Dear Mr. Cotler:

Re: Crimes Against Humanity and War Crimes Act - Persecution of Falun Gong Practitioners in China

On behalf of the 41,000 members of the Hospital Employees' Union, I am writing to support a request from Canadian practitioners of Falun Gong to commence an investigation and proceedings under Canada's Crimes Against Humanity and War Crimes Act against the former president of China, Jiang Zemin, and other top ranking Chinese officials.

The Chinese government, and specifically Jiang Zemin, have been responsible for the systematic and widespread persecution of Falun Gong practitioners for the past five (5) years.

Their crimes against humanity include murder, extermination, imprisonment, enslavement, deportation, torture, sexual violence, persecution and other violations of sections 6 and 7 of the Act. The abuses are well documented and recognized by credible organizations such as the United Nations, Amnesty International, Human Rights Watch and the US government.

At least 120 victims are currently living in Canada, and at least one (1) was a Canadian citizen when they were tortured in China. This violation of a Canadian citizen's rights by a foreign government specifically gives you the authority to apply the Act. In addition, Canada has a responsibility to protect all residents who may be at risk.

Prosecution under Canada's Crimes Against Humanity and War Crimes Act would address the enormous gravity of the crimes and demonstrate to the Chinese government that the international will no longer tolerate their human rights abuses. It would also provide a strong deterrent against continued atrocities and would help to protect the victims from further violations of their rights.

We urge you to give this request the serious consideration it warrants, and to respond favorably.

Yours truly,

Fred Muzin

President
