    Falun Gong practitioner Ms. Cui Hongyan from Daqing City, Heilongjiang Province, was illegally arrested on November 1, 2006. The officers from Tieren District Police Department in Daqing City participated in the arrest. She was taken to Daqing City Detention Center where she has been held for nearly three months. Saertu District Court in Daqing City tried her on December 12, 2006. The court adjourned after examining and discussing the case. Saertu Court announced after January 1, 2007, that Cui Hongyan was sentenced to three years in prison.

    Ms. Cui appealed the verdict and went on a hunger strike to protest the persecution. The hunger strike has lasted one month. Wrapped in a quilt, she is carried back and forth twice a day at the detention center for nasal force-feeding. She now suffers from stomachaches, and there are traces of blood in her vomit. Her eyes are bloodshot. She is skin and bones and she is too weak to move by herself.

    Her family asked, "Cui Hongyan is ill from persecution. We must see her. Who is responsible if she dies?"
    Yang Baomin said, "Cui Hongyan is fine right now. If anything happens to her, we will call you."

    Ms. Cui's family has never been allowed to see her since her arrest and detention.


    Ms. Wang Yuhong Has Been Persecuted by Jiamusi City Forced Labor Camp in Heilongjiang Province for Six Years

    Ms. Wang Yuhong is a Falun Gong practitioner from Jiamusi City in Heilongjiang Province. She has been illegally detained twice at Jiamusi City Forced Labor Camp over nearly six years. She only wants to be a good person and she believes in "Truthfulness, Compassion, Tolerance." She witnessed and experienced many criminal acts of tortures and lies at the Jiamusi City Forced Labor Camp.

    She exercised her human rights in October 1999 by going to Beijing to appeal for Falun Gong. On her way to Beijing, she was arrested and returned to Jiamusi City for detention. A week later, 13 Falun Gong practitioners, including Ms. Wang, were tied up and put on "trial." Ms. Wang was sentenced to three years of forced labor camp. Some of the practitioners got only two-year sentences. She was taken to Jiamusi City Forced Labor Camp on November 13, 1999.

    Falun Gong practitioners are brutally persecuted and tortured at Jiamusi City Forced Labor Camp. They did forced labor for more than ten hours per day. They were only allowed to sleep three to four hours a night. Some practitioners saw what was printed on the bags of "food" they had to carry: it was chicken feed by 152,153 manufacturer. More than 30 people were given only a five-minute restroom break and many could not get their turns within the time limit.

    Even under these conditions, the practitioners continued to study the Fa and do the Falun Gong exercises. Once the guards of the 7th unit snatched Master Li's lecture notes, so all the practitioners went on a hunger strike to protest. They retaliated by forcing the practitioners to stand still against the wall for a whole day without speaking. Then Zhao Tieshi, the female unit leader, and director Zheng Liyan organized doctors and guards to force feed the practitioners the next day. They mixed uncooked corn flour into strong salty water. The practitioners were dragged, one by one, to a special wooden frame and force-fed through a nose tube. One day the practitioners did group exercises together. That night Liu Hongguang gathered more than 10 guards to break into the 7th unit's female room at 11:30 p.m. like bandits. They beat all the practitioners with rubber sticks. Practitioner Ms. Song Xiuyun's arm was broken in the beating. Her arm and hand were so swollen that she could not move them for nearly two years. Ms. Fu Qiulian was first attacked in bed and then dragged to the floor. They continued to beat her until she could not move any more. Guard Zhang Xiaodan then put her back in bed.

    We realized that the guards were criminals. We were beaten because we wanted to be good people. We could not stay there. On March 23, 2000, all the practitioners went on hunger strikes and demanded unconditional releases. Afterwards, all the practitioners were put into a "heavy discipline team."

    Head director Guan Dejun and Xu Hengji, the director of the management department; all the guards; and all the prison doctors participated in the direct persecution of practitioners. Female guards and unit leaders watched the practitioners day and night. They force-fed practitioners through nasal tubes everyday. They used a mixture of a little bit of powdered milk, highly concentrated salt water, and some unknown drugs. If a practitioner refused to be force-fed, a guard would beat her with rubber clubs and then continue to force-feed her. If someone vomited, the guard would drag her back to be force-fed again. After being force-fed, they were forced to sit on the cold cement floor. No water or napkins were allowed. If someone could not sit up straight, the guards would beat her.

    Every practitioners' stomach burned with unbearable pain and some vomited on their clothes. After their clothes dried, we could see the salt on them. Ms. Meng Qingmin was beaten unconscious during a force-feeding and sent to the hospital. Doctors said she would have died if she had arrived any later. Some practitioners were tortured so badly that they were almost unrecognizable. Their bodies were covered with bruises and their hair was pulled out. You could see it on the floor everywhere. Ms. Liu Guihua was beaten and electrically shocked. No untouched place could be found on her body.

    The labor camp transferred all female practitioners, 20 days later, to south side rooms that used to hold the male prisoners. The north side was under construction to expand the prison. Practitioners were persecuted even more. Everyone on a hunger strike was placed in an isolated room. Their hands were fastened to either side of the bed and their feet were tied to the end of the bed. They were given no blanket or cover. April is a very cold month in northern China. The rooms in the forced labor camp were cold and moist. Mildew grew on the walls, as high as half a meter. It was so cold that it was hard for practitioners to sleep at night. The guards intentionally played broadcasts during the day very loudly. The police kept the force-feeding tubes in the noses of prisoners on hunger strike for three days, and while they used the bathroom. Ms. Liu Guihua was one of the most severely persecuted. Later the labor camp announced that the nose feeding tubes would not be removed until the hunger strike ended. Practitioners were forced to give up their hunger strikes over the next 23 days. They were forced to do military-style exercises from 6 a.m. to 6 p.m., rain or shine, even the elderly.

