellite TV receiver. Only Mr. Li's disabled wife was at home when this happened.
3. [Pengzhou City, Sichuan Province] Police from Guihua Town Arrest Practitioners and Beat a Practitioner's Relative
Personnel from the Guihua Town Police Station arrested Ms. Luo Wanxiu, Ms. Zhang Jiaqun, Ms. Jing Liangfang and Ms. Qiu Guoju on January 13, 2008. Police beat the practitioners cruelly, breaking three police batons in the process. When Ms. Zhang's relative went to visit her, the police ordered her to help "reform" Ms. Zhang. The relative answered, "She is a good person. What should I reform her into?" Hearing the reply, the police officers assaulted her.
4. [Donggang City, Liaoning Province] Sun Shuying is Presently Being Held at the Masanjia Forced Labor Camp
Personnel from the Donggang City Political and Judiciary Committee and from the Gushan Town Police Department arrested Mr. Pan Changxin and Ms. Sun Shuying, husband and wife, on August 1, 2007. Mr. Pan has been bailed out for medical reasons, but Ms. Sun is presently being held at the Masanjia Forced Labor Camp in Shenyang City.
5. [Dalian City, Liaoning Province] Ma Guizhen Arrested
Personnel from the Wanli Police Station in Dalian City's Development District confiscated 5,000 yuan from Ms. Ma Guizhen as a "deposit" two years ago. When Ms. Ma demanded the money be returned, the police arrested her and put her in the city's detention center.

6. [Jilin Province] Thirteen Practitioners Arrested
Personnel from the Domestic Security Division in the Liaoyuan City Police Department arrested thirteen practitioners on January 16, 2008. They included Mr. Ding Changjie, Ms. Gu Jiumei, Ms. Shi Lihua, Mr. Zou Jiquan, Ms. Li Changlan, Mr. Zheng Dejiang, Mr. Liang Xinyou, Ms. Zhao Shufang, Mr. Li Haibo, Ms. Liu Shuhua, Mr. Ding Wenrong, Mr. Li Guangzhong and Mr. Sun Liping.
7. [Qiqihar City, Heilongjiang Province] Police Arrest Wang Yuxian
Police arrested 50-year-old Ms. Wang Yuxian from Qiqihar City. She had lived in Room No. 2-501, the No. 121 Building in the Motor Vehicle Company's Guangrong Community, the Tiefeng District, Qiqihar City. The arrest took place the night of January 3, 2008.

8. [Guan County, Shandong Province] Hu Xijie and Yan Shu'an Arrested
Personnel from the Beitao Police Station in Guan County arrested Mr. Hu Xijie and Mr. Yan Shu'an from Donggucheng Town in Guan County in early January 2008. Police transferred them into the Jinan City Forced Labor Camp after a 20-day detention.
Personnel from the Guan County Domestic Security Division and the Beitao Police Station arrested 53-year-old Mr. Wu Xiuyu in mid-January 2008. He is presently being held at the county's detention center.
9. [Pingdu City, Shandong Province] Chen Junli Sentenced to Forced Labor
Police broke into Ms. Chen Junli's home and arrested her at 6:30 a.m. on January 30, 2008. They later sentenced her to two years of forced labor, to be served in the Wangcun Forced Labor Camp.

10. [Tieling City, Liaoning Province] More Than Ten Practitioners Arrested
Personnel from the Qinghe District Domestic Security Division arrested more than ten practitioners on March 15, 2007. Four of them were sentenced to three years in prison. Ms. Liu was held in a prison. Ms. Zhang Hui, Mr. Bai Gang and Ms. Zhang Liyan were put into the Fushun City Brainwashing Center and fined 20,000-30,000 yuan.
11. [Macheng City, Hubei Province] Five Practitioners Sentenced
Mr. Liu Xing, Mr. Bai Zijian, Mr. Luo Xianbao, Mr. Lu Gongyou and Ms. Jiang Hongjuan were sentenced on February 1, 2008 without notififying their families. Liu Xing and Bai Zijian were sentenced to four years in prison, and Luo Xianbao to six years.
12. [Tianjin] Persecution of the Zhang Yuzhen, Her Husband, and Liu Shumin
Personnel from the Qiaonan Police Station in the Hongqiao District arrested Ms. Zhang and her husband, who are in their 60s, at 7 p.m. on January 17, 2008. Ms. Zhang later escaped.

13. [Guangzhou City, Guangdong Province] Tianhe District Court Agents Plan to Sentence Feng Zhigang
Mr. Feng Zhigang from Huangshi City, Hubei Province has been held at the Tianhe District Detention Center. Tianhe District Court agents plan to sentence him. The trial will be on February 28, 2008. The chief judge is surnamed Zhang.
14. [Harbin City, Heilongjiang Province] Personnel from the Haxi Street Community Office Arrest a Male Practitioner
A male practitioner who lives in the Oxygen-Producing Machine Factory's Community in the Nangang District, Harbin City was arrested on February 4, 2008. Feng Jing is the policeman who arrested the practitioner.

