Mr. Lu Yuping, a former tax official, had been jailed for three years because of his belief in Falun Gong. Then he was arrested again and sentenced for 14 years for his appeal in 2002. After suffering many tortures, he died on May 30, 2009.

Mr. Xie Deqing was abducted on his way to the court house, because he was going to the hearing of a trial against another Falun Gong practitioner. He was tortured in a brainwashing center, where he was tortured to near death, and subsequently died at home on May 27, 2009.

The Persecution and Death of Mr. Lu Yuping

Mr. Lu Yuping, born in 1958, was from Daxing'anling, Heilongjiang Province. Because of his belief in Falun Gong, he was sentenced to 14 years in prison. On May 30, 2009, he died in Tailai Prison, where he had been subjected to numerous tortures.

On May 23, officials from Tailai Prison notified Mr. Lu's family of his critical condition. However, when his family went to ask for his release, officials from the local 610 Office, the CCP Political and Judiciary Committee and the CCP Committee in Songling District turned down their request. They did the same thing back in April 2007 when his family requested he be released on medical parole.

Lu Yuping had worked in an education and tax office, and was a secretary at Songling District Land Tax Bureau. He used to suffer from pulmonary edema, but starting in 1995, when he began to practice Falun Gong, he became mentally and physically very healthy. He conducted himself strictly according to the principles of Truth-Compassion-Forbearance. For example, he returned items that he had taken from his workplace before, took the initiative to resolve past conflicts with his coworkers, and worked very hard and wasn't corrupt. He was widely recognized as a model of honesty by his superiors at the Land Tax Bureau and given the title of "Model Worker for Honesty and Uprightness" at the county level in 1996.

After the Chinese Communist Party (CCP) began to persecute Falun Gong in 1999, the CCP Political and Judiciary Committee of Songling District, along with the police and other staff from Songling District Land Tax Bureau, threatened Mr. Lu in order to make him give up his practice of Falun Gong. However, he steadfastly held on to his belief.

Then the CCP Discipline Examination Committee in Daxing'anling set up a special group to investigate Mr. Lu in order to find out all about his activities at work and during his free time. Announcing the final results of the investigation, Liang Xingzhong, Daxing'anling Land Tax Bureau Head, said, "He has worked in this area for many years but has never shown any signs of corruption and has never broken any laws."

When Songling District Tax Bureau Head Han visited him at the detention center, he cried and said, "Lu is such a good official!"

While in court, the judge said, "No one is angry with you." However, the person in charge of Mr. Lu's case said, "Unless you tell me that you will give up practicing Falun Gong, I will sentence you under some pretense."

Mr. Lu was arrested in September 1999, and in October, Songling District Court sentenced him to three years at Taila Sankeshu Prison for allegedly posing a threat to "National Security."

On February 22, 2002, he was released. On May 19, 2002, he went to appeal his illegal three-year term. Ma Yong, along with a group of people from the Criminal Police Team in Jiujiang Farm, Neijiang City, arrested him again. He was then taken to Jiagedaqi District Detention Center. Wang Hua, who was on duty, searched him in the duty room and found over 200 yuan in cash, which he confiscated. Mr. Lu was searched again by several plainclothes officers and then pushed into the interrogation room. He was handcuffed behind his back to a metal chair, with his feet and body tied to the chair. He was wearing one layer of clothes and his shoes were removed.

Ma Yong ordered his group of people to torture Mr. Lu and humiliate him. They beat him using a special leather whip, their leather belts, the soles of their shoes, and handcuffs. When he passed out, they poured cold water over him to revive him and then beat him again. They released him from the chair and immobilized his head, hands, and feet, stripped him naked and struck his back hard with a leather belt and whips until they were almost broken. Then they handcuffed him behind his back again, beat him in the back, and struck the back of hands and feet. When his hands became swollen, they took off the handcuffs, pressed his hands on the table, and rolled them around. They then handcuffed him to the metal chair again, but Mr. Lu by then had difficulty breathing and almost fainted. Ma Yong continued the torture, stuffing two burning cigarettes into Mr. Lu's nose, and Dong Weiling, the person in charge of Songling District 610 Office, asked Mr. Lu questions. The two burning cigarettes extinguished very quickly. Next, they took a bottle of liquor, forced Mr. Lu's mouth open, and poured it down his throat, knowing that Falun Gong practitioners are not allowed to drink alcohol. Mr. Lu suffered from 10 a.m. to midnight. When they realized that they wouldn't get a confession, Ma ordered Wang Hua, the guard on duty, to take the Mr. Lu to a death row cell.

In October 2002, officials from the Jiagedaqi District Court in Daxing'anling secretly tried Mr. Lu Yuping, sentencing him to 14 years in prison on trumped up charges. Mr. Lu appealed according to the law. The judge said that Mr. Lu's family members and lawyer could not come to the court to defend him. At the court hearings, several procedural abnormalities were noted. For example, during the court hearing, Mr. Lu's right to appeal was taken away, and he was obstructed in his attempt to appeal to the superior court. The court finally sentenced him based on false testimony. When Mr. Lu explained that his confession had been coerced through torture, the judge refused to acknowledge it.