    A week later, they were doing work in workshops. The female unit leader, Liu Hongguang, would beat anyone that complained. Ms. Zhang Liyan was one of the ones beaten. They were forced to sit or squat on cold cement floors. Some practitioners were doing the exercises in the evening. They were beaten with rubber sticks and shocked by electric batons. The guard incited ordinary prisoners to beat and scold practitioners. A prisoner broke a broom as she was beating Ms. Sun Fengjie with it. Ms. Gao Qinghua was caught doing the exercises, so guard Jiang Jianan dragged her from the room into the hallway and used an electric baton on Ms. Gao's chest. One evening while practitioners were doing group exercises, Xu Hengji brought a group of guards with electric batons into the room. Xu asked Ms. Suo Lanying whether she was the leader of the group exercises. A practitioner from Harbin Wanjia Forced Labor Camp stood up and said, "It's not her." Immediately, Xu struck her head with the electric baton. Xu hit so hard that the head of the baton broke. Xu said, "The order from the higher officials say it's no problem to kill a few practitioners." Practitioner Ms. Ye Xiuhua was slugged in the face more than 10 times by unit leader Liu Hongguang for doing the exercises. She was also beaten by the guards from Unit 8, put in an isolation room, and was beaten almost everyday. Eventually, she became mentally disordered.

    The forced labor camps use many persecution methods. The rooms are shared by four or five people and are very unpleasant. Only half of a wooden scoop of water is provided every morning. The toilet is inside the room and has no cover. The windows are kept shut even in the warm weather. The smell inside the rooms is terrible, and there is not enough oxygen. Everyday, some practitioner got fastened to the bedside, window, or metal chairs because she was caught doing the Falun Gong exercises. At the beginning, violence was used to make practitioners give up their beliefs. Later, they attempted to trick and deceive practitioners to achieve their purpose.

    In May 2001, practitioner Ms. Fu Meilin completed her one-year sentence, plus an additional eight-month extension, but the labor camp did not release her. Instead, they subjected her to more tortures, because she was not yet "transformed." They let regular prisoners (non-practitioners) break window glass and then blamed the practitioners for it. Unit leader Liu Chunlan and a guard from the management department used this as an excuse to get Ms. Wang Yuhong and four other practitioners to the office. As soon as they entered the office, guard Li Xin slugged Ms. Wang Yuhong across the face and then separated the practitioners. Guard Yu Longjiang beat Ms. Wang with a rubber stick while the deputy director Chen Chunmei watched. Ms. Wang asked Chen Chunmei, "This guard is beating people in front of you. How come you don't do anything to stop him?" Chen said, "The management department has a higher rank than us. I can't control them." Liu Guifen, the director of the education department, came in and told the police to handcuff Ms. Wang. She kindly explained to them that the glass was not broken by practitioners. Anyone who persecutes good people will pay for what they have done. Xu Hengji, the director of management department, hit Ms. Wang on her head with his fist. They also used an electric baton to shock Ms. Wang's face repeatedly. Ms. Zhang Lianying, a practitioner and roommate of Ms. Wang's, said, "Guards can't beat people." The guards beat her, too. Guard Li Xin did these terrible beatings while directors Zhu Tiehong and Gong Dianpo and five or six other guards stood around and watched. None of them tried to stop Li Xin. Eventually, they restrained Ms. Wang on a bed, her head was numb from repeated electric shocks. She had almost no blood-pressure and lost consciousness. Even in this condition, guard Li Yongpo was at Ms. Wang's bedside lecturing her from transforming materials. Ms. Wang was sent back after 20 days.

    The food in the labor camp was very bad. After they were exposed for using chicken-feed, they changed to flour, but it was moldy. Sometimes the whole bag of the floor was as hard as a rock. Practitioners coughed and their throats burned after eating steamed buns made from this flour. After practitioners complained and told director Liu Hongguang that moldy flour can cause cancer, Liu agreed to change it. The new flour was still moldy, but not as bad. After awhile it got worse again.

    Ms. Wang Yuhong held a hunger strike for a year to protest such cruel persecution. Everyday prison doctors tube-fed her, once with unknown drugs. Soon Ms. Wang developed pustules on her body. Her body was so stiff and numb that she could not walk. She only weighed 34 kg. The labor camp refused to release her, even when she was in critical condition. Once they sent her to a hospital for a check-up. The doctor said Ms. Wang was critically ill and must remain in the hospital. The prison doctor talked to the doctor in the hospital., but they still took Ms. Wang back to the labor camp. Another time at a hospital, the prison doctor, Song Yan, first talked to the hospital doctors for a long time before checking on Ms. Wang. They said Ms. Wang was normal, although they couldn't even get a blood sample. Ms Wang was in a coma and still they wouldn't let her go.

    Ms. Wang Yuhong was illegally detained in the Forced Labor Camp for three years. She was released and returned her mother's home. Five days later, Wang Huamin, a police officer from Jiamusi Qianjin Police Station, brought a group of police to arrest Ms. Wang. They searched the homes of Ms. Wang's mother and brothers. They failed to find her, as Ms. Wang became destitute and homeless.

    Three months later Wang Huamin and a few other policemen arrested Ms. Wang Yuhong from a rented house. Two other practitioners were arrested at the same time. Ms. Wang was detained at the detention center for two months. Then she was sentenced to another three years at Jiamusi Forced Labor Camp. Ms. Wang was placed in the strict-law team. Practitioners were forced to sit on tiny stools from 6 a.m. to 9 p.m. and not allowed to stretch their legs. They were required to put their hands on their knees, keep their eyes open and mouths shut, like a piece of wood. Later, those practitioners, very weak from the tortures, were forced to do labor work.

