merchants and foreign capital banks openly expressed their concerns about the enactment of Article
23 of the Basic Law, even the chamber of commerce for medium and small enterprises, which previously
supported the government with respect to this legislation, also expressed concern that the
legislation would negatively affect the business environment. For example, there were questions
whether the proposed law would hinder collaboration with merchants from Taiwan or other foreign
countries.

The report said that Mr. Chen Hongyi, professor from the Department of Law at Hong Kong University,
who is also a member of the Basic Law committee, appealed to the government to pay attention to the
concerns of business and modify the current proposed legislation to ensure that Hong Kong maintains
its competitive advantage under the rule of law.
