Zhou Weidong, the political and law committee secretary from Qinhuangdao City, Hebei Province, along with accomplice Tian Peichun, the main criminal of the city "610 Office" ordered subordinates to persecute Dafa practitioners, which caused hundreds of practitioners' homes to be illegally monitored and around 160 practitioners to be forced to leave home. They also held numerous brainwashing classes in which many practitioners were brutally beaten. Some had lacerated kidneys and some were on the verge of death due to torture. Some were sent to labor camps and mental institutions, to be further tortured. (The "610 Office" is an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems.)

The Shuangyashan City Police Department authorities ignored Dafa practitioners who were on the verge of death after being severely tortured. Falun Dafa practitioner Ms. Yan Xihua has been illegally detained for more than five months. She had been vomiting for a long time and her body was extremely weak; however, the detention center refused to provide medical treatment. Practitioner Cui Xuewei suffered recurring diabetes during a hunger strike, which triggered heart disease, and his body convulsed continuously after he was force-fed. Practitioner Shan Jinying vomited blood during the hunger strike and was in serious condition, yet Wang Yuting, the detention center chief, refused to send Shan Jinying to a hospital for emergency treatment.

In a few words: we stick together in happy times and amidst tribulations. After truth clarification video(s) were shown through a cable T.V. system in Changchun City on March 5, 2002, the evil began a frenzy of persecution against Dafa practitioners in the Changchun area. Recently, some practitioners were released from jail. They didn't pass the test well. Due to the evil's high-pressure persecution they developed a pessimistic mood and thought they had let Master down. I want to say to them with a sincere heart, "Fellow practitioners, you fell but the evil did not win, because you are still cultivating and there are still opportunities to make it up. You must have righteous thoughts that break through all barriers! As long as you truly want to break through all interferences and persecutions, Dafa practitioners' pure thoughts are powerful."

How do Dafa practitioners use righteous thoughts regarding Article 23? As Fa- rectification disciples, we should look at it from the perspective of Fa-rectification and as a whole, in order to see how the old forces arrange significant events in the world to interfere with Fa-rectification; [we should see] how to eliminate these arrangements in order to harmoniously validate and safeguard Dafa, clarify the truth and save people. On the issue of Article 23, we Dafa practitioners in China should pay attention and be clear from the perspective of Fa principles, have the concept of a whole body, actively send forth righteous thoughts and try our best to break through the old forces' arrangements on this issue.