    In April 2003, guard Li Xiujin tortured Ms. Wang Yuhong by handcuffing her very tightly behind her back, because Ms. Wang refused to write what they wanted.

    In March 2004, practitioners refused to line up and shout slogans as they were told. They were taken to Unit 8 for "strict-law." From 6 a.m. to 9 p.m. they sat on "small-stools." The team director wrote a banner that slandered Falun Gong and hung it on the wall. Guard Sun Limin said, "If you refuse to line up in the morning, I will write your Teacher's name on the ground and make you step on it."

    The next morning, February 29, the practitioners tore down the banner. Team leader Hong Wei led all the guards from the management department in an attack on everyone with electric batons. This included Ms. Wang Yuhong, who lost consciousness from electric shocks, and Zhang Lingde, a 68-year-old practitioner. They then hung practitioners by handcuffs.

    In May 2004, the guards lost a CD that slandered Falun Gong. They insisted Ms. Wang Yuhong took it. Team leader Wang Xiurong slammed his fist into Ms. Wang's face more than 10 times. At that time Ms. Wang was very weak and already could not take care of herself.

    The end of March 2005, the forced labor camp orchestrated one more large-scale persecution of all Falun Gong practitioners. All practitioners refusing to sign the letters of "transformation," were beaten. The guards used rubber sticks and electric cattle prods and tortured them by using handcuffs to hang them up. Practitioners Ms. Li Shumei, Ms. Wang Qi, and Ms. Ma Xiaohua were tortured to the point that they could not take care of themselves. They were confined to their beds for three to four months afterward. Practitioner Ms. Yu Chunmei was hung from handcuffs and the guards shocked her face with cattle prods. Her face was swollen and damaged. Guards with boots kicked Ms. Bao Lixia while she was hanging by handcuffs. They used all kinds of methods to persecute practitioners.



    Guangdong Provincial Women's Prison Refuses to Provide Medical Attention for Physician Suffering from Stroke

    Falun Gong practitioner Ms. Fan Zhijun, a physician from Huizhou, Guangdong Province, was persecuted while suffering from a stroke at the Guangdong Provincial Women's Prison. Sources say that the prison sent a notice to the family in January 2007 stating that her high blood pressure was at "the third level" and that she was suffering from a stroke.

    The day before yesterday, one of Ms. Fan's family members visited her at the prison. Ms. Fan is only 54 years old but she had to walk with a cane. She also had difficulty moving herself and did not have clear consciousness. Upon seeing this, the family member pressed strongly for the prison to release her immediately. However, the guard said that Ms. Fan did not meet the criteria of sickness needed for release. The family member questioned, "Her condition is so horrible already, what is the criteria to release someone?"

    The guard answered that there were many prisoners in similar conditions and they did not have the authority to release any of them.

    Ms. Fan Zhijun, from Hunan Province, was a chief physician at the Gynecologic Department of the Guangmeishan Railway Hospital in Guangdong Province. She has been illegally arrested and sent to forced labor camps several times by the Huizhou Railway Police Station and the State Security Group of Huizhou City. Ms.Fan was a devout practitioner of Falun Gong. She also distributed the "Nine Commentaries on Communist Party", promoting withdrawals from the Chinese Communist Party and its affiliated organizations, and clarified the truth of Falun Gong.

    On May 23, 2005, Fan Zhijun was arrested by the State Security Group police and detained at the Boluo Detention Center of Huizhou. She went on a hunger strike to appeal the persecution against her but was force fed by the guards and tortured. Her old diseases then recurred. She was sent to the Central Hospital of Huizhou City twice and diagnosed with third stage heart disease and high blood pressure (220/160).

    The Huizhou 610 Office sentenced Fan Zhijun to eight years of imprisonment. The deputy director of the detention center, Wang, and others tortured her severely and cuffed her hands and feet when transporting her to the Guangdong Provincial Women's Prison on September 30, 2006. On the way to the prison, Ms. Fan lost consciousness, but Wang left her at the prison and quickly left. Although the prison realized that her life was in danger, they did not release her, either.

    Xu Zhiping, the former head of the 1st Section of Huizhou Railway Police Station, played a major role in illegally arresting Falun Gong practitioners Tian Xiuyan, Fan Zhijun, Zhong Jiawen, Kuang Dongying, Wang Zaishu, Li Hua, Xiao Kai, Ms. Wu, Ms. Xie, and others. In May 2005, Xu Zhiping manipulated the State Security Group of Huizhou City and the 610 Office to arrest Fan Zhijun's family members and interrogate them with torture. Ms. Fan's son was detained for one month during which he was tortured and threatened.


    Former PLA Lt. Colonel Detained in a Mental Hospital for the Third Time

    Falun Gong practitioner Mr. Zhang Deyao, from Qingdao City, Shandong Province, was once a Lieutenant Colonel in the armed force on garrison near Qingdao City. Because he persists in his belief in Falun Gong, he has suffered mistreatment many times. Mr. Zhang is currently imprisoned at the Mental Hospital of Qingdao City. This is the third time he has been sent to a mental hospital under this persecution.

    When the Chinese Communist Party (CCP) started persecuting Falun Gong in July 1999, Mr. Zhang Deyao went to the municipal government to appeal and was illegally imprisoned by the army for a month. During this period he suffered greatly, resulting in a mental collapse. He was then sent to the Mental Hospital of Qingdao City (the Mental Health Center of Qingdao City, also called the Seventh People's Hospital in Qingdao). At that time he already had the honor of being ranked fifth in the career-change test and had been assigned to the Qingdao Municipal Police Department. However, because he was a Falun Gong practitioner, he was forced by the relevant organization of the CCP to work at the First Middle School of Qingdao City.

