While the Olympic Torch arrived in Ningxia Hui Autonomous Region on June 28, 2008, local Chinese Communist Party (CCP) authorities kept surveillance on, harassed, followed and arrested practitioners.

On July 2, 2008, the friends and family of Falun Gong practitioner Ma Duo, who had already been illegally sentenced to imprisonment, went to Jiamusi City Middle Court with their lawyer to appeal. However, the Domestic Security Team and the 610 Office have them arrested.  They were not released unitl Ma's family were forced to pay 1,000 yuan and signing a fabricated documents.

On June 17, 2008, Falun Gong practitioners Mr. Meng Xianwu and Mr. Jiang Yuqing from Xingcheng were illegally arrested by Xijie police in Huludao, Liaoning Province. They were beaten, their homes were searched, and their property was confiscated. Meng Xianwu was sentenced to one year in a forced labor camp.

The Olympic Torch arrived in Ningxia Hui Autonomous Region on June 28, 2008 to travel through Zhongwei City, Wuzhong City and Yinchuan City. Meanwhile, local Chinese Communist Party (CCP) officials kept surveillance on, harassed, followed and arrested practitioners. During this period of time, police either went directly to practitioners' homes or their workplaces, and some used the local Neighborhood Administration as informants. A few police officers forced their way into practitioners' homes to seize their belongings.

Some practitioners' homes were under surveillance by more than ten people on any given shift. Police even installed cameras in the hallways of some apartment buildings where practitioners lived. Whenever anyone left home, they were followed immediately. It was reported that those participating in the surveillance included people hired by the Neighborhood Administration under the 610 Office's orders. Each person could get 30 yuan in compensation per day. Some of them were as young as high school students.

During the noon hour on June 30, Yinchuan City practitioner Mr. Zheng Yongxin was illegally arrested by police from the Funing Road Police Station in Yinchuan City. He was first detained at Funing Road Police Station and was told that he would be released on July 1, when the Olympic Torch left the area. Later on, Mr. Zheng Yongxin was not released, but instead detained at Yinchuan City Detention Center. More than eight years ago, Mr. Zheng was an employee at the Yinchuan City Power Supply Bureau, but he was fired because of his belief in Falun Gong. At that time, he was taken to Ningxia Forced Labor Camp and Ningxia Guyuan Detention Center for eight years. Just before he finished serving his first sentence on November 11, 2007 at the detention center, he was taken by force to a brainwashing center by the Ningxia Hui Autonomous Region 610 Office. He was released before the Chinese New Year of 2008. Now he is separated from his wife and children, and he doesn't have a permanent address.

On June 20, officers from the Daxin Township Police Station of Yinchuan City broke into practitioner Ms. Liu Yan's home and arrested her and her year-old infant. That same night, they deceived Ms. Liu's husband Mr. Zhang into going to the police station to take them home, but after he arrived at the police station, the police only gave him his son and didn't allow him to speak to his wife. Ms. Liu Yan was detained in the Daxin Township Police Station and was later transferred to Xingqing Police Department of Yinchuan City. Currently, the couple's two children are still being cared for by Ms. Liu Yan's husband, but their daily life is very challenging.

Practitioner Mr. He Xianglong, from Longde County Guyuan City of Ningxia Hui Autonomous Region, was the on-duty teacher during the mandatory evening study hall. Police from the Domestic Security Division and Shatang Town Police Station forced their way into the school and arrested Mr. He without a warrant.

Practitioner Mr. Xie Yiqiang, an engineer in Yinchuan City, was sentenced to prison for four years. The CCP court made the announcement after the second day of trial, even though the trial itself was never formally concluded. At the end of June, practitioner Ms. Zhang Fang from Jinfeng District of Yinchuan City was taken into custody at Yinchuan City Detention Center. Practitioner Mr. Dou Jianyong was arrested at Pingluo County of Ningxia Hui Autonomous Region, and he was held at Pingluo County Detention Center for fifteen days.

At around noon on June 4, practitioner Ms. Wang Lifang from Yinchuan City was arrested from her home by eleven police officers from Jingbian County's Domestic Security Division of Shaanxi Province. The officers in charge were Ren Baochuan and Zhao Lingyong. Ms. Wang was taken to the Jingbian Domestic Security Division.

A female practitioner from Xingqing District of Yinchuan City, who is over 70 years old, had her home ransacked and was arrested.

Using the 2008 Beijing Olympics as an excuse to escalate the persecution, the CCP has arrested more than one thousand and eight hundred practitioners. In some cases, after they made the arrest, they sentenced the practitioners to prison without a trial. The practitioners are required to serve their prison sentence until the Olympics are over.

At around 11:00 a.m. on July 2, 2008, the friends and family of Falun Gong practitioner Ms. Ma Duo, who had already been illegally sentenced to imprisonment by the Jiamusi District Court, went to Jiamusi Middle Court with their Beijing-based lawyer. They were trying to look for Ms. Song Peixia to deliver Ma Duo's personnel records to her. However, Song said that she had no time in the morning and made them come back in the afternoon at 1:15 p.m.