15. [Renqiu City, Hebei Province] Chen Yuqin Arrested
Ms. Chen Yuqin, 60 years old, is an engineer from the Huabei Oil Company in Renqiu City, Hebei Province. Personnel from the Jizhong Police Station arrested her.
16. [Panjin City, Liaoning Province] Recent Situation of Liu Hongpu and Li Xiufen
Nine practitioners were arrested on August 30, 2007 and sentenced to one to three years of forced labor on September 29, 2007. They were put into the Benxi City Forced Labor Camp or placed under house arrest.
Mr. Liu Hongpu was sentenced to three years of forced labor, and Ms. Li Xiufen was released after a one-year detention. Ms. Li has been forbidden to work for half a year and only gets a minimal living stipend.

18. [Weifang City, Shandong Province] Qu Hongliang Harassed at His Home
Six policemen went to Mr. Qu Hongliang's home in Quqi Village. They forcefully knocked on the door at 7:00 a.m. on February 2, 2008. Mr. Qu and his wife, in their 70s, got up and opened the door. Police entered the house and looked everywhere, but found nothing.
19. [Guan County, Shandong Province] Guan County Police Department Chief Diao Peichang Attempts to Escalate the Persecution of Practitioners
Guan County officials and 610 Office agents from every work unit held a meeting, and the goal was to deploy personnel to persecute Falun Gong practitioners in the Guanzhou Hotel's fourth floor at 9:00 a.m. on January 29, 2008. Guan County Police Department chief Diao Peichang and town Party Secretary Guo Baojing told every party secretary that he or she would be dismissed if even two Falun Gong banners were discovered. Diao ordered every policeman to arrest at least 20 practitioners. He divided Guan County into two sections and ordered policemen to patrol 24 hours a day. He also ordered policemen to follow, harass and fine practitioners.
20. [Tonghua City, Jilin Province] Liu Ximing Arrested
Three officers from the Wudaojiang Town Police Station went to Mr. Liu Ximing's home in Wudaojiang Town, Erdaojiang District on January 24, 2008. They ordered Mr. Liu to sign a document, but Mr. Liu refused. The police then arrested him and ransacked his home. They confiscated a copy of the Minghui Weekly and a brochure. Police put Mr. Liu into the Chaoyanggou Forced Labor Camp on February 1, 2008 for a one and a half year term.
21. [Laishui County, Hebei Province] Zhou Jingchun Arrested
Mr. Zhou Jingchun from Zhoujia Village, Yongyang Town, Laishui County is still being held at the county's detention center. Yongyang Town Police Station Chief Niu Zhigang, who arrested Mr. Zhou, often harassed practitioners at their homes.

22. [Chongqing] Persecution of Gao Yunxia
Ms. Gao Yunxia from the Changshou District, Chongqing was sentenced to three and a half years in prison. She used to be held at the Youth Education Center in Chongqing, but her current location is unknown.
23. [Henan Province] Linzhou City Government Officials Slander Dafa
Linzhou city government agents published a notice on January 31, 2008, promising a reward to people who report Falun Gong practitioners. They also defamed Falun Gong in the notice, which is to be posted in streets and villages.

24. [Chengdu City, Sichuan Province] Five Practitioners Sentenced
Qingbaijiang District Court agents sentenced five practitioners to various terms on the morning of February 3, 2008. Ms. Chen Jie was sentenced to five years in prison; Ms. Wei Denghui, four years; Ms. Xie Wenju, Ms. Zhang Hong and Ms. Bai Yuyuan to three years.

26. [Wendeng City, Shandong Province] Tian Lisha Put in a Forced Labor Camp in the Inner Mongolia Autonomous Region
Ms. Tian Lisha from Wendeng City explained the facts of Falun Gong in a Beijing park on September 24, 2007. A plainclothes policeman forced her to go to the Chaoyang District Detention Center and held her there for three months. Later on the authorities sentenced her to two years of forced labor and sent her to the Beijing Dispatch Center on December 25, 2007. Ms. Tian was put into a forced labor camp in the Inner Mongolia Autonomous Region on January 27, 2008.
27. [Dachang County, Hebei Province] Police Harass Practitioners
Police from Dachang County ransacked Ms. Han Xiurong's home and confiscated a computer and many Dafa books in the afternoon of February 4, 2008. They also harassed Ms. Jin Ruiling at her home that same night.
28. [Daqing City, Heilongjiang Province] Crimes of Policeman He Lingzhi
He Lingzhi is a policeman from the Sha'ertu District Police Department in Daqing City. He has arrested and beaten many practitioners and ransacked their homes. He recently arrested Ms. Li Hui and beat Ms. Zhong Yuzhen for a long time.

Xiushanyouyang Police Station agents have submitted Mr. Chen Yuelin's case to the Procuratorate Department for illegal sentencing.

After the Mr. Li Shoudong and Ms. Zhang Xinzhen, husband and wife, were arrested and put into the Weifang City Brainwashing Center for a month, they were sent to the Wangcun Forced Labor Camp. Police did not inform their relatives, who found out when forced labor camp personnel ordered them to pay various "fees."
32. [Guizhou Province] Persecution of Practitioners at the Kailin Company
There are items slandering Dafa in the Kailin Company's Regulation List.
Every employee in the company needs to sign a document yearly called Security Guarantee Statement that lists Falun Gong as an illegal organization. The Health Care Regulations also referred to Falun Gong as an illegal organization and stated that Falun Gong practitioners will not receive any benefits, including health insurance.