    Later, because Mr. Zhang Deyao went to Beijing to appeal, the school officials and the CCP again sent to him the Mental Hospital of Qingdao City. Afterwards Mr. Zhang Deyao walked away from his detention with righteous thoughts and has been destitute and homeless ever since. This year when he was clarifying the truth publicly, he fainted by the roadside due to hunger and exposure to the cold. The "120 Emergency Service" took him to the hospital where he revealed his home address. His wife and the related personnel from the school sent to the mental hospital once again.

    This is the third time Mr. Zhang Deyao has been illegally imprisoned at the mental hospital where he is suffering inhuman tortures. He told his child who came to see him that the doctors there injected him with unknown drugs. His wife realized this was not right and went to the mental hospital to demand her husband's release. But Sun Pijian (male), the physician-in-charge of the mental hospital, refused to release Mr. Zhang using the excuse that a consent from Mr. Zhang's employer, the First Middle School, was needed for Mr. Zhang's release. Zhang Deyao's wife found the principal and Li Guoguang (male), the teaching affairs section director of the First Middle School, and asked them to cooperate with her by going to the hospital and negotiating for her husband's release. The principal and Li Guoguang each directed the responsibility to the other, however, Li Guoguang is the main person in charge in this case. He said Mr. Zhang's case was handled by his predecessor and he had nothing to do with it so he did not agree to help release Mr. Zhang.



    The Crimes of Wang Xiaofeng, Political Instructor at Masanjia Forced Labor Camp in Liaoning Province

    Wang Xiaofeng, female is the Political Instructor of the 3rd Group of Masanjia Women's Forced Labor Camp in Liaoning Province. Prior to this position, she was the Head of the 1st Group. She was listed as number 2,411 on the website listing those committing crimes against Falun Gong.

    Wang has committed a lot of vicious crimes against Falun Gong practitioners. She thrived on such crimes and is one of the main accomplices of Su Jing, the director at the Women's Forced Labor Camp. Shortly after Wang Xiaofeng was promoted from team leader to group leader in 2002, her daughter contracted a problem with her legs.

    The following are some of Wang Xiaofeng's crimes against Falun Gong.

    Torture and Abuse of Women Practitioners

    Wang Xiaofeng instructed criminal inmates to use their fingernails to pinch the skin off practitioner Shanjie's legs. Her legs became bloody and later became infected. However, Wang Xiaofeng still would not leave her alone. She ordered several inmates to kick Shanjie, leaving many sores on her already injured legs. Shanjie was in great pain.

    Wang Xiaofeng tortured practitioners by depriving them of sleep, handcuffing them to heating pipes, restraining their arms and legs, hanging them up, solitary confinement, tying them up, freezing them, etc.

    Starting in November 2001, Wang and female guard Cui Hong, doctor Cao, and four inmates carried out an intensive round of torture against steadfast practitioners whose forced labor terms were completed. They put a woven grass pad on the cement floor and forced a practitioner to lie on it day and night. That practitioner's hands were cuffed to a heating pipe and she was not allowed to sleep for 32 days, causing her brain became muddled. But instead of taking her to a doctor, they carried her to a bed and fastened her arms and legs in a fixed position to the bed for four days and nights. Afterwards they removed the locks but still would not release her. They continued force-feeding her. The practitioner was tortured so severely that she was unable to care for herself. She suffered memory loss and was in critical condition.

    In December 2002, Wang Xiaofeng and female guard Xue Feng hung practitioner Ms. Wang Yulan from the Chaoyang District in Shenyang City in Liaoning Province to the heating pipe in the group leader's office. Her right hand was burned so badly by the heat that the flesh rolled off. Her left arm was disabled and she still cannot raise it. This cruel torture involves handcuffing practitioners' hands to the two iron brackets holding the heating pipe, six feet off the floor. The practitioner is then left hanging in the air. The handcuffs cut into the practitioners' wrists. It is extremely painful and in some cases, both arms become disabled.

    Wang Xiaofeng and female guard Cui Hong from the Third Squadron, Hang Haiyan from the Fourth Squadron, and Liu Hui from the Fifth Squadron confined practitioners Ms. Sheng Lixia, Ms. Liu Xiuyan, Ms. Zhu Yun, Ms. Geng Yulan, Ms. Song Ailian, Ms. Zhang Xiumin, Ms. Gao Fuling, and Ms. Wang Huinang in solitary compartments for torture. They included practitioners who were on protest hunger strikes and were weak. There were not enough solitary compartments, so they put two or three practitioners into one cell. Each small cell had only one bench for two people to sit on, and the third person had to sit on the floor. The place was so tiny that it was difficult for practitioners to sleep. Practitioners were only allowed to use the bathroom three times a day and were not allowed to shower at all. There were also high-volume speakers blaring to further torture the practitioners. Some practitioners were confined there for ten days, two weeks, a month, or even several months. If practitioners held hunger strikes while in solitary confinement, they would be force-fed. If the practitioner refused to cooperate with the force-feeding, the guards would slam the practitioner to the floor, step on her hands, arms and legs, and force-feed her with liquid containing a large quantity of salt and unknown drugs.

    Wang Xiaofeng, Cui Hong, and Hang Haiyan, then-intern guards Liu Hui and Liu Jing, and another guard took practitioner Ms. Wang Shuyan's winter jacket off to freeze her. It was 15 degrees below zero (Fahrenheit). As six female guards dragged Wang Shuyan to solitary confinement, she shouted, "Falun Dafa is good!" on the way. The guards all jumped on her to cover her mouth. Some even stepped on or sat on her neck and body, pinching and beating her. They gagged her with a used shoe polishing cloth. The cloth was small and Ms. Wang could still speak. Then they tried to stop her by tickling her, gouging her eyes, and bending her fingers. Later, they found wide yellow tape and throughly taped her mouth and head.

