After Yang Guiquan died at Xindi Detention Center in Fuxin City on July 5, 2009, his friends tried to hire an attorney to investigate the circumstances of the death. However, no attorney has dared to take on the case.
Mr. Zhao Shoujin, a practitioner from Changtu County, Liaoning Province, was the deputy head of Shibajiazhi Township, Changtu County, and a well respected party cadre. He was illegally sentenced to three years in prison and taken to the Kaiyuan City Mental Hospital, where he has been tortured.
Mr. Yang Guiquan Dies as a Result of Persecution

At approximately 6 p.m. on June 20, 2009, Yang Guiquan was reported to the police when he was exposing the persecution of Falun Gong to others at the Fuxin City market place in Liaoning Province. Wu Zhongqi, a policeman from the Political Section of Haizhou District Police Precinct and others arrested Mr. Yang. Wu Zhongqi and other policemen interrogated Mr. Yang through the night and then detained him at Xindi Detention Center in Fuxin City.
At Xindi Detention Center, Mr. Yang was tortured, and he protested with a hunger strike. Policeman Wu Zhongqi, the prison doctor, and guards at the detention center brutally force-fed him. By July 5, he was on the verge of death.
During the detention, Yang's mother, who is in her 80's, knelt down to Wu Zhongqi to beg them to release her son, but her request was turned down. No relatives were allowed to visit Mr. Yang. The managers from Yang's work unit had asked Haizhou District Police Precinct to release Mr. Yang, but that request was turned down as well.
Tortured to Death
A few hours before Yang Guiquan passed away, the police sent him to the Police Hospital, and then they brought him back to the detention center. A few hours later, they sent him to the General Hospital of the Fukuang Mining Group.
According to personnel from the General Hospital, Mr. Yang had stopped breathing, and there was no heartbeat when he was sent to the hospital. On the diagnostic statement, it stated that he was dead. Behind Yang's back and head were bruises. Scars were also seen on his legs. In addition, burn wounds were found on his inner thighs and on other areas on his body.
Yang Guiquan died at approximately 3:00 pm on July 5, but the police department and the detention center did not notify Yang's relatives until 8:00 pm in the evening.
After Yang Guiquan died, his relatives were placed under tight control. Several security agents appeared around his home to prevent the family from leaving. The security agents also blocked the family from connecting with the outside world. When Yang's friends went to the funeral parlor to see his body, the security person said they could see others', but not Yang's.
After Yang Guiquan died, his friends tried to hire an attorney to investigate the responsible persons and work units through the judicial process. However, no attorney dared to take on the case. They said that recent policy statements from the Justice Department of Liaoning Province have decreed that no attorney is allowed to take on Falun Gong cases.
July 19th was the date for cremating Yang Guiquan's body. At approximately 9 am, about ten police cars and one riot police bus were parked in the courtyard of Fuxin Funeral Home. There was a total of about one hundred police, security agents and riot police inside and outside the funeral home.
Haizhou Police Precinct and the Detention Center didn't give any reasonable explanation for his death. According to a person close to the situation, however, Yang Guiyuan was beaten to death by police.

worked at Rongxing Plastic Corporation in Fuxin
City, Liaoning Province before his death. He began to practice Falun Gong in 2006.
Township Deputy Supervisor Tortured in a Mental Hospital Before Sentencing

On November 30, 2008, Mr. Zhao Shoujin and his wife Ms. Sui Shufanin were abducted at their home in Benxi City. Ms. Sui was taken to a detention center for over eight months, while Mr. Zhao was detained in the Kaiyuan City Mental Hospital.
On the morning of July 23, 2009, under the direct manipulation of the CCP Political and Judiciary Committee and the 610 Office, in Changtu County, the court convened the trial for Mr. Zhao and his wife. At the time the couple had already been confined for seven or eight months. They were denied representation by a lawyer.
Mr. Zhao refused to cooperate during the trial and protested his illegal arrest. He was verbally abused and beaten by the police. The abuse in the mental hospital resulted in the deterioration of his health: he appeared to be unfocused, his gaze was blank, and one arm and one leg trembled uncontrollably. The Kiayuan City Mental Hospital charged him 3000 to 4000 yuan every month for his involuntary stay.
Liu Jianxin, the captain of the Domestic Security Team and his officers made false charges against Mr. Zhao and Ms. Sui, and got arrest warrants from the Procuratorate. On January 7, 2009, the County Procuratorate returned the case to the police to "get additional materials". When the police was investigating Mr. Zhao and his wife during their detention, neighbors and friends testified to their good character. The villagers collected signatures to appeal to the court for their unconditional release.
Previously, on August 15, 2007, Guo Xiaofeng and Shang Yu Feng from the Domestic Security Team of the County Police Department, along with four or five officers searched the Zhaos' house and confiscated many of their belongings. On August 17, 2007, Liu Jianxin and others from the Domestic Security Team harassed Mr. Zhao at his home and tried to extort 20,000 yuan from him. They later reduced the extortion amount to 10,000 yuan. Unable to bear the constant police harassment any longer, Mr. Zhao and his wife left home and wandered about for over a year.
At present, Mr. Zhao Shoujin is still confined in the Kaiyuan City Mental Hospital enduring further abuse.
