Acheng City Police Refuses to Compensate
Family for Wrongful Death of Mr. Huang Fujun
Falun Gong practitioner Mr. Huang Fujun of Acheng City, Heilongjiang Province was illegally arrested by the police in Majiadian Village, Songfengshan Town on July 24, 2007. During the subsequent detention at the 1st Detention Center of Acheng City, he was violently force-fed while on a protest hunger strike. Later, Mr. Huang became unconscious as a result of the continued forced-feedings. In early November 2007, the detention center rushed him to the hospital for resuscitation. During the hospitalization, the guards still handcuffed and shackled him to the hospital bed. On November 3, 2007, Mr. Huang was dying and still unconscious. Seeing that he was about to die, the guards let his family take him back home. Three days following his release, Mr. Huang Fujun passed away at home.
Huang Fujun was a very healthy man before he was arrested. He had no illnesses, and he was his family's major source of income. After only three months of detention, he had become emaciated. By the time he was finally taken to the hospital, he had already lost consciousness and was dying. There was also a large area of his back that was covered with a festering wound.
Mr. Huang Fujun's family requested that an autopsy be done. The autopsy showed that Mr. Huang had pneumonia and coronary sclerosis. These diseases were believed to have caused his sudden death. The Acheng City Chinese Medicine Hospital's exam showed sudden kidney failure.
A healthy man lost consciousness after only three months of illegal detention, and he never regained consciousness before his death. When Mr. Huang became unconscious, the detention center neither notify his family nor followed the correct procedures to try and save his life.
The family of Mr. Huang Fujun requested that Acheng City Police Department compensate them according to the Chinese National Compensation Law. Mr. Huang's family lost their major source of income; his wife has a monthly income of only about three hundred yuan. Mr. Huang's mother-in-law just had a surgery and his daughter is attending Junior High School and needs to pay tuition and school fees.
However, the Acheng Police Department refused to compensate Mr. Huang's family, and gave the family a notice saying that they would not pay them anything. Mr. Huang's family has appealed the decision. In the meantime, his body has been stored at the funeral home for more than two months, and plans have not yet been made for cremation or a funeral.
Hebei Province Women's Forced Labor Camp
Illegally imprisons Over 150 Falun Gong Practitioners
The Hebei Province Women's Forced Labor Camp is still jailing over 150 Falun Gong practitioners. It's been reported that Falun Gong practitioner Liu Qiaozhen from Jiacun Township, Wangdu County has been on a hunger strike for over three months and is now critically ill.
The Hebei Province Women's Forced Labor Camp moved to nearby the Hebei Province Women's Prison located on Shitong Road in Shijiazhuang in November 2007. On the morning of November 19, 2007, Shijiazhuang City Forced Labor Camp transferred all illegally detained female Falun Gong practitioners from Ward 1, 2, 3, 4 and 5 to this concentration camp. November 28 was originally the day for family visits, but the labor camp canceled all visits that month, and visits did not resume until the end of December.
Under the direct supervision by the "Education Section" (the 610 Office) of the Forced Labor Camp Bureau of Hebei Province, the guards transferred from Tangshan Forced Labor Camp passed on their experiences in persecuting Falun Gong practitioners. A month-long training class was held for the guards, and they escalated the persecution of steadfast Falun Gong practitioners. The practitioners were denied family visits, showers and daily necessity items.
Shijiazhuang City practitioner Qiu Liying attended a trial hearing for Li Qiumin on September 26, 2007. She was taken to the Hebei Province Brainwashing Center the next work day, transferred to a labor camp after ten days, sentenced to one year of forced labor, and she is currently detained in the 1st Ward of the Hebei Province Women's Forced Labor Camp.
A Beijing attorney representing Qiu Liying was denied access to the Hebei Province Women's Forced Labor Camp at the end of December 2007. When the attorney and her family appealed to the Judicial Department of Hebei Province and the provincial CCP committee, the Hebei Province 610 office used a variety of excuses to deny access. Feng Guifu is the department head in the education section of Hebei Province Forced Labor Camp Bureau, which is the 610 Office responsible for persecuting Falun Gong practitioners. Feng Guifu used "maintaining safety during the holidays" to deny the attorney access in his latest attempt. Shortly thereafter, a vehicle full of men followed, stopped and threatened her attorney in broad daylight.
Qiu Liying has been on hunger strike and is emaciated. Her body wobbles while she is walking.