    At the end of 2002, Wang Xiaofeng hung up practitioner Ms. Liu Baohong in a storage room. The storage room had some poisonous gas and a terrible smell, which made people dizzy, nauseous, and out of breath. She assigned two inmates as "personal guards" to watch Ms. Liu and force her to write the three statements, announcing she would stop practicing Falun Gong.

    Between the end of 2002 and beginning of 2003, Wang Xiaofeng and female guard Xue Feng hung practitioner Ms. Song Guixiang up for four days and four nights and then tied her up in the full lotus position (both legs crossed on top of each other) for a whole day and night. Ms. Song became disabled after this, but nobody even helped her go to the bathroom. Xue Feng later locked her on the first floor. Song Guixiang's hands were shaking, saliva kept dripping from her mouth, and she could not stand any more. She was not allowed to sleep. Afterwards, she was confined in a solitary compartment and put on a tiger bench. Ms. Song's hands were covered with wounds.

    Wang Xiaofeng and Huang Haiyan tortured practitioner Ms. Zhang Yuxia. They put her on a tiger bench in solitary confinement. During the "Attack the Fort" campaign in September 2002, they tied Ms. Zhang up in the full lotus position. Practitioners who had given up cultivation under extreme pressure and brainwashing shoved her to the floor and stepped on her. For more than two months, Ms. Zhang was not allowed to sleep. Her eyes turned red and tears kept coming out of them for two months.

    On the evening of January 22, 2003, Wang Xiaofeng brought practitioner Ms. Xie Xiulan to the first floor. She told the "transformed" practitioners to tie her up in the full lotus position. They also handcuffed practitioners' hands behind their backs and hung them up in the air.

    In 2003, Wang Xiaofeng and female guards Shi Yu and Ren Hongzan brutally tortured practitioner Ms. Wang Yujie from Dalian City, Liaoning Province. They locked her in the washroom, then later a storage room and basement for a total of four months. During this torture, Ms. Wang was tied to hard objects, forced to squat, was forced into unnatural and extremely uncomfortable positions, had to stand in the "army corps" posture, and was forced to do intensive hard labor. Ms. Wang Yujie was beaten, exposed to the baking sun for long periods, and was hung up in the air with her arms handcuffed behind her back. Her breast festered after the long-term torture, and some time after she was released, she died.

    Wang Xiaofeng instructed female guard Wang Yuguang, in charge of solitary confinement, and two other guards to torture practitioner Ms. Gao Yaxian from Shenyang City. As a result of being put into a tiny compartment, forced to wear a heavy head mask, being beaten, exposed to intensive noise, and forced to stay out in 25 degrees below zero Fahrenheit wearing only a single shirt, Ms. Gao Yaxian became paralyzed.

    Wang Xiaofeng hung up practitioner Ms. Wang Cuiying from Dalian City for three days and three nights.

    Wang hung practitioner Ms. Zhou Yajuan from Lingyuan City, Liaoning Province, up in the air. She also hung practitioner Ms. Zhang Yunxia up for two days. Ms. Zhang could barely walk afterwards. She had to be carried to her meals and to the bathroom. Later she could not go downstairs and stayed in bed for more than a month to recover. Wang Xiaofeng tied practitioner Ms. Liu Yanwen on the bed for IV injections for a few days, then charged her over 500 yuan.

    In the middle of August 2003, practitioner Ms. Zhou Yajuan was forced to stand in the group leader's restroom. When she was released at 9:00 p.m., Wang Xiaofeng forced her to stand in the corridor until midnight. Then she was forced to stand in the cold corridor for 12 days. When the 12 days were up, Ms. Zhou was forced to stand in the group leader's restroom again. But this time she was in the corner of the restroom as there were more practitioners being forced to stand in the same restroom. Throughout the year, there were always practitioners being forced to stand in the group leader's restroom.

    The Brutal Treatment of Ms. Shi Shenying, Who Was Tortured to Death

    On August 22, 2002, practitioners Ms. Li Dongqing, Ms. Song Caihong, and Ms. Li Liming were illegally sentenced to the Masanjia Forced Labor Camp. Fearing that firm practitioners would tell the truth in court, Wang Xiaofeng and squadron leader Xue Feng ordered a dozen inmates to gag the mouths of practitioners Ms. Xie Xiulan, Ms. Shi Shengying, and several others by stuffing their mouths with cloth and then taping their mouths shut. Ms. Shi Shengying refused to cooperate with this abuse. They pulled her hair and dragged her from the second floor down to the first floor, then to the courtyard. They then handcuffed her hands to the back of a big wooden chair, making it impossible for her to stand up straight. The handcuffs cut into her wrists, which were so painful that it felt as if her hands had been cut off. When a policewoman walked by, she managed to speak and asked her to unlock the handcuffs. That policewoman said viciously, "No, you deserve it!" The inmates then taped her mouth shut. The tape was all over her head. Then the inmates dragged Ms. Shi about 30 meters from the courtyard to the building. With the big wooden chair against her back, Ms. Shi Shengying felt that her arms and back were almost broken. Her waist and back were severely injured but she recovered after practicing the Falun Gong exercises.

    On August 11, 2002, practitioner Ms. Shi Shengying stopped inmates from reading books that slandered Falun Gong and requested to do the exercises. Wang Xiaofeng confined Ms. Shi, who had scabs all over her body from earlier torture, to a solitary compartment. She "fixed" Ms. Shi to an iron chair by locking her forearms and her waist into iron rings and her legs to the chair legs. Ms. Shi was not able to move at all. There was a small window behind the iron chair that was open all the time to let cold air blow in. Wang Xiaofeng put a "brainwashing machine" (speaker) in front of the practitioner to play programs that slandered Falun Gong four or five times a day. It was so loud that it caused the practitioner's ears to constantly buzz. The practitioners were only allowed to go to the bathroom twice a day. Sometimes practitioners were forced to relieve themselves in their pants. In 2005, Ms. Shi Shengying was tortured to death.