That afternoon, Ma's family and friends returned to look for Song. However, the moment they entered the building, they found Jiamusi City's Domestic Security Team and 610 Office member Chen Wanyou sitting inside. When Ma's family and friends came to Song's office, Song became very rude and ordered them to leave, with only the lawyer allowed to remain behind. Ma Duo's family and friends had to wait in another room. Song talked with the lawyer for a while, and then asked him to photocopy the personal records. She specifically asked him to go to a particular office in the building and nowhere else. Throughout the process she found all sorts of ways to create delays, and forced the lawyer to spend a large amount of time on minute technical issues. In the end, she took 20 yuan worth of photocopying fees, but refused to give a receipt.

Throughout this process, Chen Wanyou was making calls on his cell phone. He called everyone who was involved in the persecution. Song also continued to make calls during the process.

It was 3:00 p.m. when Song told the lawyer and Ma Duo's family and friends that they could leave. As they approached the gate, they realized that the gate was blocked by dozens of policemen. The head of the Jiamusi 610 Office Liu Yan brought his force, including Wang Fujin, Yin Zuqiang, Yu Zhiyong, Lou Jiangling, and others. The police from Jiamusi City, Qianjin District, Yonghe Station, Jiamusi Suburban Branch and Changhong Station were all present.

The policemen grabbed the lawyer by his arms and made an effort to take him away. The lawyer warned them not to, and they tried to forcibly take him to an isolated room in the building. Later, Ma Duo's family and friends were forcibly taken to the Changhong Detention Center. An older lady who was present and unrelated to the situation was also taken away. More than two hours later, the lawyer was released.

Before this, at approximately 2:30 p.m, Chen Wanyou, together with four other policemen, had already arrested Ma Duo's mother Qiu Yuxia, who was awaiting consultation with a doctor at the Jiamusi Center Hospital, as well as three other friends. At approximately 2:00 p.m., policemen brought Ms. Qiu to Changhong Detention Center. Qiu Yuxia and a friend who helped bring Ma Duo's case files were also handcuffed.

Changhong Detention Center Chief Xin Hui, Deputy Chief Teng Yan as well as former Jiamusi Domestic Security Team Leader Li Wanyi's gang were all accomplices in the illegal arrest of Qiu Yuxia and Ma Duo's family and friends. Xin and Teng shouted at them, "I'm going to sit here and wait, let's see where Qiu Yuxia can run!"

At approximately 7:00 p.m., Ma's family were forced to pay 1,000 yuan. They were only released after signing Li Wanyi's fabricated documents. It has been reported that Qiu Yuxia and six other friends were later arrested again and taken to the Jiamusi Detention Center.

The explanation given to the public was that Falun Gong practitioners had attacked the Jiamusi Middle Court building, leading to their arrest. However, it is apparent that Jiamusi's 610 Office and the courts had planned the whole thing and illegally arrested the Falun Gong practitioners.

On June 17, 2008, Falun Gong practitioners Mr. Meng Xianwu from Huludao and Mr. Jiang Yuqing from Xingcheng were illegally arrested by Xijie police in Huludao, Liaoning Province. They were beaten, their homes were searched, and their property was confiscated. Meng Xianwu was sentenced to one year in a forced labor camp. Jiang Yuqing was sent to Masanjia Forced Labor Camp but could not be admitted due to poor health, but Xijie Police Station didn't give up and continued their attempts to incarcerate Jiang Yuqing in a forced labor camp.

On June 17, when Meng Xianwu was clarifying the truth at Huludao Zinc Factory's health office, he was reported. The deputy chief from Xijie Police Station, leading about eight others, arrested and took Mr. Meng to the Xijie Police Station at around 9:00 a.m. After arriving at the station, Meng Xianwu was beaten by police officers three times. His face had visible wounds.

At 11:45 a.m., workers from from the Domestic Security Team together with about twenty others arrived at Mr. Meng's home, intending to conduct an illegal search. After failing to pick the lock, the police forcibly entered Meng's residence.

Falun Gong practitioner Mr. Jiang Yuqing were inside the home, and he was arrested and taken to Xijie Police Station, where four officers beat him simultaneously. As a result of the beating, Jiang experienced chest pain, he had difficulty breathing, and he vomited blood twice. The officers stole 450 yuan from Mr. Jiang's pockets and personal property worth nearly 900 yuan, and then divided it among themselves. Mr. Jiang had difficulty eating during his illegal imprisonment.

Two weeks later, on July 1, Mr. Meng Xianwu was illegally arrested by Xijie police and sent to the Institute of Rehabilitation in Huludao for further persecution. Mr. Jiang Yuqing was also arrested and illegally sentenced to one year in a forced labor camp. Three times Jiang failed the physical exam to enter Masanjia Forced Labor Camp because the electrocardiogram indicated that there were heart problems and his health was failing. After Masanjia Forced Labor Camp rejected Mr. Jiang's admittance, the police released him but planned to pursue him in the future and again attempt to send him to a forced labor camp.

The police confiscated Mr. Jiang Yuqing's phone book containing contact information for Falun Gong practitioners from Huludao, Xingcheng and Suihua. Fellow practitioners who have been in contact with Mr. Jiang are asked to please pay attention to your safety.
