When Mr. Li Min was near death in the prison, the guard claimed in public that they would never release him unless he had no hope of survival.
When Ms. Jiang Hong and Mr. Jiang Hongbin tried to investigate their father's death case, they were severely beaten by police. Their lawyers were shackled, beaten and jailed by the local 610 Office.
Mr. Li Min Tortured to Death in Daqing Prison
Falun Gong practitioner Mr. Li Min, 51, used to at Hulan District Bureau of Finance in Harbin City, Heilongjiang Province. In 2005, he was sentenced to eight years in prison and detained at the 7th Ward of Daqing Prison. Because he was tortured for a long time, he was very weak and had symptoms of cerebral thrombosis. In April 2009, Mr. Li Min's family visited him and asked the prison to allow his release for medical treatment. However, the prison refused their request.
In May 2009, Mr. Li was transferred to Daqing Hospital. At 8 p.m. on May 23, 2009, he passed away in a ward on the fourth floor of the second outpatient division of Daqing Hospital.
Reportedly, Mr. Li had been unconscious and had difficulty breathing when he was sent to Daqing Hospital. In such condition, the guard still shackled Mr. Li. A family member said: "He is in such a bad condition. Why did you still shackle him?" The guard said: "I cannot open the lock." The family member said: "You shackled him, why can't you open the lock?" Finally, the guard applied a bit of sesame oil as lubricant on Mr. Li's ankle and forcibly pulled the shackles off.
When Mr. Li's family asked the prison to release him, the chief of the 7th Ward claimed in public: "When shall we release you? At the time even if we release you, you have no hope of survival. You might just live for another eight or ten days after going home, otherwise absolutely no release."
CCP Secretary from Chongqing City: "If You Hire Lawyers Again, Your Entire Family Will Suffer"
After 66-year-old Mr. Jiang Xiqing died because of brutal torture in Xishanping Forced Labor Camp, his family sought justice through legal channels. As a result, they are being harassed by officials involved in his persecution. On May 15, 2009, the Chinese Communist Party (CCP) Secretary of Jiangjin District Wang Fenghua threatened Mr. Jiang Xiqing's eldest daughter, Jiang Hong, saying "Who let you hire lawyers? If you hire a lawyer again, your entire family will suffer."
At about 4 p.m. on May 13, 2009, Ms. Jiang Hong went to pick up lawyers Zhang Kai and Li Fuchun from Beijing. They were hired to investigate the persecution of her parents, Mr. Jiang Xiqing and Ms. Luo Zehui. Upon arriving home in Jiangjin District, more than thirty police officers from the district 610 Office surrounded her home. They arrested the family and the lawyers and then ransacked the house. They confiscated all of their documentation and evidence detailing the persecution. Ms. Jiang and her brother, Mr. Jiang Hongbin, were severely beaten. The two lawyers, Zhang Kai and Li Fuchun, were beaten, handcuffed, and taken to the 610 Office.
In the afternoon on January 27, 2009, when the family went to the forced labor camp to visit Mr. Jiang Xiqing, he was physically fine. Less than 24 hours later, his family received a phone call from the forced labor camp, telling them that Mr. Jiang had died. Seven hours after the forced labor camp claimed that Mr. Jiang had died, his son and daughters found that his renzhong acupuncture point in the center of his chest and his stomach and thighs were still warm. They shouted, "Our father is still alive! Please help revive him! He is not dead yet!" The family wanted to use CPR to revive him, but more than twenty officers dragged them out of the refrigerated area in the funeral parlor.
Mr. Jiang Xiqing was a retired staff from Jiangjin District Taxation Office. His wife, Luo Zehui, had suffered from many illnesses and spent a lot of money on medical treatment, without good results. In 1996, she learned to practice Falun Gong, and soon her ailments were cured. After Mr. Jiang saw this, he began to practice as well. On May 13, 2008, officers from the Youxi Police Station in Jiangjin District arrested Ms. Luo Zehui when she visited friends. On May 14, the police ransacked her home and arrested Mr. Jiang Xiqing. Mr. Jiang was subsequently sentenced to one year of forced labor. A few days before the 2008 Beijing Olympics, he was taken to Xishanping Forced Labor Camp in Chongqing City. His wife was sentenced to an eight-year prison term. Shortly before her husband's death, she was secretly transferred to Yongchuan Women's Prison in Chongqing City.
After Mr. Jiang's death, his family contacted those involved and demanded that those responsible be punished. The prison guards at Xishanping Forced Labor Camp attempted to cover up their crimes in collaboration with the local 610 Office and police department. They harassed and threatened Mr. Jiang's family, starting with Mr. Jiang's daughter, Ms. Jiang Hong. More than twenty people from different government departments went to her home, but she was not there at the time. Then they threatened Mr. Jiang's son, Jiang Hongbin. They also demanded that the director of the Land Taxation Office, where Mr. Jiang Hongbin was employed, come along. They tried to force the family to give up their demands for justice.
The police searched the home of Mr. Jiang's second daughter, Ms. Jiang Ping. Mu Chaoheng from Jiangjin District Domestic Security Team and more than twenty officers, including Jiang Qi from Degan Police Station and Long Yongli from the Office of Comprehensive Management, ransacked Ms. Jiang Ping's home without a warrant. Mu Chaoheng seized her handbag and confiscated her cell phone. The police and prison guards feared disclosure of information they divulged when the family went to see Mr. Jiang Xiqing's remains.
The postmortem examination report clearly stated that Mr. Jiang Xiqing had three broken ribs (Nos. 4, 5 and 6), suggesting that police brutality playing a role in Mr. Jiang's death
The forensic report on Mr. Jiang Xiqing stated that he had three broken ribs (Nos. 4, 5, and 6), the skin on his chest was black and blue, and there was subcutaneous hemorrhaging. The "guasha" (a popular treatment for sunstroke that involves scraping the patients' neck, chest, or back) that the forced labor camp blamed would not result in three broken ribs, hemorrhaging, or bruises. Xishanping Forced Labor Camp officials told Mr. Jiang's family on January 28 that he died of a heart attack. The next day they changed their story to "guasha." Physical evidence strongly suggests a violent death, most likely at the hands of labor camp guards.