    Brutal Beatings

    Wang Xiaofeng viciously beat practitioners. She would confine practitioners in solitary compartments and close the doors to beat them. Around 2002, she dragged practitioner Ms. Wang Xueli from Tieling City, Liaoning Province, from the fourth floor to the first floor by her hair, beating her on the way. Wang Xueli became paralyzed as a result.

    In 2002 and 2003, Wang Xiaofeng and female guard Wang Shuzheng tortured practitioner Ms. Shao Jingrong from Fengcheng City, Liaoning Province. They also asked policemen to torture her. Ms. Shao's legs were kicked so badly that she could not walk. She was only given poor food to eat and was not allowed to sleep.

    In November 2003, Wang Xiaofeng and female police guard Huang Haiyan dragged a practitioner into a restroom and handcuffed her hands behind her back. Then they kicked and beat her. Afterwards, they dragged her to the on-duty office and left her on the floor.

    At the end of April 2004, Wang Xiaofeng and other guards brutally beat practitioner Ms. Su Yiwen from Dalian City. She became extremely weak. They handcuffed her, confined her in a solitary compartment, and later dragged her to the room that was designated for torturing Falun Gong practitioners. Ms. Su's hands were shackled to a ring on the floor for a long time, and she had to sit on the cold cement. She was not allowed to sleep and was watched constantly by two collaborators. Director Su Jing of the Second Women's Forced Labor Camp and Wang Xiaofeng ordered temporarily borrowed policemen from outside to beat and insult Ms. Su Yiwen to force her into writing the three statements. After a long period of torture, Ms. Su lost her memory for a while and had symptoms of heart disease. Sometimes she could not breathe. Later Wang Xiaofeng and Huang Haiyan tied Ms. Su Yiwen to a table to torture her, ordering her to write the three statements. Afterwards, Ms. Su was unable to walk.

    In July and August of 2006, Wang Xiaofeng gagged practitioner Ms. Wang Xiaoyan's mouth with a dirty cloth. Female guard Li Mingyu slapped her face and female guard Wang Naimin pinched her mouth making it bleed. Also, on July 15, 2006, male guard Ma Jishan and Section Chief Chen continuously struck her face. Her face up swelled immediately and there was a lump on her cheek.

    Torturing Practitioners both Physically and Mentally

    During the SARS epidemic in the summer 2003, Wang Xiaofeng said viciously to practitioners, "We should send all you practitioners that are not 'transformed' to the SARS region, so that you can all catch it and be eliminated."

    In 2003, Wang Xiaofeng ordered female guard Shi Yu and doctor Cao to lead five inmates in torturing practitioner Ms. Zhang Chuanwen who was imprisoned at the 2nd Squadron of the 1st Group. Ms. Zhang had been on a hunger strike for several days to protest the persecution. They held her head, body, and legs to force-feed garlic into her stomach, claiming they were "cleansing her stomach."

    In April 2002, Wang Xiaofeng ordered her staff to gag practitioner Ms. Song Guixiang and another practitioner. Other practitioners went to clarify the truth to her. Not only did she refuse to listen, but she also said, "If you say one more word, I will hang posters insulting your Teacher and Falun Gong all over the room."

    On May 15, 2006, Wang Xiaofeng and female guards Zhou Qian, Xue Feng, Shi Yu, and others took off practitioner Ms. Wang Guixiang's clothes and wrote dirty words slandering Master Li and Falun Gong on her chest. They tore Master Li's picture from a Falun Gong book, threw it on the floor, and told Ms. Wang to step on it. She refused, so they picked her up and tried to lay her on Master Li's picture. Because Ms. Wang firmly resisted, they did not succeed.

    Wang Xiaofeng and other perpetrators tortured practitioner Ms. Sun Jinjun so severely that she suffered a mental breakdown. They then claimed that she was just pretending.

    Under Wang Xiaofeng's instruction, inmates tortured some practitioners so badly their faces became disfigured and discolored. They threatened practitioners not to tell their relatives about the torture. They tried to isolate practitioners from the outside world and set rules prohibiting practitioners from calling, writing to, or meeting with relatives.

    Wang Xiaofeng was extremely cunning and sinister. She ordered inmates to mentally torture Ms. Li Liming and other practitioners. They were forced to work throughout the day until 1:00 in the morning. They were then forced to get up at 5:00 a.m. to start work again.

    Wang Xiaofeng and Squadron Leader Wang Qiu increased the torture of practitioner Ms. Yu Qiu when she developed pulmonary tuberculosis and started to cough blood.

    One day in December 2003, Wang Xiaofeng and female guard Zhang Chunguang brought a practitioner to the conference room to brainwash her. Under numerous tortures and pressure, that practitioner reached her limit and almost collapsed.

    Most of the practitioners in the 3rd Group were subjected to brutal "transformation" attempts. Their watches were taken away, so they had to watch the sunrise and sunset to tell the time. They were forced to work late into the night without any rest. Their work was mainly to peel cloves of garlic, make silk flowers for export, or make beaded necklaces. The glue for the silk flowers is very irritating to the eyes. It was the worst period for the practitioners when Wang Xiaofeng was on duty. She often verbally abused and ridiculed practitioners and claimed that the forced labor camp was hers so that she could extend the forced labor term for whichever practitioner she wanted to.

