Around the October 1st National Day, Dafa practitioners hung up over 20 banners, each 2.5 meters in length, in a number of districts. Given the group cooperation and powerful righteous thoughts, this activity was highly successful. The banners were flying high near the automobile factory. When police officers wanted to remove the banners, they were unable to reach them. They had to use a fire engine, and it took them more than half an hour to remove the banners.

In the early morning of October 16, 2003, posters appeared in front of the brainwashing center at the West Loop Road of a city, with words like "Jiang Zemin Is Being Sued in Many Countries", "It's the Heavenly Law that Kindness Will be Rewarded with Kindness, and Evil Punished with Evil," etc. On the trees along the road, one could see many red banners with the words "Falun Dafa Is Good", "Falun Dafa Is Righteous", "Falun Dafa Has Spread to the Whole World." Truth-clarifying video CDs, materials, booklets were also sent to the courtyard of the brainwashing center, which greatly shocked the evil.

Ms. Li Na is a resident of the Yangming Village, Huangtukan Township, Donggang City and is 23 years old. After being turned in by the village security officer, she was arrested on July 31, 2003. Her home was ransacked, and Dafa books, audiotapes and over 1000 copies of truth-clarifying materials were seized.

The Donggang Court tried Li Na in an "open trial" on September 14, 2003, but no judgment was pronounced. It's heard that the Donggang Court is requesting instructions from the Dandong City and the Province level before a verdict could be rendered. It's clear that the so-called 'law' is no more than a tool for the dictatorship.

Since March 2003, the Communist Party Committee and the City "610 Office" [a bureau specifically created by the Chinese government to persecute Falun Gong. It has absolute power over each level of administration in the Party, as well as over the political and judiciary branches] of Leiyang City have ordered police many times to arrest Dafa practitioners. On March 5, 2003, Dafa practitioner Mr. Wu Youlin was arrested and over 200 copies of Dafa materials were confiscated. On May 25, 2003, Dafa practitioner Mr. Xie Huijun (deputy manager of the City Residential Building Development Center) was arrested late at night by patrolling police officers when he was putting up Dafa posters. At around October 10 to 12, the City Public Security Bureau organized another round of arrests of Dafa practitioners. The arrested Dafa practitioners in downtown Leiyang and Xiaoshui Township include Ms. Long Lianying, Ms. Li Ying, and Ms. Zeng Zhaoqing.

Mr. Tang Yongqi was illegally sentenced twice for his firm belief in "Truthfulness-Compassion-Tolerance" and is still detained at the Changde Jail. His wife has also been detained several times. One detention lasted over 8 months. Their elder daughter was forced to leave home over three years ago and still cannot come home. Only their 80-year old father is left home alone.

Mr. Lu Hai is 27 years old, a university graduate, and a resident of the Lingxiang City. He was illegally arrested on August 6, 2003 at the Yueyang Railway Station. Fellow practitioners tried many ways to inquire about his whereabouts, but were refused information. It's assumed that he has been incarcerated somewhere and is being persecuted.

Guo Shengxiang is the police chief of the Yueyang County Police Brigade. He has been a principal person in persecuting Dafa practitioners during the past few years. Since early 2003, his crimes in persecuting Dafa practitioners have been exposed and documented by the "World Organization to Investigate the Persecution of Falun Gong". But instead of being regretful, he is out for revenge. From May to August, 56 year old Wang Ping from the Yueyang County downtown was arrested three times by Guo for no reason. After being force-fed through tubes, injured though group beatings, and hung up by the wrists, handcuffed in the back and then pulled up by the handcuffs to take the whole body weight, Wang became extremely weak. His body became so swollen that it was difficult for him to walk. He also did not have a normal appetite. At the worst times, he could not manage his daily life on his own. On September 8, 2003, less than ten days after the dying Wang Ping was sent home, and although he was still in a dangerous condition, Guo Shengxiang broke into his home and arrested Wang Ping for a third time. Mr. Wang's current condition is unknown.

8. Overseas Fellow Practitioners, Please Be Vigilant!

Since August 2003, the International Department of the Chinese Telecommunication Bureau has started installing phone-tapping devices to monitor international phone calls.

Wang Wenqing was arrested by police officers from the Liuhua Police Station, Jinzhou City after being turned in, and is now detained at the Jinzhou City Second Detention Center.

On the night of September 8, 2003, the Anyang City Public Security Bureau, District Offices, the Political and Judiciary Committee and the"610 office" plotted to search Dafa practitioners' homes all over the town. Dafa practitioners Ms. Chen Fenglan and others were arrested. Many Dafa practitioners' phones were monitored. The brainwashing center in the city has continued to detain Dafa practitioners.

Zhu Xianfu, the head of the "610 office" of the Wuchang City, has been persecuting Dafa practitioners during the past few years. He has been detaining Dafa practitioners in the "610 office" inside the Auditing Building. He orders Fu Yanchun, Liu Xiaoling, and Shi to curse and beat Dafa practitioners, while he tries to "convert" Dafa practitioners and to extort money from them.

Mo Zhenshan, the deputy director of the "610 office", has also persecuted Dafa practitioners. On September 28, he plotted with Li Hongyu (head of the Lalin Township Police Station) to go to Dafa practitioner Na Weichen's home to arrest him for a second time.

During the First Annual Meeting of Boao Asian Forum in Qionghai, Jiang Zemin attended the meeting. His living place was tightly guarded. When officers from the Hainan Province wanted to pay a visit to the site, they were turned away. They had to phone some leaders inside before being escorted in. Staff members asked guards: "We are the first class police of our country, why couldn't we enter?" They were told: "Jiang is especially afraid of Falun Gong, so entry is tightly controlled." The staff member thought that to be very funny. He could not believe that Jiang Zemin would be this afraid of Falun Gong.
