Persecution of practitioners in Feicheng District, Shandong Province

• Zhang Jinhua, director of the Feicheng District Detention Center, has callously abused hundreds of Falun Gong practitioners for the past five years. The following is a list of the means he has adopted to mistreat practitioners: abetting inmates or threatening them with longer prison terms if they do not physically beat and verbally assault practitioners; insulting female practitioners with explicit sexual language; extorting money from practitioners' families; restraining practitioners by cuffing their hands and legs together (so that the practitioner is in a bent position at all times) and ordering inmates to force the practitioners to run until the leg shackles cut deeply into the flesh; force-feeding; having practitioners stand in the freezing snow; forcing practitioners to undertake strenuous physical labor.
• Wang Ziyin, former deputy secretary of Feicheng District's Political and Judiciary Committee, has been actively involved in the persecution of Falun Gong practitioners for the past several years. During his two years in office, he put hundreds of practitioners through brainwashing and had hundreds of others detained and sent to forced labor camps, with approximately 30 practitioners receiving prison sentences. There are also about 10 cases involving several members of the same family being sent to forced labor camps and prisons.
• Liu Xuebao, deputy secretary of the Feicheng District City Committee and head of the Political and Judiciary Committee, has been holding numerous town hall and departmental meetings to lay out persecution policies against Falun Gong practitioners. He has also arranged for police officers to harass practitioners' families, spy on practitioners, follow them and drag practitioners to brainwashing sessions. In the past two years, he was directly involved in sending more than ten practitioners to forced labor camps and prisons.