    At the beginning of 2005, female guarad Huang Haiyan tortured a practitioner in her 50s until she became extremely weak. That practitioner was not able to walk afterwards. Even breathing was difficult for her. But they did not let her stay in bed to rest. Instead they forced her to work overtime. They took her to the hospital for treatment only after she lost consciousness several times. When the practitioner came back, she was unconscious and in very critical condition. Director Su Jing and Huang Haiyan were afraid of being held responsible for her death, so they told her relatives to take her home. Concerned that her relatives might not settle with the forced labor camp if they saw she had been tortured so badly, Wang Xiaofeng did not allow people to carry her out. Instead, she shouted in the corridor, "Let her walk out by herself!"

    Threatening and Deceiving Practitioners

    In 2003, Wang Xiaofeng used many cruel tortures against practitioner Ms. Fan Jinhua, but Ms. Fan still would not give up cultivation. The police sent her to Dalian City Forced Labor Camp. To threaten other practitioners, Wang Xiaofeng told them that she "was sentenced and taken to Dabei Prison and became insane after a few days there." When Dalian City Forced Labor Camp was dissolved in October 2004, Ms. Fan was taken back to the 1st Group of the Masanjia Forced Labor Camp. Fearing her lie would be discovered, Wang Xiaofeng hid her in a storage room of the Number One building and assigned people to watch her, so that the news would not be leaked. Wang Xiaofeng put Ms. Fan in solitary confinement many times to torture her. Then practitioners in other solitary cells found Ms. Fan Jinhua.

    On the eighteenth day of practitioner Ms. Sheng Lixia's (from Dandong City) hunger strike, she was extremely weak. When her family visited her and discovered that her condition was so bad, they asked Director Su Jing to get her a medical exam. Su Jing agreed. After Ms. Sheng Lixia started eating, Su Jing defaulted on her promise of a medical exam and hid Ms. Sheng from her parents. Later Ms. Sheng Lixia's father found Su Jing and demanded that the forced labor camp be held responsible for torturing his daughter. Su Jing said savagely, "You can sue us wherever you want to."

    She pushed her parents over to group leader Wang Xiaofeng. Wang Xiaofeng promised her parents she would give Sheng Lixia a "compassionate medical leave," but she reneged immediately after her parents left.

    Stripping a Female Practitioner and Secretly Videotaping Her

    Police guards and "transformed" practitioners once held down a young practitioner in the 1st Group and put the prison uniform on her by force. That practitioner managed to take it off several times. [Note: because Falun Gong practitioners are not criminals and should not be incarcerated, they often refuse to wear the prison uniform.] The guard then ordered the "transformed" practitioners to take off all her clothes including her bra, leaving only her underpants on. Then they held her down and put the prison uniform on her. The police used a hidden camcorder to videotape her afterwards. She struggled to stand up and took the prison uniform, representing humiliation, off. The hidden camcorder recorded that she was almost naked. Police used this video as "evidence" to spread rumors among practitioners, saying that "a practitioner took off all her clothes when she saw the policemen." They used it to ruin her reputation and defame Falun Gong, creating very bad results. Wang Xiaofeng, the leader of the 1st Group, is directly responsible for this crime.

    Torturing Practitioners and Imprisoning Them Past their Forced Labor Term

    Wang Xiaofeng once said, "It is so easy for me to extend your terms at the forced labor camp. One word from me will do it. And I can use any reason." For those practitioners for which they could not find a reason to extend their terms, Wang forced other prisoners to falsely testify against them. The longest extension was one year. Sometimes she even sent practitioners directly to prison. For example, she illegally imprisoned practitioner Ms. Fang Caixia from Dalian City for two more months after her term was over. The police write the names of the practitioners whose terms are extended on a blackboard in the cafeteria. There are several blackboards listing names.

    Around 9:00 p.m. on August 22, 2002, Wang Xiaofeng and Squadron Leader Ren Hongzan interrogated practitioners who shouted "Falun Dafa is good" in solitary confinement. They wrote down the practitioners' words and told them to sign the paper. Then they used it as evidence to extend their terms for five more months.

    Starting on July 1, 2004, under the direction of Director Su Jing and Group Leader Wang Xiaofeng, guards at Masanjia Second Women's Forced Labor Camp started a new round of torture against practitioners. They froze the practitioners' banking accounts. Then they sent five or six inmates or "collaborators" to surround each firm practitioner from 5:00 a.m. To 11:00 p.m. to force the practitioners to give up Falun Gong through brainwashing. They also threatened to extend the terms.

    Methods Used in the "Attacking the Fort" Campaign to Torture Practitioners:

    1. Locking practitioner's arms to an iron chair. Their arms were fixed to the sides of chair and could not be moved. The practitioner then could not stand up or squat but only sit on the cold iron chair for 15 days.

    2. Locking practitioner's hands to the heating pipes. There are two iron hooks between the five heating pipes. The practitioner's hands were cuffed to the iron hooks. Then the practitioner could not stand up or sit down but only bend her body. Eventually the practitioner's arms became black and blue. Practitioners were forced to stay in this position for two months at a time.

    3. Handcuffing a practitioner and hanging her from the heating pipe. The practitioner was not allowed to sleep--inmates were ordered to watch her around the clock and would beat her if she fell asleep or closed her eyes. This practitioner was forced to stay in this position for two months. In the end, the practitioner's legs swelled up and the scars on her wrists can still be seen.

    4. Handcuffing a practitioner to a water pipe that was close to ground. The practitioner could only sit on a stool. After a while, the practitioner's arms became black and purple and she was not able to stand. The practitioner experiences unbearable pain. Sometimes the stool was be taken away and the practitioner had to sit on the cement floor.

    5. Locking the practitioner's arms and legs to the so-called "dead person's bed."

    The practitioner was unable to move at all and would experience great pain all over her body. The practitioner was tortured in this position for several days and was not allowed to go to the bathroom.