In March 2003, Mr. Lu was taken to Tailai Prison, where he continued to suffer from torture. In March 2005, a few inmates, instigated by the guards, brutally tortured him in order to force him to do hard labor.

On April 7, 2007, Mr. Lu developed sudden symptoms of diarrhea. He couldn't eat anything and became emaciated. He was transferred to Tailai Hospital for treatment, and x-rays showed that he had developed "double pulmonary tuberculosis and an infection." At 3:40 pm on May 30, 2009, Lu Yuping died at Tailai Prison.

Mr. Xie Deqing, 69, lived at 188 East Qingjiang Road, Chengdu City. He retired from his position at Chengdu Hydroelectric Investigation and Design Institute (CHIDI) due to illness. His wife Yu Qinfang, 67, is also a retiree from the CHIDI. They were cured of all illnesses through Falun Gong practice in 1996 and became physically and mentally healthy.

 

Xie Deqing has severe chest pain; he tries to turn over in bed with much difficulty

The Gaoxin District Court in Chengdu City put practitioner Chen Changyuan on trial on April 29, 2009. Xie Deqing and his wife tried to sit in the audience in support of Mr. Chen but were illegally arrested. Participating in the arrest were Fang Guofu and other officials from CHIDI, its security section, Funan Street Administrative Committee and Funan Police Station. Mr. Xie Deqing was taken to "Chengdu Legal Education Center," also called Xinjin Brainwashing Center, where he was held for about 20 days and severely abused during this period.

Mr. Xie changed from a robustly healthy, fit person into an emaciated, incontinent human being, unable to eat. He experiences severe chest pain. Officials Yin Decai, Bao Xiaomu and Wang Hongqiang laced his food and water with toxic substances. When Xie Deqing's condition became serious, they ordered Fang Guofu and other officials to take him home the evening of May 23, 2009.

Xie Deqing was in a coma for most of the next four days. He experienced excruciating chest pain when he came to and tried to turn over in bed. He died at 10:15 p.m. on May 27, 2009.

Xie Deqing's body was initially placed at his home at the CHIDI dormitory. Many cars with plainclothes police officers, 610 Office agents, security agents and officers from the Comprehensive Administration Office interrogated and searched people and cars that came to pay their respects. More than 100 policemen attacked Xie Deqing's family at his funeral, and beat and injured his two sons. The agents took Mr. Xie's body at 3:00 a.m. on May 29, 2009. Chengdu City 610 Office agents cremated the body at noon on May 30, 2009.

Since the onset of the Communist regime's persecution of Falun Gong on July 20, 1999, officers from the Qingyang District Police Department, from Funan Street Administrative Committee, from Funan Police Station, CHIDI, and agents from the Science Research Institute and the Residential Committee have closely monitored Xie Deqing and his wife Yu Qinfang. These officials followed the couple when they left home, ransacked their home, extorted money from them, and sent them to brainwashing centers and custody centers, because they persisted in following their belief in Truth-Compassion-Forbearance.

On September 19, 2005, Funan Office 610 Office head Yi Yun from Chengdu City called Xie Deqing and lied to him, saying he was going to give his son a job. He told Xie Deqing and his wife to report to the office the next day. Xie Deqing went as told, because he wanted to clarify the truth about Falun Gong to Yi Yun. A large group of police officers were waiting at the office and arrested Xie Deqing as soon as he showed up. They immediately sent him to Xinjin Brainwashing Center in Chengdu City, where he was tortured to near death. His wife Yu Qinfang was out of town and avoided arrest, but had to live in exile to avoid arrest. She led a difficult life being homeless.

The couple's daughter-in-law Zhang Hong died as a result of mental anguish from the nonstop persecution and constant harassment, intimidation and threats from secret agents. The brainwashing center did not release Xie Deqing go home, to take care of Zhang Hong's funeral. Instead, they escalated the abuse. Later CHIDI withheld their pension. Xie Deqing joined his wife in exile.

Mr.Xie Deqing and his wife were persecuted for a long time at the hands of local CCP officials. On April 29, 2009, the couple were abducted again and sent to Xinjin Brainwashing Center, where Xie Deqing was tortured to near death and subsequently died at home.

The so-called "Legal Education Center" is a place of violence and coercion. Officials there bombard Falun Gong practitioners with vicious lies, and deceive them with fake kindness in order to make them renounce their belief. They physically torture them, inject them with nerve-damaging drugs, lace their food and water with the same drugs, force-feed them through industrial plastic tubes, extort money from them, and use all means to threaten and intimidate them. They have caused many practitioners to experience a nervous breakdown, permanent disability and even death, but are not held legally responsible.

Several practitioners were killed at Xinjin Brainwashing Center. These included Ms. Deng Shufen from Shuangliu County,  who was in her 70s, 67-year-old Ms. Li Xiaowen from Shuangliu County, and 53-year-old Ms. Liu Shenglu from Xindu District, Chengdu City, among others. Practitioners Zhu Xia, Liu Ying, Tan Shaolan and many others suffered a mental collapse at the brainwashing center. According to an internal source, more than 1,000 practitioners have been held there over the past decade.