    6. Torturing practitioners in the triangle room. The Masanjia Forced Labor Camp had a triangle room that was set up to torture practitioners. In the room was a low narrow bench. A practitioner's hands were cuffed behind her back to the columns of the bench. Then the practitioner had to sit on this low bench, not able to stand up or lie down. I was locked in the triangle room for over three months.

    7. Locking practitioner's arms to the hook of the vertical heating pipe in the corridor. This hook was a little bit higher than practitioners, so the practitioners had to stand on their toes. This hook was specially designed to be adjustable to torture practitioners. The pain was unbearable after being locked at this position for a while.

    8. Handcuffing practitioner to the heating pipe in the coldest area of the corridor. The practitioner was not allowed to wear extra clothing and had to sit on the cold cement floor. No sleep was allowed. The cement floor was extremely cold and gradually the practitioner lost feeling in her legs.

    9. Handcuffing hands behind the back with one hand crossed over a shoulder. The practitioner's neck was also connected to her feet with a rope, so that she could not raise her head. The pain was as severe as if the heart were being pierced by one's broken bones. I was once put in this position for 40 minutes. Only when I sweat heavily and my heart could not bear it any more did they stop this torture.

    10. Tying a practitioner up in the full lotus position. Guards tied the practitioner's legs in the double crossed position, then tied the practitioner's arms and tied the practitioner's neck to her legs with rope so that she could not raise her head. Guards stepped on the practitioner's tied legs with boots and kicked the practitioner's head for several hours. The practitioner was not allowed to go to the bathroom. Afterwards, the practitioner's legs became black and could not be moved.



    Sentenced to Six Years' Imprisonment, Mr. Chen Fenglei Appeals for Compensation

    Falun Gong practitioner Mr. Chen Fenglei in Renqiu City, Hebei Province, was illegally sentenced to prison for six years without being allowed to notify his family. Chen Fenglei has been illegally detained in Renqiu Detention Center since June 9, 2006, and the prison still does not allow his family to meet with him. An appeal letter from Chen Fenglei was rejected, and he is now appealing to the Supreme Court for compensation. His wife Chai Xiumei also appealed to the Supreme Court according to the law, requesting justice for her husband.

    Falun Gong practitioners Mr. Chen Fenglei and his wife Ms. Chai Xiumei were persecuted severely by local officials for several years. Mr. Chen was harassed, arrested and detained many times by policemen from Renqiu Police Station and Yuxi Police Station. In 2000, he went to Renqiu Police Station to clarify the truth of Falun Gong and asked them to release his fellow practitioners. Policeman Hao Jianqiao at the political security section slapped him twice and illegally detained him for two months. Later he was illegally sentenced to prison for five years. His wife went to Beijing to clarify the truth of Falun Gong, but was illegally detained for five months, and later was illegally sentenced to a forced labor camp for three years.

    While they were in prison, no one took care of their two children--one is thirteen and the other ten. Left without food, the children sold anything of value to buy food, but still did not have enough. Since their parents were not home, some children in the village threatened and beat them. Some bad people went to their home to steal things. In this environment, his two children were hurt greatly. Both left their schools, and now wander the streets.

    Mr. Chen Fenglei and his wife are appealing to the Supreme Court and asking for compensation of 200,000 yuan. They revealed the lawless personnel's illegal behavior of infringing on their human rights, pointing out that Mr. Chen is not guilty and should be released at once. Below is his appeal letter.

    Facts:

    1. Abuse of power and infringing on human rights.
    2. Chen Fenglei is a citizen living at the 6th St, Xinhua Road, Renqiu City. On June 9, 2006, he went out and was arrested and detained illegally. After 150 days, on November 3, 2006 he was sentenced to prison for six years by Renqiu City People's Court. The court directly infringed on a citizen's freedom, which formed the behavior of abusing power and infringing on human rights.

    3. Disregarding Legal Procedures
    4. Chen Fenglei was illegally detained from June 9, 2006 until January 3, 2007, when he was illegally sentenced. The whole term was 150 days, which violated the 15-day legal detention time. This directly infringed the appellant's legal rights and personal freedom. The appellee abused power and detained the appellant without any reason, disregarding legal procedure.

    5. Depriving the appellant's family of their right to know
    6. During the process of Chen Fenglei's case, the Renqiu People's Court not only failed to inform his family to attend the hearing but also did not send any legal document to his family. The trial lost its public nature and fairness, justice and impartiality, and the appellant's family were directly deprived of their legal right to be notified.

    7. Main evidence is not sufficient to charge

    When Chen Fenglei went out, he did not do anything to harm the nation, the society or other citizens. Chen Fenglei's personal freedom should be protected by the 35th and 36th acts of the Constitution. However, the Renqiu City People's Court sentenced him to six years of imprisonment without any evidence, using the excuse of "using a (offending term omitted) organization to disrupt the administration of law."

    The above charge of "disrupting the administration of law by distributing Falun Gong promotional materials" has no legal grounds. The court does not mention whom Mr. Chen Fenglei distributed the promotional material to and what kind of social harm he did. They also did not say which law he violated. Therefore, the charge has no relationship with "distributing materials." It should not be treated as legal fact. Therefore the sentence of "disrupting the administration of law" cannot be considered valid. However based on the above charge, Chen Fenglei was sentenced to six years' imprisonment. The case's main evidence was not sufficient to charge and the case verdict was totally wrong. The court abused its power and fabricated the unjust case.

    Based on the stipulation in Term 2, Article 42 of the Administrative Procedure Law of the People's Republic of China, the appellant requests that the sentence imposed on the appellant be revoked and he be released, declared not guilty, and be compensated 200,000 yuan for economic and emotional losses, because the main facts were not clear, the main evidence was not sufficient and the court violated legal procedure.
